ABANDONMENT The State Engineer and his Water Division Engineers have
LIST determined, as required by the Legislature, that 2900
water rights throughout Colorado may be abandoned. The
owners or lest known owners or claimants of the water rights determined to
have been abandoned are being notified by certified mail . The water rights
to be abandoned in a county will be published in that county's newspaper
once during the weeks of July 23rd, 30th, August 6th and 13th of 1984, and
all abandonments will be published once in the Denver Post during the week
of July 23rd of 1984. All owners of water rights are encouraged to review
the abandonment list. Copies will be available at each County Clerk 's
Office, each Water Commissioner's Office, with the Water Clerk and the
Water Division Engineer. Copies may be purchased at either a Water
Division Office or the State Engineer's Office in Denver. The Water Court
and Water Division Engineers Offices are located in the following cities:
Water Division 1 - Greeley; Water Division 2 - Pueblo; Water Division 3 -
Alamosa; Water Division 4 - Montrose; Water Division 5 - Glenwood Springs ;
Water Division 6 - Steamboat Springs; and Water Division 7 - Durango.
CWC 3RD ANNUAL The 3rd Annual CWC Seminar on Colorado Water Law will be
WATER LAW held on July 26 and 27, 1984 at the Holiday Inn
SEMINAR Northglenn, I-25 and 120th Avenue, Northglenn. The
class will be limited in size and will include members
of the state legislature and congressional staff members. The registration
fee is $400 for Colorado Water Congress members and $600 for non-members
of CWC. The registration form --- plus the final program -- are attached to
this newsletter. Motel room reservations should be secured from the
Holiday Inn Northglenn, 10 E. 120th Avenue, Northglenn, Colorado 80234 or
phone: (303) 452-4100 (mention CWC for a special rate) . Some observations
about the seminar from several of last year's class members are offered: A
State Senator -- "We would have to have spent years to gain the knowledge
passed on in this seminar" ; A Consulting Engineer -- "This was one of the
very best seminars that I have had the privilege to attend . . ."; A City
Official -- "I thought the seminars were absolutely terrific ... I learned
a lot and feel that it was well worth the expense."
CWC 9TH ANNUAL The 9th Annual CWC Membership Forum and Water Workshop
MEMBERSHIP F0R'UM has been scheduled to be held at the Sheraton at
& WATER WORKSHOP Steamboat in Steamboat Springs, Colorado on August 17
and 18, 1984. The final program, advance registration
form, hotel reservation form and golf tournament form are attached to this
newsletter. If you desire additional information on the meeting, please

WATER CONGRESS The Colorado Water Congress has published a book

OF INTEREST TO second regular session of the fifty-fourth General
WATER USERS Assembly. Since this book is several hunared pages in
-~� length; and paper, printing, postage and labor are
significant costs, the price of the book is $50 (CWC members) and $100
(non.•members) . Furthermore, since there will be only fifty copies of this
book available, distribution will be governed in order of requests .

NATIONAL WATER The summer meeting of the National Water Resources
=UllaS Association (NWRA) Board of Directors is scheduled for
ASSOCIATTON the Virginian Lodge, Jackson, Wyoming, July 30 and 31,
1984. Some of the speakers at the meeting are: Robert
Dawson, Acting Assistant Secretary of the Army (Civil Works) ; Ray Arnett ,
Assistant Secretary for Fish, Wildlife and Parks, U. S. Department of
Interior; Jack Ravan, Assistant Administrator for Water, U. S.
Environmental Protection Agency; Robert Olson , Acting Commissioner, U. S.
Bureau of Reclamation ; Lawrence Anderson , Director of Electric Power
Regulation of the Federal Energy Regulatory Commission (FERC) ; and Carol
Hallett, Special Assistant to the Secretary of Interior. Registration

ASPINALL In the eulogy at the memorial service for the late
WOK-ND great water leader, Wayne N. Aspinall , his son, Owen
Aspinall , noted: "Hopefully the younger generation will
take time to observe, perhaps to study, the life of this man and maybe one
or two will use Dad ' s life as a model for his or her own life. Dad would
like that, for underneath all his talents there was always the man that was
the educator." In keeping with this noble expression, The Colorado Water
Congress has created a special fund for the purpose of purchasing as many
copies as possible of the book -- Wayne Aspinall : Mr. Chairman . As copies
of the book are purchased, they will in turn be p)a:ed in 1T 'cries of
Colorado high schools so that young people can, indeed, study the life of
this great man. Heading up the fund raising campaign for the Aspinall
books is Charles L. "Tommy" Thomson of Pueblo -- who, incidentally, was the

recipient of the Fourth Wayne N. Aspinall Water Leader of the Year Award.
Aspinall Book Fund checks in any amount may be made out to the Colorado
Water Congress with notation on the check that the money is to be used for
the Aspinall Book Fund. CWC President Bob Thomason, on behalf of Cathedral
Bluffs Shale Oil Company, made the first contribution ($500) to the Fund.
It is Tommy Thomson's hope that the 800 copies of the Aspinall book still
available can be purchased within the next few months so that they can be
placed in school libraries in time for the 1984 Fall semester.
5TH ANNUAL The nomination form for the 1985 "Wayne N. Aspinall
ASPINALL AWARD Water Leader of the Year Award" is available upon
request at the offices of the Colorado Water Congress,

837-0812. Nominations, incidentally, must be received by January 1, 1985.
WATER AUTHORITY The Colorado Water Resources and Power Development
ADDRESS CHANGES Authority has changed its location to the Logan Tower
Building, 1580 Logan Street, Suite 620, Denver, Colorado
80203. The phone number -- (303) 830-1550 -- will remain the same. This
move, incidentally, is effective on July 3, 1984.
1984 DIRECTORY The Colorado Water Congress will shortly publish the
FOR COLORADO "1984 Directory for Colorado Water Users." This
WATER USERS 64 page -- and greatly expanded -- directory serves as a
means of promoting communications and coordination
between water related agencies and aids the public in its contacts with
such organizations. One copy of the directory will be mailed to each CWC
member in early August . In the event that additional copies of this
directory are desired, it is requested that the form below be used for such
requests.
