RE: ADOPTION OF REVISED WELD COUNTY LIBRARY BOARD OF TRUSTEES
BYLAWS
WHEREAS, the Board of County Commissioners of Weld
County, Colorado, pursuant to Colorado statute and the Weld
County Home Rule Charter, is vested with the authority of
administering the affairs of Weld County, Colorado, and
WHEREAS, the Weld County Library Board of Trustees
bylaws have been revised and submitted to the Weld County
Library Board of Trustees for its approval, and
WHEREAS, the Weld County Library Board of Trustees
adopted said bylaws at its meeting of October 9 , 1981, and
WHEREAS, said bylaws have been presented to the Board of
County Commissioners of Weld County, Colorado for its approval,
and
WHEREAS, the Board of County Commissioners deems it advisable
and in the best interests of Weld County, Colorado to adopt said
Weld County Library Board of Trustees revised bylaws.
NOW, THEREFORE, BE IT RESOLVED by the Board of County Com-
missioners of Weld County, Colorado that the Weld County Library
Board of Trustees revised bylaws be, and hereby are, adopted.
The above and foregoing Resolution was, on motion duly made
and seconded, adopted by the following vote on the 7th day of
December, A. D. , 1981.

BOARD OF TRUSTEES
BY-LAWS
ARTICLE I
NAME
The name of this Weld County Advisory Board shall be the "Weld
County Library Board of Trustees. "
ARTICLE II
PURPOSE
The Board of Trustees of the Weld County Library shall serve as an
Advisory Board to the Director of the Library. They will study
policies developed by the Director and staff, and adopt or modify
them in the light of their lay approach, attempting to provide
effective and satisfactory library service to as many residents of
the County as possible.
ARTICLE III
GOVERNING BOARD MEMBERSHIP
Section 1
The Board of Trustees shall consist of nine members appointed by
the County Commissioners on a rotating basis.
Section 2
Membership on the Governing Board shall be for a term of three (3)
years. No person shall serve more than two (2) consecutive terms
on the Governing Board.
ARTICLE IV
THE BOARD OF TRUSTEES
Section 1
The Board of Directors shall elect from its members a President,
Vice President, and Secretary. The elected officers shall be chosen
at the June meeting and shall serve one (1) year terms.
Section 2
Special committees for the study and investigation of special
problems may be appointed by the President, such committees to serve
until the completion of the work for which they are appointed.

Section 3 0
The President of the Friends of the Weld County Library shall be
invited to attend Trustee Board meetings as an ex officio member
without vote.
ARTICLE V
DUTIES OF THE OFFICERS
Section 1
The Director shall be considered the executive officer of the
board and shall have sole charge of the administration of the
Library under the direction and review of the Board and the
County Commissioners. The Director shall be held responsible
for the care of the buildings and equipment, for the employment
and direction of the staff, for the efficiency of the library' s
service to the public, and for the operation of the library under
the financial conditions set forth in the annual budget and
within the guidlines established by the County Administrative
Code. The Director shall attend all board meetings unless the
trustees chools to meet in an Executive Session.
Section 2
The President and Director of the library shall prepare an
agenda at least one week before each monthly meeting and make
said agenda available to other board members.
Section 3
The secretary shall take minutes which shall be circulated along
with the next month' s agenda.
ARTICLE VI
MEETINGS
Section 1
Regular monthly board meetings shall be held at the specified
time at the library. Special meetings may be called by the
President, or upon the written request of three members for
the transaction of business stated in the call for meeting.
Section 2
The Library Board of Trustees meetings shall be open to the public
in accordance with Colorado Sunshine Law, Section 24-6-402.
Section 3
The County Commissioner assigned to the Library is included in
all meetings, and must be notified of any change in schedule.

Section 4 v
The President of the Friends of the Weld County Library shall be

A quorum for the transaction of business shall consist of five
members of the Board.
Section 6
Robert' s Rules of Order, as revised, shall govern the conduct of
the Board of Trustees meetings, unless otherwise specified by the
By-Laws.
ARTICLE VII
AMENDMENT OF BY-LAWS
Section 1
These by-laws may be amended at any regular meeting of the Board
with a quorum present, by a unanimous vote of the members present,
providing the amendment was stated in the call for the meeting
upon subsequent approval of the Board of County Commissioners.
