O. BOX 213, FREDERICK, COLORADO 80530 WHEREAS, the Board of County Commissioners of Weld County, Colorado, pursuant to Colorado statute and the Weld County Home Rule Charter, is vested with the authority of administering the affairs of Weld County, Colorado, and WHEREAS, the Board of County Commissioners of Weld County, Colorado held a public hearing on the 25th day of June, 1980 at the hour of 2 : 00 o'clock p.m. in the Chambers of the Board of County Commissioners for the purposes of hearing the application of Tri-Area Sanitation District, P. O. The permitted uses on the hereon described parcel shall be an aerated multi-celled wastewater treatment facility as shown on the plat to include miscellaneous flow and chlorination equipment. All other uses permitted by right in the Agricultural Zone District as listed in the Weld County Zoning Resolution shall also be permitted. 2. The site shall be enclosed by a six (6) foot high chain link security fence as shown hereon. The site shall be landscaped to improve the appearance of the property in accordance with the project plans contained in the Special Use Permit Application. 3. All accesses shall have the approval of the Weld County Engineering Department. All accesses shall be constructed in accordance with the recommendations and/or requirements of the Weld County Engineering Department. 4. All construction, electrical work and fabrication will be done in accordance with the Weld County Building Code. 5. The appearance of the facility shall be maintained in a neat and orderly condition - through periodic painting and maintenance. The Special Use Permit area shall be maintained in such a manner so as to prevent soil erosion, fugitive dust, and the growth of noxious weeds. 6. Interceptor lines and treatment ponds shall be properly designed and engineered to accomodate ground subsidence. 7. All phases of the operation shall comply with all County and State Health Standards and Regulations pertaining to air quality, water quality, noise emission, and sanitary disposal systems. 8. The Special Use Permit shall be limited to the plans shown hereon and governed by the Development Standards stated above and all applicable Weld County Regula- tions. Any material deviations from the plans and/or Development Standards as shown or stated above shall require the approval of an amendment to the Special Use Permit by the Planning Commission and the Board of County Commissioners before such changes from the plans and/or Development Standards shall be permitted. Any other changes from the plans and/or Development Standards shall be filed in the office of the Department of Planning Services. 9. The property owner and/or operator of this operation shall be responsible for complying with all of the above stated Development Standards. Noncompliance with any of the above stated Development Standards may be reason for revocation of the Special Use Permit by the Board of County Commissioners. Tom Honn recommended that to be consistent with the actions for approval of the special use permit that the Planning Commission authorize the chairman to sign the application for site approval which goes to the State Health Department Water Quality Control Commission for this particular sewer facility. MOTION: Irma White moved that this recommendation be approved. Jerry Kiefer seconded the motion. Mr. Honn reviewed the Planning Commission' s favorable recommendation and related development standards. Mr. Clarke stated the reason for said project was that the facility was not meeting the discharge standards set by the State Board of Health. There was no one in opposition to said request in attendance. The upgrading also includes addition of more aeration capacity, flow measuring, chlorination equipment, and other improvements including beautification. The work probably will include security improvements. Deepening operations include excavation and on-site disposal of approxi- mately 40,000 cubic yards of unclassified material. Other earth work will include major piping improvements, contouring, landscaping, service road work and work to prevent erosion. The domestic water supply for the Town of Frederick at Fireston Lake is located 0.2 miles southwest of the treatment site. Throughout the past decades, the treatment facility has not had any known effect on this water supply. No future effects are anticipated. With regard to w4ttgr wells, ample information is available in the Environmental Analysis. J Improvements to the treatment ponds will take place on property now owned by the District and no new ponds will be built. Although renovation, improved performance and some increased capacity will result, the project is not considered a major expansion which will alter the overall scope of the existing operation. The portion of the project entitled "Interceptor Sewer Improvements" in- volves the upgrading of the existing collection system. Two major trunk lines now exist. One has reached capacity mainly due to heavy loadings on its upper end. The 2.5 miles of new interceptor will change the col- lection pattern allowing room for expansion at the same time as it re- lieves overloading conditions in several portions of the system. The proposed alignment given in Figure V-4 of the "201" study (Reference [1]) [1]201 Facilities Planning Study, Wastewater System Improvements for Weld County Tri-Area Sanitation District (in two volumes) , M & I, Inc. , March 1977, and Addendum, M & I, Inc. , December 7, 1977. Attachment No. 2 Weld County Dept. of Planning Services February 18, 1980 Page 2 is now being re-examined in favor of an alignment down the east side of the railroad right-of-way. This is due to the fact that since release of the "201" study, all major streets in the vicinity have been paved. Cost and disruption of the former alignment would be substantially increased. Pipelines are sized one size (3 inches) larger than required to serve the design population at peak flow conditions. This is done for two reasons. First, increase of one pipesize represents a relatively small overall increase in cost because manhole size and pipe labor cost are essentially unchanged. This can be considered a very good investment for the expenditure in today's dollars. Second, a close look at population densities in many areas of the central system where the pipe- line is located show undeveloped properties very near the pipeline route. Due to the unpredictability of development activity, some reserve capacity for unforeseen increasing density is essential because reaching these areas with other future interceptors would probably prove economically and techni- cally unfeasible even if the costs were born by the developers of the properties. The forecasted cost for the entire project is $1,091,200 (USEPA Step 3; January 1980 dollars). It will take about six months to complete and may start as soon as September 1980. Of the approximately $270,000 to be funded by the District, about one-half is currently on hand. With popu- lation figures as projected, the other one-half can be funded at 7.5 per- cent for twenty years within the present rate structure. Operations and maintenance costs will increase due to increased energy loads, expendi- tures for chemicals and increased manpower requirements. Service charges may rise in 1981 due to inflation but the whole service charge system is currently under review based upon Federal and State requirements. Changes to the rate structure, if any, should be determined before construction begins. Concerning reactions of adjacent property owners, F. Zadel, owner of the remainder of Section 19 has written EPA in support of the project. The Town of Firestone has also officially responded favorably. Soils will not be affected since improvements for the wastewater ponds will take place in the existing properties. Structures One above—grade structure will be built on the site to add to the existing one. It will be called an Operation Building and house chlorination, electrical and office equipment. It is not meant for full time occupancy. Manhours on the site are estimated to be about 14 hours per week. Aeration equipment will be automatically cycled by time clocks and two units will operate simultaneously. , Maintenance operations will include weed control with tractor and equipment repair. Night equipment repair is not anticipated. Landscaping and Site Security Fencing A new 6' chain link fence is called for in the project. There will be two gates, both locked when no operator is on the site. Inside the perimeter fence, landscaping and native grasses are called for. Fifty-eight trees including spruce, pine, ash, fir and maple are called for to interrupt the flat skyline and improve site appearance. Some berming is also called for to vary the terrain. All landscaping is selected for appearance with low maintenance requirements. An irrigation lateral from the Sullivan Ditch traverses the eastern boundary of the existing ponds, and while no mention is made of this ditch, we can only hope that pro- visions will be made to protect the existing easements and no detrimental effects to the water users down the ditch will result. 3. The project is compatible with existing land uses and we find no real conflict with our interests. The investi- gation was carried out by means of test borings and labo- - ratory testing of samples obtained from these borings. The objectives of this investigation were to (1 ) determine the suitability of the site for construction purposes, (2) make recommendations regarding the design of the lagoons, and (3) make recommendations regarding the most suitable method of sealing the deepened sewage lagoons. SITE INVESTIGATION The field investigation, carried out on November 15, 1979, consisted of drilling, logging, and sampling eight (8) test borings. The locations of the test borings are shown on the Test Boring Location Plan included in Appendix A of this report. Boring logs prepared from the field logs are shown in Appendix A. These logs show soils encountered, location of sampling, and groundwater at the time of the investigation. All borings were advanced with a four-inch diameter, continuous-type, power-flight auger drill. During the drilling operations, an engineering geologist from Empire Laboratories, Inc. was present and made a continuous visual inspection of the soils encountered. SITE LOCATION AND DESCRIPTION The existing sewage lagoons that are to be renovated are located east of the Union Pacific Railroad approximately one-half (1) mile north of Firestone, Colorado. The inter- ceptor line will be located along the Union Pacific Railroad right-of-way from Frederick to the lagoon area. More par- ty ticularly, the area under investigation is located in the west h of Sections 19 and 30, Township 2 North, Range 67 West of the Sixth P.M. , Weld County, Colorado. The existing sewage lagoons are located approximately one-half (1) mile north of Firestone, Colorado. They consist of three (3) settling ponds formed by a low berm approxi- mately twelve (12) to fifteen (15) feet wide and three (3) to eight (8) feet high. A large polishing pond is located north of the lagoon settling basins. A small concrete block building is located north of the sewage lagoons and east of the settling pond. A small marshy area of poor drainage is located south of the lagoon and a fairly large lake is located east of the property. The lagoon and polishing pond areas are completely fenced and a narrow dike two (2) to three (3) feet high runs parallel to the east edge of the lagoon, south of the lagoons and is underlain by existing sewer lines which empty out into the sewage lagoons. Major drainage in the area around the existing lagoons and polishing pond is to the northwest and a small natural drainage is located along the western edge of the lagoons and polishing pond and flows in a northerly direction. The area tested for the proposed interceptor line is located on the east side of the Union Pacific Railroad right-of-way between Frederick and Firestone. This area consists of a relatively flat weed- and grass-covered area which has slight drainage in a northerly direction. Boring 7 is located west of McClure Street at the southwest corner of Firestone. Boring 8 is located along a county road at the northwest corner of Frederick. The roadway has an approximate ten (10) foot high embankment in this area of Boring 8. LABORATORY TESTS AND EXAMINATION Samples obtained from the test borings were subjected to testing and inspection in the laboratory to provide a sound basis for determining the physical properties of the soils encountered. Moisture contents, dry unit weights, unconfined compressive strengths, and the Atterberg limits were determined. Moisture density relationships and per- meability characteristics were also determined and curves showing this data are included in Appendix B. A summary of the test results is included in Appendix B. SOIL AND GROUNDWATER CONDITIONS The soil profile at the site consists of strata of materials arranged in different combinations. In order of increasing depths, they are as follows: (1) Silty Topsoil: A one (1) foot layer of silty topsoil was encountered in Boring 7. The topsoil has been penetrated by plants, roots and organic matter and should not be used as a backfill ma- terial. (2) Earth Fill Material : A two ( 2) to ten (10) foot layer of compacted earth fill was encountered in Borings 1 through 6 and 8 at the surface. The fill consists of a mixture of sandy clayey silt and silty sandy clay. It appears that the fill material has been uniformly and adequately com- pacted. (3) Sandy Clayey Silt: This stratum underlies the fill in Borings 1, 2, 4 , 5 , and 6 at depths two (2) to seven (7) feet below the surface and extends to depths eight (8) to greater than fourteen and one-half (142) feet below the surface. The silt contains minor amounts of clay, varying amounts of sand, and exhibits generally fair to good permeability characteristics in its moist to saturated natural condition. (4 ) Sandy Silty Clay: This stratum was encountered in all but Boring 6 below the topsoil, fill and upper silt stratum and extends to depths of fifteen (15) to greater than twenty-four (24 ) feet below the surface. The silty clay contains varying amounts of sand, is moderately plastic, and exhibits good permeabililty characteristics in its damp to near saturated natural condition. (5) Siltstone Bedrock: The bedrock was encountered in Boring 3 at a depth of fifteen (15) feet below the surface and extends to greater depths The upper three (3) feet of the bedrock is highly weathered; however, the underlying siltstone is firm to dense. (6) Groundwater: Free groundwater was encountered in all test borings at depths of two (2) to twenty- two (22) feet below the surface. Water levels in this area are subject to change due to seasonal variations, the level of the water in the existing sewage lagoons and polishing pond and fluctuations in the levels of the lakes adjacent to the site. RECOMMENDATIONS AND DISCUSSION It is our understanding that the three (3) sewage lagoons located at the site are going to be deepened from a depth of seven (7) feet to a depth of thirteen (13) feet. It is proposed that these ponds be placed on a 3 :1 slope. This will require removal of approximately sixty thousand (60,000) cubic yards of material and accumulated sludge. It is also proposed that this material be wasted in the marshy area south of the existing lagoons. The twenty-one (21) inch interceptor line is to be located along the railroad right-of-way between Frederick and the sewage lagoons. New piping and control structures will be placed in the existing berms at the lagoon site. Geology The proposed lagoon modification and interceptor line is located within the Colorado Piedmont section of the Great Plains physiographic province. The Colorado Piedmont, formed during Late Tertiary and Early Quaternary time (ap- proximately 65 million years ago) , is a broad, erosional trench which separates the Southern Rocky Mountains from the High Plains. Structurally, the area lies along the western flank of the Denver Basin. During the Late Mesozoic and Early Cenozoic Periods (approximately 70 million years ago) , intense tectonic activity occurred, causing the uplifting of the Front Range and the associated downwarping of the Denver Basin to the east. Relatively flat uplands and broad valleys characterize the present-day topography of the Colorado Piedmont in this region. The site is underlain by the Cretaceous Laramie Formation. Bedrock was encountered in Boring 3 at a depth of fifteen (15) feet below the surface and it is estimated that it underlies the remainder of the site somewhere between depths of twenty (20 ) to thirty (30) feet below the surface. Residual and alluvial clays and silt overlie the bedrock in the area. In view of the relatively flat nature of the site, no geologic hazards such as landslide or mud flows are antici- pated at the site. However, the area does lie within the Boulder-Weld Coal Field and portions of the site have been undermined. The McKissic Mine is located east of the ex- isting lagoon area. This mine is located approximately fifty (50) to one hundred (100) feet below the surface. The Firestone and Frederick Mines are located below the proposed , interceptor line. These mines were in operation between 1907 and 1924 and are located at depths of approximately fifty (50) to one hundred fifty ( 150) feet below the surface. A coal seam five (5) to ten (10) foot thick was mined through- out this area. Most of the pillars were removed in the McKissic Mine in the area adjacent to the existing sewage lagoon. Subsidence usually occurs soon after the pillars have been robbed. In view of this and the fact that the existing lagoons are located along the western edge of the mined-out area, the northeast corner of the easternmost lagoon overlies an area that has a low potential for sub- sidence. The remainder of the lagoon area is outside any mined areas and it is not anticipated that the majority of the lagoon areas will be subject to subsidence. The area of the inter- ceptor line is underlain by areas in which pillars have not , been removed. This constitutes a high subsidence hazard area and subsidence of this area may be anticipated. It is felt that pillars that have not been removed below this area will deteriorate over a period of time and thus cause collapse of the roof rock above. This may be reflected on the surface . in the form of subsidence and settlement. Therefore the possibility exists that the interceptor line constructed from Frederick to the existing sewage lagoons may be subject to movement and/or damage if this subsidence occurs. Sewage Lagoon Deepening It is our understanding that the existing ponds are to be deepened five (5) feet from a depth of seven (7) feet to a depth of approximately thirteen (13) feet below the top of the existing berm or to approximate elevation 4918.0. (See Log of Borings) It is our opinion that the sandy silty clays encountered at the site are suitable as an effective sealing material for the proposed lagoons. The depth of this clay material encountered in the test borings indicate that sufficient quantities of this material are available at the site to line the lagoons. It is our opinion that the sandy clayey silt encountered at the site is not a suitable material to be used for lining of the lagoons. Therefore, it is recommended that the lower sandy silty clay encountered in the study area be used to seal the proposed ponds. An evaluation of the soils encountered at the site in- dicate that sandy silty clay soil is classified as a CL soil in accordance with the Unified Classification and as an A- 6 (8) soil in accordance with the AASHTO Classification. When compacted to ninety-five percent (95%) of Standard Proctor Density ASTM D 698-70, this material has a perme- ability of .33 feet per year. In view of the physical properties of the sandy silty clay which is to be used to seal the ponds and the soil and groundwater conditions encountered at the site, it is suggested that a six (6) inch thick layer of this plastic sandy silty clay be used to line the wetted perimeter of the ponds. Lining of the ponds will • not be required in areas where the sides and bottom of the ponds are excavated into the sandy silty clay stratum. It is recommended that each pond be drained prior to construction. All topsoil, organic matter, sludge and other unsuitable material should be removed from the lagoon area. The sandy silty clay excavated from the deepening of the proposed lagoons should be stockpiled for reuse. Since the bottom of the sewage lagoons will be below existing ground- water, dewatering will be required to lower the groundwater table below the bottom of the proposed pond. After the area has been excavated and dewatered, it is recommended that all areas within the wetted perimeter of the lagoons overlain by the sandy clayey silt material be over-excavated a minimum depth of six ( 6) inches. The subgrade below this area should be scarified and recompacted at optimum moisture to at least ninety percent (90%) of Standard Proctor Density ASTM D 698-70. (See Appendix C. ) The sides and bottom of the lagoons excavated in the sandy silty clay stratum should be scarified a minimum of six (6) inches and recompacted at optimum moisture to at least ninety-five percent (95%) of Standard Proctor Density ASTM D 698-70. Excavated silt material should be replaced with the sandy silty clay material excavated from the pond. This material should be placed at optimum moisture and compacted to at least ninety- five percent (95%) of Standard Proctor Density ASTM D 698- 70. Since it is assumed that the sandy silty clay material used as backfill will be saturated, drying of this material will be required to insure proper compaction. It is recom- mended that the slopes of the lagoon be excavated and con- , • structed on grades no steeper than 3:1. Backfill placed around piping and control structures placed in the existing berms should consist of the sandy silty clay soil encountered at the site. This material should be compacted in uniform six (6) to eight (8) inch lifts at optimum moisture to at least ninety-eight percent ( 98%) of Standard Proctor Density ASTM D 698-70 for a minimum of two (2) feet outside all apertures and/or struc- ' tures. It should be pointed out that permeability tests results obtained in the laboratory were performed under ideal con- ditions where uniform moisture content was obtained. To obtain these results in the field, the same uniformity of moisture and compaction will be required. In the final analysis, it is our opinion that the sealing characteristics of the lagoons will be dependent primarily upon the homo- geneity of the sandy silty clay soils and uniform compaction to the required density. Storage of Sludge and Excavated Material It is our understanding that the sludge and excess ma- terial excavated from the sewage lagoon are to be placed in the existing marsh area located south of the lagoons. In order to insure that any sewage or sludge removed from the lagoons does not pollute existing groundwater or adjacent water bodies, the following recommendations are made. It is recommended that the area to be filled be drained. The upper six (6) inches of topsoil and organic matter should be removed and the upper six (6) inches of the natural subgrade below should be scarified and recompacted at optimum moisture to at least ninety percent (90%) of Standard Proctor Density ASTM D 698-70. This should decrease the per- , _ meability of the natural soils and minimize the possibility of pollution of the groundwater below. Twenty-One Inch Interceptor Line It is recommended that the interceptor line be ex- _ cavated on slopes no steeper than 1: 1. Where the inter- ceptor line is excavated below groundwater, dewatering will be required during placement of pipe and backfilling to insure proper construction. All piping should be bedded to insure proper load distribution and eliminate breakage during the backfilling operations. It is recommended that all backfill placed in the interceptor trench in open and planted areas be compacted in uniform lifts at optimum moisture to at least ninety percent (90%) of Standard Proctor Density ASTM D 698-70 (See Appendix C. ) the full depth of the trench. The upper four (4) feet of backfill placed in the trench under roadways and paved areas should be compacted at or near optimum moisture to at least ninety-five percent (95%) of Standard Proctor Density ASTM D 698-70 and the lower portions of these trenches should be compacted to at least ninety percent (90%) of Standard Proctor Density ASTM D 698-70. In general, drying of the subsoils may be required where materials excavated below the groundwater table to insure proper compaction. Backfill placement should be done under continuous obser- vation of the soils engineer. Field density tests should be taken daily in the compacted backfill under the direction of the soils engineer. GENERAL RECOMMENDATIONS ( 1) All compaction requirements specified in the project specifications should be verified in the o field with density tests performed under the supervision of the soils engineer. l (2) It is strongly recommended that the soils engineer be present during construction of the treatment facility to (1) inspect the finished subgrade of • - the lagoons prior to placement of any liner, (2) approve the lining material, and (3) test the density and materials in the facility to make certain that requirements and specifications are adhered to. (3) In view of the sulfate action exhibited in raw sewage, it is recommended that a Type II cement be used in all concrete structures exposed to raw sewage. GENERAL COMMENTS This report has been prepared to aid in the evaluation of the property and to assist the architect and/or engineer • in the design of this project. In the event that any changes in the design of the lagoons or the interceptor line or their locations are planned, the conclusions and recom- mendations contained in this report will not be considered valid unless said changes are reviewed and conclusions of this report modified or approved in writing by Empire • Laboratories, Inc. , the soils engineer of record. Every effort was made to provide comprehensive site coverage through careful locations of the test borings, while keeping the site investigation economically feasible. Variations in soil and groundwater conditions between test borings may be encountered during construction. In order to permit correlation between the reported subsurface con- ' ditions and the actual conditions encountered during con- • struction and to aid in carrying out the plans and specifi- cations as originally contemplated, it is recommended that Empire Laboratories, Inc. be retained to perform continuous construction review during the excavation and foundation phases of the work. The soils engineer shall approve all earth materials prior to their use, the methods of placing, and the degree of compaction obtained. A verification of approval from the soils engineer will be required prior to the owner's final acceptance of the filling opera- tions. MATERIALS Soils used for all compacted fill beneath interior floor slabs shall be a granular, nonexpansive type. The upper 12" to 18" of compacted earth backfill placed adjacent to exterior foundation walls shall be an impervious, nonexpansive material . No material having a maximum dimension greater than six inches shall be placed in any fill . All materials proposed for use in compacted fill and/or compacted back- " fill shall be approved prior to their use by the soils engineer. PREPARATION OF SUBGRADE All topsoil , vegetation, debris, and other unsuitable material shall be removed to a depth satisfactory to the soils engineer before begin- ning preparation of the subgrade. The subgrade surface of the area to be filled shall be scarified a minimum depth of six inches, mois- • tened as necessary, and compacted in a manner specified below for the subsequent layers of fill . Fill shall not be placed on frozen or muddy ground. I- n PLACING FILL No sod, brush, frozen material , or other unsuitable material shall be placed in the fill . Distribution of material in the fill shall be such as to preclude the formation of lenses of material differing from the surrounding material . The materials shall be delivered to and spread on the fill surface in a manner which will result in a uniformly com- pacted fill . Prior to compacting, each layer shall have a maximum r thickness of eight inches, and its upper surface shall be approximately horizontal . ♦ MOISTURE CONTROL r . While being compacted, the fill material in each layer shall as nearly as practical contain the amount of moisture required for optimum com- paction or as specified, and the moisture shall be uniform throughout the fill . The contractor may be required to add necessary moisture to the fill material and to uniformly mix the water with the fill material if, in the opinion of the soils engineer, it is not possible to obtain uniform moisture content by adding water on the fill surface. If, in the opinion of the soils engineer, the material proposed for use in the compacted fill is too wet to permit adequate compaction, it shall be dried in an acceptable manner prior to placement and compaction. COMPACTION When an acceptable, uniform moisture content is obtained, each layer • shall be compacted by a method acceptable to the soils engineer and as specified in the foregoing report as determined by applicable standards. Compaction shall be performed by rolling with approved tamping rollers, pneumatic-tired rollers, three-wheel power rollers, vibratory compactors or other approved equipment well-suited to the soil being compacted. If a sheepfoot roller is used, it shall be provided with cleaner bars attached in a manner which will prevent the accumulation of material between the tamper feet.
