Box 758 COUNTY, CO Greeley, CO 80632 March 20, 2026 The Honorable Gabe Evans 8th Congressional District of Colorado 1229 Longworth Office Building Washington D.C. 20515 Dear Congressman Evans, It is my honor to fully support the City of Greeley Gold Hill Treated Water Transmission Pipeline Mitigation Community Project Funding (CPF) request under the FEMA Pre-Disaster Mitigation (PMD) matching grant program. Few natural resources are as essential as safe and reliable water for our communities, agriculture and food producers. In this drought year,the County's Commissioners and I are encouraged to see Northern Colorado communities working to galvanize their water systems against the impacts of natural disasters, including burn area flooding that impacts municipal water systems. ' The proposed project involves the construction of a 60"steel pipeline that will connect the City of Greeley's water treatment plants, thereby making emergency treated water more readily available to Greeley's residential and corporate users, and to the interconnected towns across Weld County. This project is fully designed and permitted, including all state permits, and stands by shovel ready with a local match that exceeds 50% of the project's budget. This is a project that is important to the communities of Northern Colorado and the food and energy producers there that distribute their essential products to markets across the West. This project was selected as a priority under the FY26 FEMA funding that remains uncertain without a DHS Appropriations Bill. Our support for this project and its impact remains steadfast as the pipeline infrastructure will bring about necessary enhanced capacity for interconnected water systems in North Weld County where Greeley's two water treatment plants provide potable water to several communities and back up emergency supply to others. Further,the project will greatly enhance the reliability of clean water supplies for protein and food producers who are the value-added industry buying much of the agricultural production from North Weld County. Bottom line,this is a good shovel ready backbone grey infrastructure project,to be built with high quality US steel,that is good for Greeley,good for Weld County resiliency and food security,and it's good for the people of the 8th Congressional District.
