The Board recognizes that your letter does not completely respond to the requirements of Development Standard #6 in that the standard requires submittal by St. Vrain of an engineering analysis of the road for use in developing a program of road maintenance. However, we believe that your letter is in keeping with the basic intent of the Board which was to receive assurance that St. Vrain Ltd. will conduct necessary maintenance to the road and that the firm will participate in reconstruction of County Road 7 if it should become apparent that normal repairs will not suffice. Please do not hesitate to contact our office or Drew Scheltinga in the Department of Engineering Services if you should have any questions concerning the type of maintenance which will be expected. Dear Mr. Haines: This letter is to confirm our telephone conversation of April 29, 1980 wherein St. Vrain Ltd. requested permission to change the order of phas- ing for gravel extraction on the property described above. At that time I stated that a change in the proposed phases for extraction would not be deemed a major change or require an amendment to the Special Use Permit. Please send us a letter documenting the proposed changes in detail so that we may keep said letter on file with the Special Use Permit should questions arise at a later date. Please be aware that should the changes as proposed in the letter be dif- ferent than those discussed in our telephone conversation; i .e. a simple change in phases for extraction, St. Vrain Ltd. may be required to apply for an amendment to the Special Use Permit. Future changes will require a similar review for determination as to whether or not the proposed changes are in compliance with the Special Use Permit. If at such time it becomes apparent that maintenance such as pot hole patching and shoulder repairs become of no value or impossible due to the deteriorating condition of the county road itself, we would at that time enter into discussions with Weld County and would agree to participate with 2, the construction or the rebuilding of the existing roadway adjacent to our area.
