Dear Commissioners:
I recently became aware of a problem that has been created by the increasing oil
and gas exploration that effects the Professional Land Surveyors doing work within
Weld County.
This problem being that the gas and oil collection lines are being allowed to be
placed in the approximate centerline of the county roads. This in turn is causing
the destruction of existing land survey monuments. Certain amount of these
monuments are either not currently referenced or the references are old enough
that most or all of them have been removed during the years. In turn creating the
problem of not being able to reestablish them back to their original location.
The destruction of these land survey monuments is addressed within the Colorado
Criminal Code under Title 18, Article 4, Part 508, Paragraph 2, which defines their
destruction as being a class 2 misdemeanor.
I believe that these monuments can be, and should be, saved by requiring the various
people involved with laying these pipe lines to have the monuments referenced as
required prior to doing there trenching.
