WELD COUNTY COUNCIL December 4, 1980 Tape 80-92,80-93 The Weld County Council met in regular session in full conformity with the Weld County Home Rule Charter at 915 Tenth Street, Greeley, Colorado, December 4, 1980, at 1:30 p.m. ROLL CALL The following members were present in person: Ralph Waldo, Jr. , President, Robert Martin, Sr. , Vice President, Patricia Anderson, Floyd Oliver, Sr. , and Howard Foster. Also present were three members of the press, Mrs. De Ann Emerson, and council secretary, Susan Elton. APPROVAL OF MINUTES Floyd Oliver made a motion to approve the minutes of the meeting of November 6, 1980. Pat Anderson seconded the motion and it carried unanimously. ADDITIONS AND DELETIONS TO THE AGENDA January meeting date change. CORRESPONDENCE The correspondence was available for all members to consider. In response to the memo from the Commissioners asking to meet in a work session with the Council , members decided on the date December 12, at 1:30 p.m. in which to meet together. UNFINISHED BUSINESS Robert Martin made a motion that we pay half of the $8,000 owed to Stanley Smith Security, Inc. , and that the remaining $4,000 be paid after we receive the rest of the reports. (Council is specifically awaiting the Road and Bridge Department overview from the first investigation. ) Motion seconded by Howard Foster and passed unanimously. NEW BUSINESS A motion was made by Floyd Oliver to pay the following bills: mileage payment to Howard Foster and Pat Anderson, payment for legal notices to Johnstown Breeze, Greeley Tribune, Windsor Beacon, North Weld Herald, payment for 1981 subscription to Windsor Beacon. Motion seconded by Robert Martin and passed unanimously. Motion by Robert Martin, seconded by Howard Foster to pay Greeley Plaque & Trophy the amount of $30.60 for the plaque for Floyd Oliver. Passed unanimously. The next order of business was the Road and Bridge Department report completed by Stanley Smith Secritiy, Inc. and the recommendations to be sent to the Commissioners. The Council carefully scrutinized the report and gave their opinions and recommendation pertaining to each item. A letter will be prepared and given to the Board of County Commissioners on December 12, at the work session. The Council discussed the proposed construction of the extension of County Road 66 near Windsor. After discussion Robert Martin made a motion the Council go on record as opposing the construction of the extension of Road 66 at this time. Motion seconded by Floyd Oliver and passed unanimously. President Ralph Waldo presented Floyd Oliver with a plaque thanking him for his five year of service on the Weld County Council . He also read a resolution honoring Floyd Oliver. Robert Martin made a motion the Council adopt the resolution, seconded by Pat Anderson. The motion passed unanimously and was signed by the four members of the Council . 800934 MINUTES, County Council , Page 2 December 4, 1980 A motion was made by Robert Martin, seconded by Howard Foster that the first meeting of 1981 be held on Friday, January 2, 1981, 10:00 a.m. , following the swearing-in ceremony of newly elected officials. Motion carried unanimously. ADJOURNMENT There was no further business. Upon m otion made and seconded, the meeting was adjourned.
