NOTICE is hereby given that the Colorado Water Quality Control Commission, after public hearing on May 17, 1982, pursuant to public notice issued on February 17, 1982, complying with the provisions of C.R.S. 1973, 24-4-103, 25-8-102(5) , 25-8-202(1) (b) and (2) , 25-5-204, 25-8-401, 25-8-402, and 25-8-702, adopted pursuant to C.R.S. 1973, 25-8-401 (2) and Section 2.1.8 of the "Procedural Rules for All Proceedings Before the Water Quality Control Commission and the Water Quality Control Division" the regulatory revisions to Section 3.9.5 of the Commission's Current regulation titled: "COLORADO RIVER SALINITY STANDARDS" ALSO pursuant to C.R.S. 1973, 24-4-103(8) (b) , this regulatory revision and the current regulation were submitted to the Attorney General for review and were found to be within the authority of the Water Quality Control Commission to promulgate and further that there are no apparent constitutional deficiencies in their form or substance; furthermore, this revision and regulation incorporate by reference a general statement of their basis and purpose and economic reasonableness and a fiscal statement in compliance with C.R.S. 1973, 24-4-103(4) (8) (d) , and 25-8-102 (5) , as amended. Publication in the Colorado Register as required by C.R.S. 1973, 24-4-103(5) having been accomplished, these regulations will become effective June 30, 1982. The revision was required because the entire sub-section (1) is not being extended by the General Assembly and was scheduled to expire June 1 , 1982 under section 24-4-103 (8) (c) (I) , C.R.S. 1973. Publication in the Colorado Register as required by C.R.S. 1973, 24-4-103 (5- having been accomplished, this revision will become effective June 30 , 1982. NOTICE is hereby given that the Colorado Water Quality Control Commission, after a public hearing on May 18, 1982, pursuant to public notice issued on March 30, 1982, complying with the provisions of C.R.S. 1973, 24-4103(6) , 25-8-202(d) , 25-3-304, 25-8-401, 25-8-501 through 25-8-SOS, adopted pursuant to C.R.S. 1973, 25-8-401 (2) and Section 2.1.8 of the "Procedural Rules for All Proceedings Before the Water Quality Control Commission and the Water Quality Control Division" the revision to Section 6.9.2(1) of the current regulation titled: "REGULATIONS FOR THE STATE DISCHARGE PERMIT SYSTEM" A1.S0 pursuant to C.R.S. 1973, 24-4-103(8) (b) , this revision to the current regulation was submitted to the Attorney General for review and was found to be within the authority of the Water Quality Control Commission to promulgate and further that there are no apparent constitutional deficiencies in their form or substance; furthermore, this revision incorporates by reference a general statement of basis and purpose and economic reasonableness and a fiscal statement in compliance with C.R.S. 1973, 24-4-103(4) (8) (d) , and 25-8-102(5) , as amended. The action of the Legal Services Committee means 6.9.2(1) as originally adopted will not be effective beyond June 1 , 1982. In order to prevent a gap in the effectiveness of the first sentence of 6.9.2(1) between June 1 , 1982 and June 30, 1982, the Commission re-adopted said sentence as an emergency rule in accordance with 24-4-103(6) to obviate the necessity of an additional hearing. Neither Viking nor any other party having an interest in the unit Holds a permit authorizing discharges of pollutants into state waters therefrom.
