MINUTES
WELD COUNTY COUNCIL
July 7, 1983

The Weld County Council met in regular session in full conformity with
the Weld County Home Rule Charter at 915 Tenth Street, Greeley, Colorado,
July 7, 1983, at 1 :45 p.m.
ROLL CALL
The following members were present in person: President Don Elliott,
Vice President DeAnn Emerson, Bill Rupp and Ralph Waldo. Patricia Anderson
was absent. Also present were Commissioner John Martin, three members of the
press, and the council secretary.
MINUTES APPROVED
Bill Rupp made a motion to approve the minutes of June 2, 1983, as written.
DeAnn Emerson seconded the motion and it carried unanimously.
ADDITIONS AND/OR DELETIONS
It was decided by the council that any additional proposed charter amend-
ments would be discussed in a worksession following the regular council meeting.
APPOINTMENTS
The President reminded the council of their upcoming appointments and
informed them of an additional meeting. The commissioners will be addressing
the sales tax issue on July 13, 1983, at 7:30 p.m. in the first floor meeting
room.
CORRESPONDENCE
Included in correspondence received by the council was the Comprehensive
Annual Financial Report for 1982. The secretary was instructed to secure a
copy of this report for each council member. The President made the correspon-
dence file available for the individual review of the council members.
NEW BUSINESS
Bill Rupp made a motion that the draft of the 1984 Weld County Council
budget be approved as. written. DeAnn Emerson seconded the motion, and it
passed unanimously. For the record, the amount budgeted for the council was
the same amount as that allowed in 1983. In 1982, the council spent only
$6,034.00. A budget of $28,351 .00 is allowed the council in the event a
professional auditor must be hired during the year.
Ralph Waldo moved that the June council bills be paid. This motion was
seconded by Bill Rupp and carried unanimously.
PUBLIC COMMENTS
Commissioner John Martin stated that he would like to explain the current
sales tax issue to the council . He said the commissioners have the attitude
that they have an obligation to the people of Weld County for road and bridge
maintenance and that they must present some kind of program to insure funding.
They have received numerous reports of school closures, road closures, complaints
from mail carriers, etc. due to impassable roads. For this reason, the commis-
sioners have scheduled a public meeting on July 13, 1983, to explain the issue.
He expressed the hope that all council members would attend. Ralph Waldo com-
mented that he feels the county has taken on the financing of too many little

agencies, that their first priority should be the roads and bridges. If
there are funds remaining, allocate them to other requesting agencies. If
the people want these additional services, the money must come from a sales
tax. John Martin said if that were done, there would probably be no
additional funds for distribution, and the county would then be left to
totally fund required agencies. DeAnn Emerson related her concern that the
people of Greeley are very sensitive to the sales tax at this point in time
and that she doubted the commissioners could market their problem in just
30 days, to be presented to the voters on August 30, 1983. Mr. Martin felt
that since the idea has been discussed for several years, they can market it
in 30 days. Several council members described their dissatisfaction over the
fact that partially funded county agencies are not subject to audit authority.
Don Elliott thanked Mr. Martin for attending the meeting and providing this in-
depth explanation of the matter.
ADJOURNMENT
There being no further business, the meeting was adjourned. The time of
adjournment was 2:45 p.m. , July 7, 1983.
The next scheduled meeting is Thursday, August 4, 1983, at 1 :45 p.m.

Council secretary
A survey was conducted among the members to see which of the 23 proposed
charter amendments they would favor continued discussion of. The
following items were given top priority:
1 . Appointed rather than elected sheriff
2. Performance auditor
3. Advisory board terms
4. Exact authority of county council
5. Special tax districts
6. Bidding procedure limit (section 14-9)
7. Term of commissioner coordinator extended
8. Growth automatically granted
Regarding the question of a lack of provisions for write-in candidates,
the secretary was instructed to write a memo to Mary Ann Feuerstein
requesting her to state exactly what the problem is and her recommendations
for solving it.
Before the next worksession, scheduled for August 4, 1983, council members
were encouraged to solicit public input.
