MINUTES
WELD COUNTY COUNCIL GREELEY. COLO.
September 1 , 1983

The Weld County Council met in regular session in full conformity with
the Weld County Home Rule Charter at 915 Tenth Street, Greeley, Colorado,
September 1 , 1983, at 1 :45 p.m.
ROLL CALL
The following members were present in person: President Don Elliott,
Vice President DeAnn Emerson, Patricia Anderson, Bill Rupp, and Ralph Waldo.
Also present were three members of the press and the council secretary.
MINUTES APPROVED
Ralph Waldo made a motion to approve the minutes of August 4, 1983, as
written. DeAnn Emerson seconded the motion. All council members voted yea
except Bill Rupp who abstained because he was not present August 4, 1983.
APPOINTMENTS
Members were reminded to plan to attend the council budget hearing on
October 6, 1983, at 2:30 p.m. Members were also urged to attend those budget
hearings concerning their assigned areas.
CORRESPONDENCE
The President made the correspondence file available for the individual
review of the council members. Attention was drawn to a memorandum directed
to all elected officials and department heads regarding the security of the
Centennial Complex underground parking facility. All were admonished to take
the necessary precautions to prevent personal loss.
UNFINISHED BUSINESS
A legal opinion by Tom David, County Attorney, regarding the audit power
of the council was reviewed. Since this interpretation of the Home Rule Charter
has been the subject of on-going debate, the council decided this should be put
to the people in the 1984 election. The council proposed an amendment to the
Charter which would allow the council specific authority to audit county and
non-county entities supported wholly or partially by taxpayer funds. An additional
amendment would ensure that performance auditors hired to conduct such investiga-
tions would be paid by the Commissioners from funds budgeted for the County Council .
The secretary was instructed to prepare a rough draft of these amendments and send
them to attorney Ron Lambden to be put into final form.
A copy of the 1984 council budget was given to each member for final scrutiny
before the council budget hearing to be held October 6, 1983.
NEW BUSINESS
A discussion ensued as to the proposed road and bridge bond issue. Patricia
Anderson, a member of the ad hoc road and bridge committee reported that she was
pleased with the thorough discussion of recommendations presented to the committee.
She said the committee felt a bond issue was the best solution since the money is
needed right now. There are currently 100 unsafe bridges in Weld County and many
roads need to be repaired now to prevent total restructure later. She feels very
confident both with the decision made by the committee and that the commissioners
will follow their recommendations. She urged the public to attend upcoming road

and bridge meetings to communicate their priorities. Don Elliott expressed
the council 's gratitude to Mrs. Anderson for her time and effort spent on
behalf of this committee.
Patricia Anderson moved that the August council bills be paid. This
motion was seconded by Bill Rupp and carried unanimously.
ADJOURNMENT
There being no further business, the meeting was adjourned. The time of
adjournment was 2:40 p.m. on September 1 , 1983.
The next scheduled meeting is Thursday, October 6, 1983, at 1 :45 p.m.
