WELD COUNTY COUNCIL - -
January 2, 1981

The Weld County Council met in regular session in full conformity with the
Weld County Home Rule Charter at 915 Tenth Street, Greeley, Colorado, January 2, 1981,
• at 10:00 a.m.
ROLL CALL
The following members were present in person: Ralph Waldo, Patricia Anderson,
Howard Foster, De Ann Emerson. Robert Martin was absent.
Also present were Commissioners Chuck Carlson and John Martin, one press member,
and council secretary, Susan Elton.
APPROVAL OF MINUTES
Pat Anderson made a motion to approve the minutes of the meeting of December 4,
1980. Howard Foster seconded the motion and it carried unanimously.
ADDITIONS AND DELETIONS TO THE AGENDA
No Deletions.
President Ralph Waldo reported that he had spoken with Bob Miller regarding
the recent resignation of C.E. Reynolds and his plea of guilty to one felony charge.
Mr. Waldo asked the Council members what they think should be done with the confidential
reports the council has on Mr. Reynolds that were completed by Stanley Smith Security,
Inc. Council decided to give this some thought and made a decision at a later date.
REPORTS
Pat Anderson reported that she had visited with various persons from her
district regarding a road and bridgeconmunity advisory committee. The people in
her district seemed very receptive to this idea.
Commissioner John Martin suggested the committees be taken from the geo-
graphical districts allowed in the Home Rule Charter. He added that the idea of
the Home Rule Charter was to give government back to the people. "Money only goes
so far and if they (the people) understand the problems it'll go a long way in the
area of P.R."
CORRESPONDENCE
Ralph Waldo noted the receipt of the letter from the Commissioners answering
the letter of recommendations the Council sent to the Commissioners.
In regards to the 1981 schedules for elected officials and department heads
the Council decided they would try to attend more of the meetings scheduled. In
specific, a council member will try to attend the elected official 's meetings
scheduled each second Monday of the month. Pat Anderson will attend the meeting
on January 12, 1981, at 2:00 p.m.
NEW BUSINESS
President Ralph Waldo welcomed all members as they begin their new year
working together. A special welcome was given to newly elected member, De Ann
Emerson.
Election of new officers. De Ann Emerson nominated Pat Anderson to serve as
1981 Council President. Howard Foster seconded the nomination. All were in favor
and Pat Anderson was unanimously elected Council . President for 1981.
Howard Foster nominated Ralph Waldo for Vice President, De Ann Emerson
seconded the motion. All were in favor and Ralph Waldo was unanimously elected
Council Vice President for 1981.
Payment to Times-Call . Newly elected President Pat Anderson asked for a
motion to approve payment of $39.00 for the 1981 yearly subscription to the Longmont
Times-Call newspaper. Howard Foster so moved, seconded by De Ann Emerson. Passed
unanimously.

ADJOURNMENT
There was no further business. Upon motion made and seconded, the meeting
was adjourned. The time of adjournment was 10:50 a.m. , January 2, 1981.
The next meeting is Thursday, February 5, 1981, at 1:30 p.m.
