Approve Amendment#3 to Memorandum of Understanding for Colorado Child Care
Assistance Program (CCCAP) and Authorize Chair to Sign
Whereas, the Board of County Commissioners of Weld County, Colorado, pursuant to
Colorado statute and the Weld County Home Rule Charter, is vested with the authority of
administering the affairs of Weld County, Colorado, and
Whereas, the Board has been presented with Amendment #3 to the Memorandum of
Understanding for the Colorado Child Care Assistance Program (CCCAP) between the
County of Weld, State of Colorado, by and through the Board of County Commissioners
of Weld County, on behalf of the Weld County Department of Human Services, and the
Colorado Department of Early Childhood, commencing upon full execution of signatures,
and ending June 30, 2027, with further terms and conditions being as stated in said
amendment, and,
Whereas, after review, the Board deems it advisable to approve said amendment, a copy
of which is attached hereto and incorporated herein by reference.
Now, therefore, be it resolved by the Board of County Commissioners of Weld County,
Colorado, that Amendment #3 to the Memorandum of Understanding for the Colorado
Child Care Assistance Program (CCCAP) between the County of Weld, State of
Colorado, by and through the Board of County Commissioners of Weld County, on behalf
of the Weld County Department of Human Services, and the Colorado Department of
Early Childhood, be, and hereby is, approved.
Be it further resolved by the Board that the Chair be, and hereby is, authorized to sign
said amendment.
The Board of County Commissioners of Weld County, Colorado, approved the above
and foregoing Resolution, on motion duly made and seconded, by the following vote on
the 1st day of April, A.D., 2026:

Brief description of the problem/issue: On December 12, 2022, the Department entered into a
Memorandum of Understanding (MOU) with the Colorado Department of Early Childhood (CDEC) for
the Colorado Child Care Assistance Program (CCCAP), known to the Board as Tyler ID# 2022-3413.
CCCAP supports families by helping them access low-income childcare assistance if they are
homeless, working, looking for work, or in school.
On January 10, 2024, the Department entered into Amendment #1, known to the Board as Tyler ID#
2024-0105, that reaffirmed the MOU and extended the term for an additional year.
On April 23, 2025, the Department entered into Amendment#2, known to the Board as Tyler ID#2025-
1103, that reaffirmed the MOU and extended the term for an additional year.
The Department is now requesting to enter into Amendment#3 with the CDEC, which will extend the
term date from January 1, 2023, through June 30, 2027.
What options exist for the Board?
• Approval of Amendment#3 with the CDEC.
• Deny approval of Amendment#3 with the CDEC.
Consequences: Weld County Department of Human Services will not have a current
Agreement to implement the CCCAP for Weld County clients.
Impacts: Weld County residents will not have the option of participating in the CCCAP.
Costs (Current Fiscal Year/ Ongoing or Subsequent Fiscal Years):
• Funded through Federal Funding and appropriated in the American Rescue Plan Act (ARPA) of
2021 (Public Law 117-2) signed into law March 11, 2021.

This Amendment No. 3 ("Amendment") is effective as of July 1, 2026 or upon the date of
execution, whichever is later, and amends the Memorandum of Understanding (MOU) executed
by and between the State of Colorado Department of Early Childhood and the Board of County
Commissioners or other elected governing body of the Weld County Department of Human
Services (the "County") on December 12, 2022.
The purpose of this Amendment is as follows:
• Extend the term of the contract by 1 year
