I presently serve as secretary to the Board of Directors of the District. Our acting Fire Chief, William Emerson, recently appeared at the hearing on the pro- posed formation of a special taxing district for ambulance services in south- western Weld County. On behalf of the Board of Directors of the Longmont Fire Protection District I wish to reiterate the District's concerns on this matter. The Longmont Fire Protection District is a large district which includes portions of eastern Boulder County and western Weld County. The District, although expressly empowered by statute to provide ambulance and emergency medical services under Section 32-1-1002(1) (e) (I) C.R.S. 1973, as amended (1981 Supp. ) has refrained from doing so because of the excellent present ser- vices and cooperation provided by privately owned ambulance companies. It is our understanding that the proposed taxing district would include the Del Camino area along I-25 which is presently served by Professional Ambulance Company. Although the District supports the concept of a sepcial taxing dis- trict for ambulance services, the District would like to reiterate its sug- gestion that the Del Camino area be excluded from the special taxing district. The District is concerned with the long range effects. If Professional Am- bulance Company and other private companies are replaced in this area by the taxing district's ambulance service, those areas in Boulder County which lie within the Longmont Fire Protection District and which are served by the same ambulance companies may not generate sufficient revenue for these companies to remain in business. This would cause gaps in the Longmont Fire Protection District boundaries for ambulance service which would then present the ques- tion of whether additional similar ambulance taxing districts should be formed by both Weld County and Boulder County or whether the Longmont Fire Protection District should exercise its statutory power to provide ambulance services. If the latter decision is reached, the Longmont Fire Protection District would then be competing with the proposed ambulance district and the tax payers would be subject to double taxation because the Longmont Fire Pro- tection District, unlike the county, cannot fragment its area and tax only certain portions of the district for ambulance services. 500033 ./'" ,1— TyLt9 / c/���b'5i 8 20 50 Fes"" Weld County Commissioners October 8, 1982 Page 2 We, therefore, ask your consideration of the long range effect of this action and perhaps coordinate your intended action with Boulder County and the Longmont Fire Protection District.
