pubtic comment period for Bonanza Creek Energy Operating Company, LLC - State
Pronghorn 41-32 CPF. A copy of this public notice is enclosed.
Thank you for assistin� the division by posting a copy of this notice in your office. A
public copy of this notice is required by Colorado Air Quality Control Commission
regulations. The notice must be available for public inspection for a period of thirty
(30) days from the be�inning of the public comment period. Please reference the

Notice is hereby given that an application for a proposed project or activity has been submitted to
the Colorado Air Pollution Control Division for the following source of air pollution:
Applicant: Bonanza Creek Energy Operating Company, LLC
Facility: State Pronghorn 41-32 CPF
Well Production Facility (Central Production Facility)s
NENE quadrant of Section 32, Township 5N, Range 61 W
Weld County
The proposed project or activity is as follows:
The operator has submitted a request to modify the construction permits associated with
gas venting from low-pressure separators (15WE1257), two (2) 1,900-horsepower natural �as
compression engines (19WE1024 and 22WE0322), and routine or predictable emissions from
equipment blowdown events (21 WE0243). As part of this modification, the operator is proposing
updated emission limits and operatin� conditions for these activities.
Based on the information provided, the project will be designated as a new synthetic minor source
of volatile organic compounds (VOCs) and nitrogen oxides (NOx) under the Nonattainment New
Source Review (NANSR) regulations. The operator has elected to accept federally enforceable
limits to ensure emissions remain below the major-source thresholds applicable in the
nonattainment area. These limits will be incorporated into the construction permit to establish
synthetic minor status.
The Division is reviewing the proposed modification, including the requested limits, supporting
calculations, and operational descriptions, to determine compliance with applicable state and
federal air quality regulations.

The division has determined that this permitting action is subject to public comment requirements
under Colorado Air Quality Control Commission Regulation Number 3, Part B, Section III.0 due to
the followin� reason(s):
• This source is requesting a federally-enforceable limit on the potential to emit to avoid
other requirements. (Regulation Number 3, Part B, Section III.C.1.d.)
The division has made a preliminary determination of approval of the application.
A copy of the application, the division's analysis, and a draft of construction permit number
15WE1257, 19WE1024, 21WE0243, and 22WE0322 are available on the division website: Air Permit

The division hereby solicits submission of public comments from any interested person concernin�
the ability of the proposed project or activity to comply with the applicable standards and
regulations of the commission. The division will receive and consider written public comments for
thirty (30) calendar days after the date of this notice. Comments may be submitted using the
