RE: ROAD ACCESS TO LANDFILLS AND USE OF SOLID WASTE FUNDS
WHEREAS, the Board of County Commissioners of Weld County, Colorado,
pursuant to Colorado Statute and the Weld County Home Rule Charter, is vested
with the authority of administering the affairs of Weld County, Colorado, and
WHEREAS, effective August 1, 1979, Weld County enacted a surcharge on
dumping fees at solid waste disposal sites for the purpose of combatting
environmental problems and for the improvement of public access and other
related development of landfill sites within Weld County, and
WHEREAS, the Board of County Commissioners have determined that Weld
County Road 6 and Weld County Road 27.5 at Weld County Road 378 did need to be
improved in order to provide adequate and safe access to landfills in Weld
County, and
WHEREAS, the Board of County Commissioners of Weld County desire to
commit current fund balances in the solid waste fund and future revenues from
the surcharge for the repayment of the resurfacing of these access routes to
the Road & Bridge Fund, and
WHEREAS, the cost of the improvements to Road 6 in a bid awarded on
September 22, 1982, totaled $80,760.61 to Western Paving, plus an additional
value of $11,856.40 for materials removed from the Hokestra Pit for a total of
$92,617.02, and
WHEREAS, on September 22, 1982, the Board approved a bid to Bestway
Paving for the improvements to Weld County Road 27.5 in the amount of
$72,740. 70, and
WHEREAS, the Board has authorized the purchase of an easement for access
to the Greeley-Milliken Landfill on Weld County Road 27.5 in the amount of
$1,500.00.
NOW, THEREFORE, BE IT RESOLVED by the Board of County Commissioners of
Weld County that the above amount of $92,617.02 for Weld County Road 6 and
$72,740. 70 for construction of Weld County Road 27.5 and $1,500.00 for the
right-of-way and easement associated with the improvements of Weld County
Road 27.5 be repaid to the Road & Bridge Fund from current fund balances of
the Solid Waste Fund and any future revenues from the five percent (5%)
surcharge assessed on the solid waste sites until such amounts are repaid to
the Road & Bridge Fund.

BE IT FURTHER RESOLVED that the Director of Finance and Administration is
hereby directed to make the necessary accounting and budgetary transactions to
accommodate the above decision of the Board of County Commissioners.
The above and foregoing resolution was, on motion duly made and seconded,
adopted by the following vote on the 22nd day of September, A.D. , 1982.
