RE: APPROVAL OF ADDITION TO THE SERVICE PLAN OF THE GILCREST
SANITATION DISTRICT
WHEREAS, the Board of County Commissioners of Weld County,
Colorado, pursuant to Colorado statute and the Weld County Home
Rule Charter, is vested with the authority of administering the
affairs of Weld County, Colorado, and
WHEREAS, on April 22 , 1981 , the Board of County Commissioners
of Weld County, Colorado held a public hearing to consider an
addition to the service plan of The Gilcrest Sanitation District,
and
WHEREAS, the addition to said service plan is the inclusion
of the following property:
Dor Car Estates and Dor Car Estates, second
filing
Watson Subdivision
Stockton Subdivision, first, second, third
and fourth filings
WHEREAS, the Board of County Commissioners has considered
said addition to the service plan and feels that all criteria
for the addition have been met.
NOW, THEREFORE, BE IT RESOLVED by the Board of County Com-
missioners of Weld County, Colorado that the addition to the
service plan of The Gilcrest Sanitation District be, and hereby
is , approved.
The above and foregoing Resolution was, on motion duly made
and seconded, adopted by the following vote on the 22nd day of
April, A.D. , 1981.

The following business was transacted:
I hereby certify that pursuant to a notice dated March 23, 1981 and
duly published March 26, April 2, and April 9 , 1981 in the Johnstown
Breeze a public hearing was held on a request of the Gilcrest
Sanitation District for expansion of thier present boundaries.
Mr. Honn reviewed the Planning Commission' s favorable recommendation.
Don Hoff, legal counsel for Gilcrest Sanitation District, explained
that a new area has been developed north of the Town of Gilcrest
and the Sanitation tistrict wishes to expand their boundaries to include
this area.
There was on one present in opposition to this request.
Commissioner Steinmark made a motion to approve the addition to the
Gilcrest Sanitation District. Commissioner Kirby seconded the motion
and it carried unanimously.

NOTICE is hereby given of a hearing before the Board of County
Commissioners of Weld County , Colorado , on the 22nd day of April ,
1981 at the hour of 2 : 00 P . M. in the Weld County Commissioners
hearing room, first floor , Weld County Centennial Center , 915 10th
Street , Greeley, Colorado , for the purpose of considering the
service plan for an addition to the Gilcrest Sanitation District .
The notice is given pursuant to the Special District Control Act ,
Section 32-1-201, et seq . , CRS 1973 , as amended .
Copies of the Service Plan are on file at the Office of the Clerk
to the Board of County Commissioners located on the 3rd floor ,

and may be inspected during regular business hours .
Within 20 days after the completion of the hearing , the Board of

PRELIMINARY ENGINEERING
OR ARCHITECTURAL SURVEY
Colorado Revised Statutes 31-1-204(1) , 1973, as amended, requires
that the Sanitation District provide a preliminary engineering or
architectural survey to the Board of County Commissioners showing
how the proposed services are to be provided and financed. This
particular part of the Statute is irrelevant to the circumstances
at hand since there will be no expansion of facilities and no con-
struction will be taking place as a result of the enlargement of
the Gilcrest Sanitation District. The area described on the map
on page 13 sets forth the area that is to be included within the
District. This area is fully developed, all sewer lines are in
place, all streets are in place and 155 houses are located in the
area to be included in the District. Since all of the facilities
are already in place and the facilities which belong to the District
are fully paid, there is no need for the District to provide to the
Board of County Commissioners a preliminary engineering or architectural
survey and so none are here provided.

POPULATION
There are presently 155 residential structures located in the
area to be included in the District. The average population is 3.6
persons per residence, for an estimated population of 558 persons.

VALUATION FOR ASSESSMENT
In 1980, for property located within the District, the average
valuation for assessment was $7,432 for each single family residence.
There are 155 single family residences located in the area, so the
District estimates that the valuation for assessment for the area to
be included within the District will be $1, 151,960.

DESCRIPTION OF FACILITIES
TO BE CONSTRUCTED
Again, the Colorado Revised Statutes 32-1-204(1) requires that
the District describe for the Board of County Commissioners the
facilities to be constructed. No facilities are going to be con-
structed as all facilities are already in place and have been in
place and have been operating for at least two years. The area
to be included within the District is a fully developed residential
area. No description of any facilities to be constructed is,
therefore, included here.
STANDARDS OF CONSTRUCTION
Sewer lines and sewer facilities and all other facilities which have
been installed in the area to be included within the District are of
standard sizes and will be compatible with any future construction
that may take place in the vicinity of the area proposed to be
included. There are no other municipalities adjacent to the area
to be included within the District and so it is not necessary to
standardize the sewer or water lines with any other municipality.
The equipment that has been installed, however, is readily adaptable
to any additional construction and is of similar size and quality to
other sewer systems in Weld County.

ESTIMATE OF COSTS
Colorado Revised Statutes 31-1-204(1), 1973, as amended,
requires that the District provide the Board of County Commissioners
with information regarding "an estimate of the costs of construction,
including the cost of acquiring land, engineering services, legal
services, proposed indebtedness, including proposed maximum interest
rates and discounts, and any other major expenses related to the
formation and operation of the District". The Gilcrest Sanitation
District, again, is not engaging in any new construction and so will
not be expending any funds for construction, acquiring land and will
not be incurring any indebtedness of any kind as a result of the
inclusion of the land hereinafter described with the Gilcrest Sanitation
District. The District will incur expenses for engineering services
and legal fees as a result of including the described area within the
District. It is estimated that the engineering fees and legal fees
will not exceed $1,500 and the Sanitation District has funds available
for payment of those fees. The District also has incurred expenses as
a result of conducting a special election on March 10, 1981, in the
area to be included within the District for the purpose of determining
whether or not the residents of the District desire to be included in
the Gilcrest Sanitation District. The expenses of that election have
already been paid and were in an amount of less than $300.
There are no other major expenses related to the inclusion of the
proposed area within the District. There are, however, expenses that

will be incurred in the operation of the District. Those expenses,
specifically, will involve the collection and treatment of waste water
from the area to be included in the District. The District is already
collecting and treating the waste water from that area and, in fact,
has been doing so for more than two years. The District has recently
engaged in a program of expansion of its waste water treatment facility
and it will have the ability to treat all of the waste water from the
existing area within the District and the area proposed to be included
within the District and will have additional capacity remaining for
further expansions in the future. The District intends to pay for the
cost of its proposed expansion of its waste water treatment facility by
means of a Farmer's Home Administration loan to be amortized over a
period of forty years. The District intends to repay that loan, as
well as pay the expenses of operation and administration of the waste
water treatment facility by means of collecting fees from residents and
users of the system and by the use of a general mill levy on real property
located within the District.

Attached hereto is a map of a portion of the Gilcrest Sanitary
Sewer System. As you can see from the map, the top portion represents
north. The area in the top right enclosed by a solid dark line is the
area proposed to be included within the Gilcrest Sanitation District.
That area has been platted and re-platted on several occasions and
is described as follows:
Dor Car Estates and Dor Car Estates second
filing
Watson Subdivision
Stockton Subdivision, first, second, third
and fourth filings
Those plats, of course, have been recorded with the Clerk and Recorder's
Office on Mylar and are a permanent record.
The area enclosed in the broken dark line represents the portion
of the boundaries of the Gilcrest Sanitation District. The Sanitation
District currently includes the entire town of Gilcrest except the area
proposed to be included.
From a point of personal reference, the area we are talking about is
the area that has been developed in north Gilcrest since 1973. That area
is immediately west of the Gilcrest Sanitation District Sewage Treatment
Facility located just north of Gilcrest along Highway 85. That is the
area outlined in the solid black line and the area that will be included
in the Gilcrest Sanitation District.
