Tape 84/137 The Weld County Council met in regular session in full conformity with the Weld County Home Rule Charter at 915 10th Street, Greeley, Colorado, July 19, 1984, at 1:45 pm. ROLL CALL The following members were present in person: President Ralph Waldo, Bill Rupp and Don Elliott. Vice President DeAnn Emerson and Patricia Anderson were absent. Also present at the meeting were Doug Treinen and Larry Linder, candidates for Commissioner, three members of the press and the Council secretaries. MINUTES Approval of minutes of the July 5, 1984, Council meeting is deferred until the next meeting for lack of proper quorum at the July 19 meeting. ADDITIONS AND/OR DELETIONS The release of the preliminary audit of the County Engineer's office was discussed. APPOINTMENTS The President reminded the Council of their upcoming appointments. CORRESPONDENCE The President made the correspondence file available for the individual review of Council members. REPORTS It was approved that Weld County Insurers has been contacted concerning a possible review of property and casualty insurance programs of Weld County. The Life Underwriters Association will be contacted to do like- wise regarding the health and life insurance program. NEW BUSINESS Don Elliott made a motion to submit the 1985 Council budget as drafted. Bill Rupp seconded the motion and it passed unanimously. UNFINISHED BUSINESS A discussion of the release of the preliminary audit of the Road and Bridge Department ensued. In a letter to the Commissioners dated July 9, 1984, the Council proposed releasing Hyland Associates' report to the Commissioners in an executive session. The Council sought an executive session in order to protect those people interviewed by Mr. Hyland. The Commissioners were opposed to this being handled in an executive session, preferring a release in a public meeting. The Council expressed dissatisfaction over the lack of cooperation received from the Commissioners. Ralph Waldo circulated a letter from Norm Carlson, dated 1982, to substantiate the issue. Don Elliott made a motion that as soon as possible, or by August 16, 1984, the Council release a report to the County Commissioners with whatever editing our legal advice feels we need to do within the report. 841347 MINUTES, WELD COUNTY COUNCIL PAGE TWO JULY 19, 1984 The Council agreed to have Hyland Associates stop the preliminary audit. The President reminded the secretary to invite Don Warden and one of the Commissioners to the August 2, 1984, Council meeting. The Council has been seeking an explanation of Weld County's role in securing a loan for Colorado Counties, Inc. ADJOURNMENT There being no further business, the meeting was adjourned.
