April 3, 1980 Tape 80/79-80 The Weld County Council met in regular session in full conformity with the Weld County Home Rule Charter at 915 Tenth Street, Greeley, CO, April 3, 1980, at the hour of 1:30 p.m. The meeting began with invocation given by Council President, Ralph Waldo. ROLL CALL The following members were present: President Ralph Waldo Councilman Cedric Hallock Councilman Robert Martin Councilman Floyd Oliver • Also present were the three applicants for the vacant Council seat (dur- ing interview time only), three members of the press, and Council sec- retary, Susan Elton. APPROVAL OF MINUTES • Floyd Oliver made a motion that the March 20, 1980, Council meeting minutes be approved as written. Motion seconded by Robert Martin and passed unanimously. ADDITIONS TO THE AGENDA Election of Council Vice President (refer to minutes after the Executive Session). REPORTS Robert Martin told Council members he had talked with Betty Bower, Weld County Library, regarding the report she submitted to the State • Library Board. Mr. Martin feels the Council should look at this report. He will provide a copy of it in the near furture. NEW BUSINESS Approval of Purchase Order 1437, Voucher 5237, Requisitions 430, 431. A motion was made by Floyd Oliver, seconded by Cedric Hallock to approve purchase orders, vouchers, and requisitions. Carried unanimously. Appointment of New Council Member. The Council interviewed applicants for District III Council vacancy according to the following schedule: • Mrs. Lois Smee 1:45 p.m. Mrs. Patricia Anderson 2:00 p.m. Mr. Guy Elliott 2:35 p.m. • EXECUTIVE SESSION At 2:50 p.m. Robert Martin made a motion to have Council go into Executive Session. Motion seconded by Cedric Hallock and carried unan- imously. MEETING RECONVENED • After the meeting reconvened at 3:00 p.m. the Council President requested the secretary to read off the names of the applicants in the order in which they were interviewed and for Council members to have a show of hands to indicate their support of any one candidate. _ 800922 (4-S7<cv A fl 2 e• 4 MINUTES, County Council, Page 2 April 3, 1980 Robert Martin gave his support for Lois Smee. The remaining three Council members supported Patricia Anderson. Mr. Robert Martin approved to support unanimously Mrs. Patricia Anderson. The President called for a motion. Floyd Oliver made a motion to appoint Mrs. Anderson to the Weld County Council to fill the unexpired term of Gary Kampel. Cedric Hallock seconded the motion. Motion passed unanimously. (Secretary will arrange swearing-in.) ELECTION OF VICE PRESIDENT Floyd Oliver made a motion that Cedric Hallock be the new Vice Presi- dent of County Council for the remainder of this year. Motion seconded by Robert Martin. Passed unanimously. The report scheduled to be given by the investigator from Stanley Smith Securities, Inc., was posponed until April 17, 1980. The next Council meeting is scheduled for April 17, 1980, 1:30 p.m. There was no further business. Upon motion made and seconded, the meeting was adjourned.
