RE: APPROVAL OF PRELMINARY PLAN FOR DALE HARRINGTON
WHEREAS, the Board of County Commissioners of Weld County,
Colorado, pursuant to Colorado statute and the Weld County Home
Rule Charter, is vested with the authority of administering the
affairs of Weld County, Colorado, and
WHEREAS, on the 27th day of August, 1980, the Preliminary
Plan of Dale Harrington was submitted to the Board of County Com-
missioners of Weld County, Colorado for approval in accordance
with the Subdivision Regulations of Weld County, Colorado, and
WHEREAS , the Board of County Commissioners heard all of
the testimony and statements of those present, and
WHEREAS, the Board of County Commissioners had evidence
presented in support of the approval of said Preliminary Plan
for the following described real estate, to-wit:
That part of the North Half of Section 12,
Township 1 North, Range 68 West of the 6th
Principal Meridian, County of Weld, State
of Colorado, being more particularly described
as follows :
The assumed basis of bearings is the West line
of the Northwest One-Quarter of said Section
12 as bearing South 0°11 ' 15" East and with all
bearings contained herein relative thereto:
Commencing at the Northwest corner of said
Section 12; thence North 89°27 ' 24" East, along
the North line of said Section 12, a distance
of 1138 . 11 feet; thence South 0°11 ' 15" East,
parallel with the West line of the Northwest
One-Quarter of said Section 12 , a distance of
30. 00 feet to the TRUE POINT OF BEGINNING;
thence continuing South 0°11 ' 15" East, parallel
with the West line of the Northwest One-Quarter
of said Section 12, a distance of 1818 .13 feet
to the most Southerly line of the parcel

of the Weld County records; thence North

WHEREAS, the petitioner was present, and

WHEREAS, the Board of County Commissioners has studied
the rqeust as submitted, and having been fully informed, is
satisfied that the submitted Preliminary Plan conforms in all
respects with the requirements of Section 5 of the Weld County
Subdivision Regulations , and that said Preliminary Plan should
be approved.
NOW, THEREFORE, BE IT RESOLVED by the Board of County Com-
missioners of Weld County, Colorado that the Preliminary Plan
of Dale Harrington on the above described property be, and
hereby is, approved subject to the following:
1. Submission of the construction and design criteria
for structures, improvements and utilities required
by the approval of the Geologic Hazard District
Development Permit on the subject property.
2. The final plat shall be designed so that the cen-
terline radii for the curves in the Panoram Cir-
cle be a minimum of 200 feet.
3. The final plat shall have a note which will require
a final site plan review on each lot in the subdi-
vision prior to the issuance of any building per-
mits. This requirement was a condition of approval
by the Tri-State Area Planning Commission. In
addition, it will serve as a review process for
compliance with the Geologic Hazard District
Development Permit and for the Weld County Health
Department and its concerns for the sewage disposal
systems proposed in the subdivision.
BE IT FURTHER RESOLVED by the Board of County Commissioners
that the reasons for approval contained in the Planning Commis-
sion recommendations dated July 15 , 1980 be, and hereby are,
adopted as the findings of fact of the Board of County Commis-
sioners in this matter.
The above and foregoing Resolution was, on motion duly made
and seconded, adopted by the following vote on the 27th day of
August, A.D. , 1980.

The Planning Commissions recommendation for approval is conditional upon the
following items being included in the application for the final plat.
1 . Submission of the construction and design criteria for structures , improvements
and utilities required by the approval of the Geologic Hazard District Development
Permit on the subject property.

COMMENTS :
1 . The Weld County Engineering Department has indicated in a memorandum dated
June 18, 1980 that Weld County Roads 11 and 12 are gravel roads and will not
support extra traffic created by the proposed development. It is the staff's
opinion that there are currently no provisions in the Weld County Subdivision
Regulations to require the improvement of County Roads when existing County
Roads will not handle increased traffic from developments. It is felt by the
Staff that the impact on roads 11 and 12 are not created by the subdivision,
but rather, the Industrial Zoning which currently exists .
2. To date our office has not received any letters of opposition to this
preliminary plan from surrounding property owners .
3. Based upon the open space formula in Section 8-15B of the Weld County Subdivision
Regulations , the amount of land that can be considered for public dedication or
equivalent payment in lieu of dedication shall be 3.114 acres . Dedication or
payment in lieu of dedication will be required at the final plat approval .

Dear Ms. Traxler:
In accordance with Weld County Subdivision Regulations , Section 5 - Preliminary
Plan , the following SUMMARY STATEMENT OF APPLICATION is submitted.
1 . The total developed area of the proposed PANORAM INDUSTRIAL PARK is 62.29 acres.
This property is located immediately South of County Road 12 and the West pro-
perty line is about 1 ,138 feet East of the West line of the NW; of Section 12
and County Road 11 .
2. This site is zoned industrial . There are no proposed residential or dwelling
units for this development.
3. The total number of square feet of non-residential floor space is uncertain.
There are no firm commitments for development of the individual lots . In pre-
paring the drainage report for this site, the floor space area was conservatively
assumed to be 25% of each lot area. Therefore, the total number of square feet
of non-residential floor space would be 678,387 square feet. This area is pro-
bably greater than will eventually be developed because it is felt that some
developers will buy more than one lot, and that such development will be land
specific.
4. The total number of off-street narking spaces will not be known until individual
developers provide building and site Plans. It is expected that sufficient nark-
i;ng area will be provided as each lot or site develops.
5. The total number of gallons per day of water required is estimated to he 124,580
Gallons ner day. This is based on an assumed demand of2,000 gallons ner day
ner acre.
6. There is no central sewage treatment facility in the area. The percolation tests
as performed by Chen and Associates and reported in the "Preliminary Engineering
Geology, Soils, and Coal Mine Subsidence Evaluation" indicate that septic or
leach fields are not an acceptable alternative. It is therefore proposed that
evapotranspiration systems be provided for each individual developer that are
site specific. The evapotranspiration systems shall he designed by a Registered
Professional Engineer and shall meet the requirements as outlined in Section VI
of the Weld County Sewage Disposal System Regulations.
7. The estimated construction costs for the 6" diameter water line and accessories ,
the road construction and the storm drainage facilities are $40,500.00, $94,520.00,
and $22,430.00 respectively. The estimated cost of the evapotranspiration system
is dependent on the size and usage of each specific site. The cost of each eva-
potranspiration system will be paid for by the individual lot developers.
The proposed method of financing of the water line, road, and drainage facilities
is not firm at this time. Possible methods of financing are Industrial Revenue
Bonds , Commercial Lending Institutions or Capital Expenditure by the Owner.

The following summary statements address the comments of various agencies following
submittal of the SKETCH PLAN PHASE. Agencies submitting comments were: Weld County
Engineering Department (February 25, 1980) , Weld County Health Department (March 11 ,
1980) and Colorado Geological Survey - Department of Natural Resources (March 5, 1980) .
ENGINEERING DEPARTMENT - WELD COUNTY
1 . As requested, an additional 20 foot dedication along County Road 12 will he
provided and is shown on the Preliminary Plat of PANORAM INDUSTRIAL PARK.
2. As requested, the cross road and cul-de-sacs have been eliminated. A looped
internal road system has been provided.
3. Concerning the comment that neither Weld County Roads 11 or 12 will support the
traffic created by the oroposed inductrial development, I have the following
comments :
A. Development of this site will provide tax revenues to the
County which may be utilized to improve the roads to the
benefit of all the citizens of Weld County.
B. The subject site is presently zoned Industrial , and this
zoning is not being changed. The Owner is going through
the subdivision process in order to provide smaller lots
for flexibility for alternative land use design.
Since the existing zoning is not being changed, the traffic
impact on County Roads 11 and 12 is not being changed either.
That is , the develonment of several small industrial sites
versus the develonment of one large industrial complex will
rot sieni=irartly affect the traffic irr1act on the County roads .

1 . The present owner states that no dangerous construction or waste material has
been disposed of, or stored on-site. Permission will he granted to the Weld
County Health Department to inspect the property, if requested.

2. Soils and percolation tests have shown that septic systems are not an
acceptable alternative for sewage disposal . As stated above, Engineer designed
Evapotranspiration systems will be provided as each lot develops .
CfLOR 0O GEOLOGICAL SURVEY - DEPARTMENT nF NATURAL RESPURCES
1 . As requested, a geologic engineering study of the mining under the proposed
PANORAM INDUSTRIAL PARK has been performed. Chen and Associates , Consulting
Geotechnical Engineers , ha"e prepared a preliminary engineering geology and soils
investigation for the subject property: Briefly, the results of the report are
as follows :
A. It is likely that much of the subsidence potential associated
with the abandoned mine has already occurred.
B. It is possible that future subsidence will occur and that
such subsidence would be damaging to conventional-type
construction
C. There are two alternatives for site development:
1 ) Develop the site using standard construction techniques.
Sould surface deformation and subsidence occur, the resulting
structural damage could be repaired at that time. This alter-
native has the advantage that initial construction costs would
be lower and if damage does not occur, the money spent on
soecial construction techninues would he saved. Also, there
are insurance comnanies available which offer Builders Risk
Insurance, which covers structural damage due to subsidence.
The cost of this insurance is nominal .

The disadvantage is that should subsidence occur, the
resulting repairs would be higher than if special con-
struction techniques had been used, at the time of con-
struction.
2) Special construction techniques could be used to minimize
the effects of subsidence damage. These techniques make
the initial construction costs expensive.
D. Prior to site development, additional studies are necessary
to establish design criteria. Foundation type and design •
parameters should be site specific and will depend on building
type as well as foundation conditions.
E. All structures should be designed for seismic forces in accordance
with the Uniform Building Code, Seismic Zone I .
F. According to this report, the pavement in areas of combined
automobile and truck traffic should consist of 6 inches of high
quality base course and 2; inches of asphalt concrete surface
course.

I have the following comments regarding the Preliminary Plan:
1. The centerline radii for the curves in Panorann Circle should be
a minimum of 200 feet.
2. It appears discharge from the northwest detention pond is into the
County borrow ditch. I do not think that is desireable. Detailed
drainage is not required until the Final Plat, so further information
would not be required at this time.
3. Weld County Roads 11 and 12 are gravel roads and will not support
extra traffic created by the proposed development.
