As part of this modification, the operator is proposing updated emission limits and operatin� conditions for these activities. Based on the information provided, the project will be designated as a new synthetic minor source of volatile organic compounds (VOCs) and nitrogen oxides (NOx) under the Nonattainment New Source Review (NANSR) regulations. The operator has elected to accept federally enforceable limits to ensure emissions remain below the major-source thresholds applicable in the nonattainment area. These limits will be incorporated into the construction permit to establish synthetic minor status. (Regulation Number 3, Part B, Section III.C.1.d.) The division has made a preliminary determination of approval of the application.
