Box C Greeley, CO 80632 Dear Mr. Martin : The Colorado Water Conservation Board at its regular meeting on December 2 , 1982, approved the enclosed resolution( s) designating floodplain areas subject to an intermediate regional flood ( 100-year flood or one percent chance flood) in your jurisdiction . The floodplain is described in Section 24-65. 1 -103( 7 ) , Colorado Revised Statutes 1973 ( 1976 Supp. ) , as "an area adjacent to a stream which area is subject to flooding as a result of the occurrence of an intermediate regional flood . " The Colorado Water Conservation Board has prepared model floodplain regulations which are available to local governments. In addition, this board can provide assistance in the interpretation of floodplain information and in the development of floodplain regulations. We urge local jurisdictions to adopt floodplain zoning and land use regulations in accord with the models and under the authorities granted by the enclosed resolution( s) . Chief, Flood Control and Floodplain Management Section LFL/gl Enclosure ( s) d128 lfl/tl -,rty // ,1?; John R.Fetcher,Chairman-Herbert H.Vandemoer,Vice Chairman C.M.Furneaux,Floyd L.Getz,Dale F.Grant,Robert A.Jackson,Richard W.Johnston,Jr.,Frederick V.Kroeger,David W.Robb 830 97 1 FPR 202 COLORADO WATER CONSERVATION BOARD 823 State Centennial Building 1313 Sherman Street Denver , Colorado 80203 December 2, 1982 RESOLUTION WHEREAS, a report entitled "Flood Plain Information, Drainage Plan and Street Improvement Plan at Milliken, Colorado," which includes floodplain information and data for the Western Flow Path, the Lola Park Tributary, and the Eastern Flow Path of the Milliken Watershed, dated October, 1982, has been prepared by Simons , Li & Associates, Inc . , under contact with the Town of Milliken; and WHEREAS, said report describes and outlines the floodplain data and information for the storm and floodwater runoff channels or basins of the study area; and WHEREAS, the Town of Milliken has requested the Colorado Water Conservation Board to designate and approve the floodplain areas as set forth in the aforesaid report; and WHEREAS, Section 37-60-106( 1 ) , Colorado Revised Statutes 1973 , requires the Colorado Water Conservation Board to assist in the prevention of floods and flood damages therefrom; and WHEREAS, Sections 31-23-301 and 30-28-111 , Colorado Revised Statutes 1973 , provide that such legislative bodies of local jurisdictions may provide zoning regulations for land uses on or along any storm or floodwater runoff channel or basin only after designation and approval by the Colorado Water Conservation Board; and WHEREAS, Section 37-60-106 ( 1 ) (c) , Colorado Revised Statutes 1973, directs the Colorado Water Conservation Board to designate and approve storm or floodwater runoff channels or basins and to make such designations available to legislative bodies of local . jurisdictions ; and WHEREAS, the staff of the Board has reviewed said report and does hereby recommend to the Colorado Water Conservation Board that the Board designate and approve as floodplain areas those areas inundated by a 100-year flood ( intermediate regional flood) as described by the floodwater surface elevations and profiles in said report; 128 res (202) NOW, THEREFORE, BE IT RESOLVED by the Colorado Water Conser- vation Board in regular meeting assembled in Denver, Colorado, this 2nd day of December, 1982 , that it does hereby designate and approve as floodplain areas those areas described as being inundated by a 100-year flood as described by the floodwater surface elevations and profiles in said report; and BE IT FURTHER RESOLVED that the Secretary of the Board is directed to send a certified copy of this resolution to the Town of Milliken, the Board of County Commissioners of Weld County, and the Federal Emergency Management Agency.
