HomeMy WebLinkAbout831101.tiff MINUTES WELD COUNTY COUNCIL April 7, 1983 Tape 83/122-123 The Weld County Council met in regular session in full conformity with the Weld County Home Rule Charter at 915 Tenth Street, Greeley, Colorado, April 7, 1983, at 1 :45 p.m. ROLL CALL The following members were present in person: President Don Elliott, Vice President DeAnn Emerson, Patricia Anderson, Bill Rupp and Ralph Waldo. Also present for all or part of the meeting were three members of the press, an interested citizen (Ted Harris) , and the council secretary. MINUTES APPROVED Patricia Anderson made a motion to approve the minutes of March 3, 1983, as written. The motion was seconded by DeAnn Emerson and carried unanimously. ADDITIONS AND/OR DELETIONS Added to the agenda was a 3:00 presentation by Don Warden concerning Industrial Revenue Bonds. CORRESPONDENCE The President drew attention to the Notices of Hearings on the creation of special taxing districts to provide ambulance and emergency medical treatment. He strongly urged members to attend at least one of the hearings scheduled between April 18th and 21st. The President made the remaining correspondence available for the individual review of council members. UNFINISHED BUSINESS The March 3, 1983, resolution regarding a change in time of the council meetings was signed by all council members. A report was given by Bill Rupp and Don Elliott regarding their March 7, 1983, worksession with the commissioners regarding council audit of agencies partially funded by the county. Bill Rupp reviewed his conclusions by saying that the commissioners seem to feel the council 's request is an expansion of government powers beyond what is granted to the county by state statutes. When council representatives stated they felt there must be some means of account- ability on the part of these agencies, the commissioners suggested they be requested to voluntarily provide the council with a performance audit and that should they refuse, the commissioners and council should discuss the matter together. DeAnn Emerson reminded the council that members lack the sufficient time and expertise of a professional auditor; therefore, it would be very difficult for them to determine the problem. During the worksession, County Attorney Tom David agreed to prepare a legal opinion on the question. Don Elliott said he would confirm with Mr. David that a copy of his opinion will be available to the council for consideration at their May meeting. Council members agreed that part of the audit question may be a problem of vagueness on the part of the Charter. It was recommended that each member examine the Charter and suggest changes they would like to see made. Citizens would also be invited to submit comments. A discussion of the requirements to have an amendment on the ballot for the 1984 election ensued. 831101 � �a �73 MINUTES, WELD COUNTY COUNCIL PAGE TWO APRIL 7, 1983 NEW BUSINESS Bill Rupp moved that the March council bills be paid. This motion was seconded by DeAnn Emerson and carried unanimously. Ralph Waldo stated that the issue of the creation of special taxing districts bothers him in that he feels the people of Weld County can ill afford it. Patricia Anderson requested that the secretary secure a copy of the contract made between the hospital and the county for air ambulance services. PUBLIC COMMENTS Ted Harris requested a copy of Ron Lambden's legal opinion regarding the audit issue discussed during the meeting. The secretary was instructed to provide Mr. Harris with same. INDUSTRIAL REVENUE BONDS PRESENTATION The meeting was dismissed at 2:50 p.m. to the first floor meeting room for a presentation by Don Warden, Finance Director, regarding Industrial Revenue Bonds. The meeting reconvened at 3:59 p.m. with all members present except Ralph Waldo, who had excused himself at 3:55 p.m. ADJOURNMENT There being no further business, the meeting was adjourned. The time of adjournment was 4:00 p.m. , April 7, 1983. The next scheduled meeting is Thursday, May 5, 1983, at 1 :45 p.m. Do aldiA. Elliott, President Vicky S rag e, retary Zi9J D e approved r"1 • RESOLUTION Re: Regular Meetings of the Weld County Council WHEREAS, it has been suggested that the Weld County Council begin holding its regular meetings on the first Thursday of each month at 1 :45 p.m. , in its regular meeting room located on the third floor, Room 339 of the Weld County Centennial Center at 915 Tenth Street, Greeley, Colorado; and, WHEREAS, should a second meeting in the month be necessary, the president of the council may call an additional meeting for the third Thursday of the month at 1 :45 p.m. ; and WHEREAS, the Weld County Council has considered such suggestion and finds it to be in the best interest of the citizens of Weld County and the Weld County Council for the Council ' s meetings to be held at such times and at such place. NOW, THEREFORE, BE IT RESOLVED, that from this day forward the regular meetings of the Weld County Council shall be held on the first Thursday of each and every month at 1 :45 p.m. in the Weld County Centennial Center, in its regular meeting room located on the third floor, Room 339 at 915 Tenth Street, Greeley, Colorado, and other meetings, if necessary at the same place on call of the president.
