Tape 84/136 The Weld County Council met in regular session in full conformity with the Weld County Home Rule Charter at 915 Tenth Street, Greeley, Colorado, June 7, 1984, at 1 :45 p.m. ROLL CALL The following members were present in person: President Ralph Waldo, Vice President DeAnn Emerson, and Bill Rupp. Patricia Anderson and Don Elliott were absent. Also present for all or part of the meeting were Don Warden, three members of the press, and the Council secretary. MINUTES The minutes of May 3, 1984, were approved as written. ADDITIONS AND/OR DELETIONS The following items were added at the agenda: a bill from Hyland Associates for $1 ,961 .40, correspondence regarding county insurance bids, and a complaint regarding building inspections in the Roggen area. The Executive Session scheduled for 3:00 was deleted from the agenda. APPOINTMENTS The President reminded the Council of their upcoming appointments. Bill Rupp stated that he felt a Councilman should be present at each of the Commissioners ' regular meetings in an effort to improve communications. The secretary was instructed to ask Mr. Hyland to try to attend the June 25 Road and Bridge worksession. CORRESPONDENCE The President made the Correspondence File available for the individual review of Council members. REPORTS Ralph Waldo presented a Report to the People regarding the status of the Commissioners' overpayment. The report stated that four commissioners have made payments as scheduled. Commissioner Martin has paid back the entire amount as of May 9. As explained by Don Warden, he will consequently be repaying less money than the other commissioners. The lesser amount reflects adjustments in FICA, retirement and taxes withheld. UNFINISHED BUSINESS The President made a report regarding the ongoing audit of the Road and Bridge Department. Mr. Hyland has finished the preliminary study and has con- cluded that there are definite problems in the administration of the department. Mr. Hyland intends to have a final report available to the Council by their July 5 meeting. The Council received a memorandum from the Commissioners regarding county bid awarding procedures. Bill Rupp expressed disappointment in the content of the correspondence. He felt the memorandum spoke to the general policy only, not the specific incidents the Council questioned. 841343 4 L/6-Y .o, MINUTES, WELD COUNTY COUNCIL PAGE TWO JUNE 7, 1984 Dollarhide & Schwartz, county auditors, requested a copy of the 1983 audit of the Purchasing Department authorized by the Council . Mr. Hyland, the auditor who conducted the study, informed Mr. Waldo that he had no objections to the release of the report. Bill Rupp made a motion that a copy be submitted to them. DeAnn Emerson seconded the motion and it passed unanimously. Bill Rupp further moved that a copy be presented to the Commissioners for their information. DeAnn Emerson seconded this motion which also passed unanimously. DeAnn Emerson moved that the May bills be paid. This motion was seconded by Bill Rupp and carried unanimously. Bill Rupp presented the Council with a letter he had received concerning county insurance benefits. The author of the letter listed reasons why he felt the awarding of the insurance bid was arbitrary. DeAnn Emerson recalled that this is something which the public previously has brought to the attention of the Council ; therefore, she felt more research should be done on the subject. Bill Rupp made a motion to contact the local insurance association to conduct a review of insurance programs of the county. DeAnn Emerson seconded the motion and it passed unanimously. Since Patricia Anderson was unable to attend this meeting, she sent word to the Councilmen of a problem she had been confronted with. A citizen com- plained that there are remodeling projects in the Roggen area which are being done without building permits. Purportedly there are also violations of electrical , plumbing and natural gas regulations. Mrs. Anderson had visited the building sites and felt this was a legitimate cause of concern. The Council decided to invite the head of the Planning Department and a building inspector to their July 5 meeting to discuss these allegations. ADJOURNMENT There being no further business, the meeting was adjourned. The time of adjournment was 3:00 p.m. , on June 7, 1984. BOX 758 GREELEY, CO 80632 June 8, 1984 356-4000, extension 4780 The Weld County Council is pleased to report that the Weld County Commissioners have consented to repay (without interest) their overpayment. Total overpayment for Commissioners Gene Brantner and Jackie Johnson is $3,331 .90 each. During April and May, they have each repayed $370.21 monthly, leaving a balance of $2,591 .48 each. Overpayment for Commissioners Chuck Carlson, Norman Carlson, and John Martin is $3,462.47 each. Commissioners Chuck Carlson and Norman Carlson have each repayed $384.72 during both April and May, leaving a balance of $2,693.03 each. Commissioner Martin repaid the entire amount during April and May, leaving no balance due. The repayment funds are now being placed in the County General Fund with no restrictions of any kind.
