HomeMy WebLinkAbout20260673 Record of Proceedings Minutes Board of County Commissioners Weld County, Colorado Wednesday, March 25, 2026 The Board of County Commissioners of Weld County, Colorado, met in regular session in full conformity with the laws of the State of Colorado at the regular place of meeting in the Weld County Administration Building, Greeley, Colorado 80631 , on March 25, 2026, at the hour of 9:00 a.m. Roll Call: The meeting was called to order by the Chair and on roll call the following members were present, constituting a quorum of the members thereof: Commissioner Scott K. James, Chair Commissioner Jason S. Maxey, Pro-Tem Commissioner Perry L. Buck Commissioner Lynette Peppier Commissioner Kevin D. Ross — Excused Also present: Acting Clerk to the Board, Houstan Aragon County Attorney, Bruce Barker Minutes: Commissioner Buck moved to approve the below listed Minutes of the Board of County Commissioners meeting, as printed. Commissioner Peppier seconded the motion and it carried unanimously. 1 . Minutes from March 11, 2026 Amendments to Agenda: There were no amendments to the Agenda. Consent Agenda: Commissioner Maxey moved to approve the Consent Agenda, as printed. Commissioner Peppier seconded the motion and it carried unanimously. Presentations and Proclamations: 1 . Highland Huskies Day, Class 2A Boys Wrestling State Championship — March 25, 2026: Chair James read the certificate for the record. Tyler Varra, Captain and Senior, stated this is his personal first title, as well as for the team. He shared heartfelt highlights from their historical season, expressed pride in his teammates for not only bringing home three (3) separate titles for individuals this season but also as a team, and extended gratitude for the support from their parents and community since they were little children. Jake Varra, Coach, thanked the Board for their recognition of the team, and stated the team deserved the title 2026-0673 BC0016 Page 2 Wednesday, March 25, 2026 www.weld.gov with how they made every match count. Each of the Commissioners extended their congratulations to the team for their accomplishments and applauded their outstanding leadership skills and hard work as a part of Team Weld. (Clerk's Note: The group gathered for a photo opportunity.) Warrants: 1. General Warrants: Commissioner Buck moved to approve the General Warrants, as printed. Commissioner Maxey seconded the motion, and upon a roll call vote of three (3) to zero (0), it carried with Commissioner Peppier abstained and Commissioner Ross excused. New Business — General: 1 . Consider Contract ID #10450 Agreement for Services for Emergency Placement of Individuals or Families and Authorize Chair to Sign — A Woman's Place: Lenny Bottorf, Department of Human Services, stated the agreement allows for the County to pay the community partner for emergency placement services of individuals or families eligible for up to 14 days, from April 1 , 2026, through November 30, 2026, with maximum funds, in the amount of $10,000.00, for services. Commissioner Buck moved to approve said agreement and authorize the Chair to sign. The motion was seconded by Commissioner Peppler and it carried unanimously. 2. Consider Contract ID #10451 Agreement for Services for Emergency Placement of Individuals or Families and Authorize Chair to Sign — Catholic Charities and Community Services of the Archdiocese of Denver, Inc.: Mr. Bottorf stated the agreement allows for the County to pay the community partner for emergency placement services of individuals or families eligible for up to 14 days, from April 1 , 2026, through November 30, 2026, with maximum funds, in the amount of $10,000.00, for services. Commissioner Peppier moved to approve said agreement and authorize the Chair to sign. The motion was seconded by Commissioner Buck and it carried unanimously. 3. Consider Contract ID #10452 Agreement for Services for Emergency Placement of Individuals or Families and Authorize Chair to Sign — Greeley Transitional House, Inc., dba Greeley Family House: Mr. Bottorf stated the agreement allows for the County to pay the community partner for emergency placement services of individuals or families for up to 14 days, from April 1 , 2026, through November 30, 2026, with maximum funds, in the amount of $10,000.00, for services. Commissioner Maxey moved to approve said agreement and authorize the Chair to sign. Consider Contract ID #10296 Communications Tower and Site License Agreement for LaSalle Tower (18940 County Road 38, Platteville) and Authorize Chair and Department of Public Safety Communications to Sign — Skybeam, LLC, dba Rise Broadband: Cordero Bustos, Department of Public Safety Communications, stated the agreement allows for continued partnership for the amount of $2,000.00, per month, for next five (5) years, for a grand total of revenue, in the amount of $120,000.00. Commissioner Maxey moved to approve said agreement and authorize the Chair and Department of Public Safety Communications to sign. The motion was seconded by Commissioner Peppier and it carried unanimously. 5. Consider Contract ID #10343 Communications Tower and Site License Agreement for Fort Lupton Tower (7625 County Road 31, Fort Lupton) and Authorize Chair and Department of Public Safety Communications to Sign — Skybeam, LLC, dba Rise Broadband: Mr. Bustos stated the agreement allows for continued partnership for the amount of $2,200.00, per month, for next five (5) years, for a grand total of revenue, in the amount of $132,000.00. Commissioner Peppier moved to approve said agreement and authorize the Chair and Department of Public Safety Communications to sign. The motion was seconded by Commissioner Buck and it carried unanimously. 6. Consider Contract ID #10409 Professional Service Agreement for Photography at 2026 Weld County Fair and Authorize Chair to Sign — Allison Marie Media: Mikayla Gabel, CSU Extension Services of Weld County, stated the Weld County Fair Board recommends approval of the agreement with Allison Marie Media, for photography of the 2026 Weld County Fair, in the amount of $7,500.00, which is to be paid by a sponsor. Commissioner Maxey moved to approve said agreement and authorize the Chair to sign. The motion was seconded by Commissioner Buck and it carried unanimously. New Business — Planning: 1 . Consider Partial Vacation, VAC25-0029, of Use by Special Review Permit, USR17-0012 — Farmers Reservoir and Irrigation Company: Diana Aungst, Department of Planning Services, stated on October 30, 2025, staff received the request for partial vacation of Use by Special Review Permit, USR17-0012, for the removal of a 39.06-acre parcel, which would allow for USR26-0014 to operate, if approved. She stated staff deemed the Conditions of Approval complete as of March 12, 2026, and recommends approval of the partial vacation. Todd Messenger and Lisa Shay, applicant representatives, were present for questions and extended their appreciation to staff in getting this request before the Board. Commissioner Maxey moved to approve said partial vacation. The motion was seconded by Commissioner Buck and it carried unanimously.
