In addition, he appointed Jeffrey W. Todd of Denver to the same commission to fill the slot held by Dr. J.T. Windell of Boulder who chose not to seek reappointment. The following brief "biographi- cal backgrounders" are provided on the two WQCC appointees: Ray Reeb. Ray Reeb was elected Chairman of the CWQCC in November of 1981 and has served on the Commission since February of 1979. In addition, Mr. Reeb was elected to the Loveland City Council for a 4-year term beginning in January of 1980 and, in January of 1982, he was elected Mayor of Loveland. Mr. Reeb was an active committee member of the Governor's Front Range Project in both year ONE'and TWO. Reeb has also been involved in committees of the Colorado Water Congress and the Colorado Municipal League. Mr. Reeb serves as Public Relations Director of the Northern Colorado Water Conservancy District. • Jeffrey W. Todd. Jeffrey Todd, 35, is a Senior Staff Ecologist with AMAX Environmental Services of Golden. He has served in that capacity since February of 1974.. . From 1973 to 1974, he was a Terrestrial Ecolo- gist with Woodward-Clyde Consultants, Clifton, New Jersey. His experi- ence prior to 1973 includes: Field Investigator with Thorne Ecological Institute of Boulder; Diet Analyst with the Composition Analysis Labora- tory, Range Science Department, C.S.U.; and Wildlife Assistant with the Colorado Division of Wildlife in Montrose. Mr. Todd has a B.S. degree in Wildlife Biology from C.S.U. and a M.S. degree in Wildlife Management from C.S.U.. Both of the above appointments are subject to Senate confirmation. The con- firmation hearings before the Senate Ag Committee "appear" to be set for sometime next week. Those interested in attending the Senate Ag Committee hearings on Mr. Reeb and Mr. Todd should, therefore, first call Jim Hill of the Legislative Council staff (866-3521) as to hearing time, date and location -- since these change. There are two other state bodies of interest to water users -- besides the WQCC -- that have appointments due shortly. The terms of the following members of the Colorado Water Conservation Board expire on May 12, 1982; namely: C.M. Furneaux of Walden; Dick Johnston of Montrose; and Herbert V. Vandemoer of Sterling. Appoint- ments to the Water Conservation Board are not, however, subject to confirmation by the Senate. Two terms on the Colorado Groundwater Commission expire on 5/1/82 and they are: Robert W. Myers of Center and Ray Nixon of Colorado Springs. The re- appointments or appointments to the commission are subject to Senate confirmation. These appointments -- Colorado Water Conservation Board and Colorado Groundwater Commission -- will be reviewed by the CWC Legislative Committee on April 2. Although the following appointment is not directly tied into the legislative process at this time, it is significant as it relates to SB 19 of the 1981 session. Ival Goslin of Grand Junction has been retained as a consultant to perform the duties of the Executive Director of the Colorado Water Resources and Polder Develop- ment Authority as of 3/22/82. Mr. Goslin served for 24 years as Executive Director r 820796 WATER LEGISLATIVE REPORT -2- March 24, 1982 of the Upper Colorado River Commission. Mr. Goslin was also the first recipient of the "Wayne N. Aspinall Water Leader of the Year Award" presented by the Honor- able Wayne N. Aspinall and the Water Congress at its 1981 annual convention. An issue that has achieved considerable interest among water users is the recent "travel restrictions in the Water Resources Division." It appears that there will be a joint meeting in the near future of the Senate and House Ag Com- mittees to discuss these "restrictions" with the appropriate state officials. In the event that you desire to attend this joint meeting, it is suggested that you contact either Tina Walls or Jim Hill of the Legislative Council staff (866- 3521) as to time, date and location of said meeting. In the event that a person wishes to be notified of a committee hearing on a particular bill , he or she should call the following individuals at the Legislative Council office at the State Capitol. --House Agriculture Committee staff member is: Ms. Tina Walls at 866-3521 --Senate Agriculture Committee staff member is: Mr. Jim Hill at 866-3521 The staff members for the two agriculture committees are mentioned specifi- cally, because these are the two committees that deal with most of the water bills. The Legislative Council at 866-3521 can direct you to the other legislative committee staff members, i.e. , Judiciary, Local Government, etc.. Since committee hearings on a given bill can change, mare urged to check with the appropr atat ce—i omnittee staff before co nim g to Denver. SCHEDULED HEARINGS... The following rules will reviewed by the Joint Legal Services Committee at 8 a.m., Friday. March 26, 1982 in room E of the State Capitol : (a) Regulations of the water quality control commission concerning site applications for domestic waste water treatment works (5 CCR 1002-12). It is strongly urged that you retain this and future CWC Water Legislative Reports in your files, since future reports will refer back to earlier reports (a cross index system in a sense).
