WHEREAS, the Board of County Commissioners of Weld County, Colorado, pursuant to Colorado statute and the Weld County Home Rule Charter, is vested with the authority of administering the affairs of Weld County, Colorado, and WHEREAS, Roberta Woodside, Manager of the Weld County Housing Authority, has presented a Preapplication for Federal Assistance to the Board of County Commissioners of Weld County, Colorado for the Chairman' s signature, and WHEREAS, said preapplication concerns the upgrading of water and sewer service for 30 residences in the East Side Addi- tion of Eaton, Colorado, and WHEREAS, the Board of County Commissioners, after studying said preapplication, deems it advisable to authorize the Chair- man of the Board to sign the preapplication. NOW, THEREFORE, BE IT RESOLVED by the Board of County Com- missioners of Weld County that the Chairman of the Board is hereby authorized to sign the preapplication for federal assis- tance concerning the water and sewer service for the East Side Addition of Eaton, Colorado. The above and foregoing Resolution was, on motion duly made and seconded, adopted by the following vote on the 16th day of July, A.D. , 1980. DEPARTMENT OF AGRICULTURE JULY 14 , 1980 PREAPPLICATION FOR FEDERAL ASSISTANCE SECTION IV - REMARKS The problem to be resolved in the East Side Addition of Eaton , Colorado; NEa of the SW≤ SEC . 31 TOWNSHIP 7 RANGE 65, is an inadequate and incomplete water and waste disposal system. The inadequate water supply is due to an antiquated 2" water line that has been servicing some of the homes for 50 years . The water pipes are rusty and the water pressure so low it impedes the efficient extinguishing of fires . Septic tanks , cesspools and outhouses are used for sanitary disposal . Some of the outhouses are located close to domestic water wells . The objective of this project is to provide adequate water service and waste water disposal for 30 residences in the East Side Addition of Eaton , Colorado . Various alternatives will be investigated in order to best address this objective . Residents have been involved in this project from its inception through a citizen participation plan which has included bi -monthly meetings , housing surveys , and presentations to the Board of Eaton . Agencies cooperating in the preparation of this preapplication included : The Weld County Commissioners , the Division of Local Affairs , the Larimer-Weld Council of Governments , and Catholic Community Services .
