RE: ACCEPT WITHDRAWAL OF APPLICATION FROM ROSS-SMITH ENGINEERING,
INC. , CONCERNING USE BY SPECIAL REVIEW, NATURAL GAS PUMPING
AND PROCESSING PLANT
WHEREAS, the Board of County Commissioners of Weld County,
Colorado, pursuant to Colorado statute and the Weld County Home
Rule Charter, is vested with the authority of administering the
affairs of Weld County, Colorado, and
WHEREAS, a public hearing was scheduled before the Board
of County Commissioners on the 22nd day of September, 1982, at
the hour of 2 : 00 o' clock p.m. in the Chambers of the Board for
the purpose of hearing the application of Ross-Smith Engineering
Inc. , Damson Gas Processing, Corp. , 5500 Central Avenue,
Suite H, Boulder, Colorado 80301, for a Use by Special Review
for a natural gas pumping and processing plant on the following
described real estate, to-wit:
Part of the N600 feet of the West 1000 ft.
of the NW4 of Section 34, Township 1 North,
Range 64 West of the 6th P.M. , Weld County,
Colorado
WHEREAS , on the 20th day of September, 1982, the Board re-
ceived a letter from Ross-Smith Engineering, Inc. requesting
that their application on the above mentioned Use by Special
Review be withdrawn, and
WHEREAS, the Board, after review, found it appropriate to
accept said withdrawal request.
NOW, THEREFORE, BE IT RESOLVED by the Board of County Com-
missioners of Weld County, Colorado that the request for with-
drawal of the Use by Special Review application from Ross-Smith
Engineering, Inc. for a natural gas pumping and processing plant
be, and hereby is, accepted.

The following business was transacted:
I hereby certify that pursuant to a notice dated August 11, 1982,
duly published August 12, 1982 in the LaSalle Leader, a public hearing was
held on the request of Ross-Smith Engineering Inc. , for a Use by Special
Review for a natural gas pumping and processing plant. The Planning
Commission recommended that this request be granted with conditions and
standards. Mr. Allison, from the Planning Department, presented a letter
of withdrawal from the applicant. No one was present to testify either
for or against this application. Commissioner Steinmark made a motion to
accept the withdrawal. Commissioner Kirby seconded the motion and it carried
unanimously.

Weld County Special Use Review Application
Applicant - Damson Gas Processing Corp.
Use - Natural Gas Processing and Pumping Plant
The following statements are our explanations that the proposed
use is consistent with:
a. ) Weld County Comprehensive Plan
Gas and oil are a natural resource and have not in themselves
been restricted in development. Since the existing gas field
has expanded rapidly over the last few years it is now necessary
to build for economic soundness a natural gas processing plant
and pump station to serve the added expantion.
b. ) District
Again for the reason stated above we feel the application is
consistant with natural resource development policies within
the area of the proposed plant site.
c. ) Existing Land Uses
The existing and surrounding land is used for dry land farming.
Natural gas production and processing does not interfere with
the existing use.
d. ) Future Development
All future development at this time and the forseeable future
is agriculture uses. Mineral extraction and processing as pro-
posed will be compatable with this use.
e. ) Overlay District
The proposed use is not within an overlay District.
f. ) Conservation of Agricultural Land
The site will be 13 . 7 acres in size and will not interfere with
any other agricultural uses of surrounding lands.
g. ) Adequate Protection
The site is in a remote location with the nearest residence more
than one half mile south. Noise has been measured at a similar
plant in Weld County at 80 db, 75 feet from the source. This is
comparable to a food blender at 3 feet. Emissions are less than
2 grams nitious oxide per day at a production of 100 , 000 gallons
per day. The initial production is estimated at 28 ,000 gallons
per day.

Applicant - Damson Gas Processing Corp.
Description of proposed operation and use per procedural guide.
The purpose of the proposed plant is to produce butane - propane
mixtures and liquified natural gas (LNG) . This is accomplished by
compressing and filtering natural gas. The compressing process
produces regrigeration and is responsible for the liquefing of
the natural gas.
a) Type of use -
Natural gas processing and pumping plant
b) Proximity to residential structures -
7/8 mile
c) Number of shifts and employees -
24 hr operation, 2=4 employees
d) Maximum users , patrons , employees and etc. -
8 per day
f) Types and numbers of animals -
none
g) Type, number, uses of proposed structures -
One-office 30 'x50 '
One-compressor and pumping building 80 'x200 '
Three-horizontal storage tanks 9 'x60 '
h) Traffic -
Auto and small truck - 20 trips per day
18 Kip tandum trucks - 5 trips per day
Misc. delivery and repair - 2 trips per day
The main routing of traffic will be south on County Rd. 55 to
Bromley Lane thence west to the Interstate.
i) Domestic sewage facilities -
A small septic & leeching field on site capable of handling a
washing area and two toilets.
j ) Stockpiles and waste areas -
Occasional stockpiling of gas pipe (2"thru 12") will be on site
(50 'x1.00 ' area) . There will be no waste material on site.
k) Debris and junk removal -
none
1) Time table of construction -
Start as soon as possible with completion in 90 days .

SUPPORTING DOCUMENTS
a) Letter granting power of attorney for authorized agent - enclosed.
b) Water supply - Very little water is required for the operation. A
well permit has been applied for thru the State Engineers Office.
If for some reason this can not be accomplished potable water will
be provided for by contract with a supplier. In addition a 5, 000
gallon water tank will be maintained to provide water for washing,
toilets and fire protection.
c) Copy of ownership deed enclosed.
d) Noise - Noise has bee measured at 80 db. , 75 feet from the com-
pressors. This is comparable to a food blender at 3 feet. Noise
300 feet from the compressors is estimated at 50 db.
e) Soils Statement - The soils on site are Colby - Adena loams
covering 60% and Weld loam covering 40% of the site. The Colby -
Adena loams are deep well drained soils formed in calcareous eolian
deposits. The Weld loam is also a deep and well drained soil formed
in eolian deposits.
In general these soils have fair supporting values with the
chief limiting factor being the shrink-swell potential of the soil
as it wets and dries. This does not present a limiting factor for
the proposed use on this site.
m) Landscaping -
None proposed, The entire area will be fenced with a six foot
high chain link fence and gates.
n) Reclamation when operation is completed -
Remove all structures, pipes , tanks and regrade land to its now
existing contours.
o) Fire protection -
All systems will be valved both by manual and electronic devices
which will shut the system off from natural gas in the event of
fire.
Chemical compounds for gas fires and procedures for using them
will be implemented as part of the plant operation.
All necessary fire extinguishers will be in place and instruc-
tion in their use will be a part of the plant operation.
