(2) of the Weld County Zoning Resolution. They are in an area where the parcels of land were created subsequent to the requirements for minimum lot size and the lot size is less than the requirements, therefore, a Conditional Use Permit is needed before a building permit can be issued on this parcel of land. Don Billings inquired if this property is undermined. It is and Mr. Muller has called a soils engineer to drill before the house is built. . Tom Honn explained this property fell under the Geologic Hazard Regulations of the County and these recommendations are incor- porated into the Development Standards. Mr. Mueller was asked if he understood the recommendations, development standards and comments of the Department of Planning Service's Staff. He did. MOTION: It was moved by Bette Kountz the Planning Staff Recommendations, Development Standards and Comments be accepted by reference and fortarded to the Board of County Commissioners with recommendations for approval. Motion seconded by Bob Ehrlich. Motion carried unanimously with Bette Kountz, Fred Otis, Bob Halleran, Don Billings, and Bob Ehrlich voting for and none against this motion. Section 3, T2N, R68W LOCATION: lil mile west of Del Camino on the north side of Highway 119 APPEARANCE: Clara Moore - Mrs. Moore explained the reason for this request is to set a mobile home on this property for employees to live on the property. There is not a place for the employees to live or stay weekends and they do employee quite a few people. Tom Honn reported with the exception of Development Standard #9 the recommendations are intact, as on the orginal request. At the time of the original Change of Zone request, mobile home permits were not permitted as they are now. -John Hall, Weld County Health Department asked Mrs. Moore if she was aware of problems they could have installing a septic tank due to high water tables there. Mrs. Moore was asked if she understood they could gain approval from this body, and still not be able to place a mobile home on the property due to problems with the septic tank. Mrs. Moore stated she understood. Due to the amount of building area involved in this application, and the distance from y water supply for fire fighting needs, we will have to tank most of any needed f're fighting water to the site. We can generally do this in a sat- isfactory manne , after the mutual aid tanker relay is established and water is rolling in. However we do have a problem in all rural-areas with available water for the first few minut s after we arrive on scene. If it would be possible for the appl- icant to have o site..storage of 2000 to 4000 gallons of water it would be of great value in the a e�nt of a fire. This water could be in a tank, above or below ground, in a cistern orwell type storage or any suitable storage where water could be main— tained year aro nnnd. Please understand, we can and will give fire protection in any event, with or without storage, but a couple of thousand gallons for the first arriving unit to add to its ca 'ed capacity can sometimes mean the difference between a major and a minor fire. Also pleas be advised that this is only a recommendation and not a requirement that must be met. This is the only area we see any problems in, and are not against the use of the area as planed. I might all o add that we do have a water supply of good amounts in good hydrants about 22 miles rom this site. There ar three major soil series represented on this unit: Wiley- Colby co plex, Weld loam and Nunn loam. They have an agricultural land use capability of II and III . They are all three deep, well drained soils with slow permeability. Their management for agri- cultural uses would be similar and no problems should be anticipated. 2. These soils use for septic systems and building foundations are critical however, because of their slow permeability and high shrink- swell capabilities. An on site engineering soil sample for design of these practices would be advisable. 3. There ar no major irrigation systems affected by the application. 4. The proj ct is not affected by a 100 year floodplain. The present loca ion of the proposed buildings may be subject to severe subsidence. We suggest that q hole be drilled at the platted house location to determine if mined voids are till present. If the platted building location has not subsided, we suggest that another hole be drilled into a possible "barrier pillar" location. According to the 1976 Eagle Mine map (Colorado Division of Mines) , there is an unmined "barrier pillar" approximately 1450' to 1850' east and 2000' to 2300' south of the northwest 'corner of section 15, township 1 north, range 68 west of the 6th P.M. If the illar is there, we recommend that the proposed buildings be moved to this locale. If an investigation into the possible subsidence hazard is made by qualified personnel , we hav no objection to the approval of this application. Approximately, 25 acres will be used for feed grain and alfalfa for livestock. Presently, we have about 30 acres in alfalfa and brome grass mix. Wheat, barley, & corn will be raised on remainder as this group has previously been farmed as so. This property when in full operation will have at present value $80,000 Land IIalue, $60,000 Home, Building for operation approxi- mately $25, 000, a total of all at $165,000. This ranch wo ld be run by LaVerne & Mary Mueller. We, also, plan this as an ad ed income and goal at retirement from present occupa- tions. The grain and alfalfa will be used to feed our cattle plus some grain will be brought. Cattle will be sold at approximately, $1000 to $2500 per ead, depending on conformation of the cattle. Total income after expenses to be approximately, $10,000. When in full operation this1 would be a conservative estimate of return. We see no reason why this operation of this ranch would have any adverse effect on air, water, odor, or noise levels. Nor would it create any glare. A wind break has already been planted on`Sthis ranch and we 411 plant more as we see need. The wind break will provide privacy as well. The fire hazards shall be of little as all buildings will be con- structed as pe fire and building codes. 1. (F) Straw bedding nd animal waste will be removed from the building each day. Any tap committed after April I , 1979 to a parcel of land which is in the Boulder Creek drainage area shall be required to submit stock or wat r rights which have historically irrigated lands for which applic tion is made. Such stock or water rights shall have derived their aw water source from Boulder Creek. Left Hand Water Supply Compan shall have the right to not accept such water until after additi nal raw water storage has been procured by said Water Com pany. 2. The Board of Directors of the Left Hand Water Supply Company shall have sole discretion to waive this requirements after they have procured storage facilities in the Boulder Creek drainage that will adequately supply water for a future filtration facility in the Boulder Creek drainage area. 3. This resolution is required because the current filtration capacity of the Left Hand Water Supply Company has been totally committed to oth r domestic taps and the exchange potential of the current treatm nt facility has reached its maximum capacity.
