Senators Michael Bennet and John Hickenlooper Please submit your Congressionally Directed Spending (CDS) request for fiscal year 2027 (FY27) by Friday, March 27th at pm MT. Introduction: Senators Michael Bennet and John Hickenlooper are accepting Congressionally Directed Spending (CDS) requests for Colorado projects in Fiscal Year 2027 (FY27). The CDS process is an opportunity for state and local government entities and nonprofits to request funding from members of Congress for specific projects in their home states. Funding for projects, if selected by the Senate Committee on Appropriations and ultimately passed into law by Congress, would be distributed as part of the federal appropriations process during FY27. Senators Hickenlooper and Bennet are providing a joint application process for FY27 CDS projects. Applicants will be able to complete one application form which will be received by both offices. Each Senator will then review project requests and submit to the Senate Committee on Appropriations individually. If you are also submitting y our request to your House member in the Community Project Funding process, please ensure the information is IDENTICAL for both applications. Eligibility: Only non-profit entities, public institutions, and state, local, and Tribal government entities are eligible to make CDS requests. Projects cannot be requested by nor designated for private individuals or for-profit entities. All requests for CDS must include one letter of support from either state, local, or tribal governments or community leaders that details the community benefits and support for the project. Note: Eligibility is subject to change based on Appropriations Committee guidance. Please ensure your submission is consistent with the guidelines set by the Senate Committee on Appropriations (see FAQdoc below). Our staff will carefully review all requests. Please note the submission of requests does not guarantee funding. Helpful Documents: Below are several documents to help answer any questions you might have about your organization's application for funding. Please note that these documents are for FY26. All eligible accounts and projects listed in the FY26 guidance are subject to change. • Guidance on eligible funding accounts the Senate Committee on Appropriations (please note that this guidance is from FY26, and this link will be updated when the Committee releases guidance for FY27). • FY27 FAQ document. Brief Summary * In 300 characters or less, please briefly describe the intended use of funds and what the project will accomplish. The first sentence should describe what the project does, and the second sentence should describe its benefit to the community. Example#1: This project will support the construction of a regional first responder training facility that will provide fire, emergency medical, and law enforcement training opportunities. This facility will be available to over five hundred first responders in a four-county area." Example #2: This project supports the repair of the highway downtown corridor through the replacement/construction of critical road and safety infrastructure. This project will improve safety and walkability in the community, in addition to improving the economic growth opportunities in the downtown area. The intersection of Weld County Road (WCR) 13 and WCR 50 northwest of Johnstown is a critical rural junction that currently experiences operational inefficiencies and safety concerns due to its geometry, traffic growth, and limited control. Realignment will remove geometric inconsistencies and create a more intuitive north-south corridor, enhancing predictability for drivers and reducing the likelihood of crashes. 35. Summary * In 1-3 paragraphs, please provide a brief description of the project, including the specific activities that it will fund (e.g., equipment, construction, salaries, etc.) and the benefits it will provide to your local community and/or Colorado. See next page. The intersection of Weld County Road (WCR) 13 and WCR 50 northwest of Johnstown is a critical rural junction that currently experiences operational inefficiencies and safety concerns due to its geometry, traffic growth, and limited control. The proposed project will realign WCR 13 and construct a modern single-lane roundabout at its intersection with WCR 50. Realignment will remove geometric inconsistencies and create a more intuitive north-south corridor, enhancing predictability for drivers and reducing the likelihood of crashes. The roundabout will transform the current stop-controlled intersection into a low- speed, free-flow control environment that naturally calms traffic, reduces conflict points, and significantly lowers the severity of collisions. This treatment is especially well-suited for rural high-speed corridors like WCR 13, where roundabouts have demonstrated substantial reductions in injury and fatal crash rates. Beyond safety, the project will deliver meaningful operational benefits. A roundabout reduces delays associated with stop-and-go traffic, provides continuous movement even during peak travel periods, and efficiently accommodates agricultural and freight traffic common in the area. These improvements will support long-term regional mobility by enhancing access to surrounding communities, supporting ongoing development, and improving route reliability for both local and through travelers. The project also provides resiliency benefits by reducing the likelihood of crash-related closures that can disrupt connectivity on the WCR 13 corridor. Overall, the realignment of WCR 13 and construction of the roundabout at WCR 13 and WCR 50 is a cost-effective, forward-looking investment that improves safety, supports economic growth, and enhances multimodal mobility for the region. This project addresses a clear transportation need today while ensuring the corridor can meet future demands as the surrounding area continues to expand. 36. For example, if an education institution on the Front Range submits a project that includes construction for new learning spaces, the correct subcommittee is "THUD" and the correct account is"Community Development Fund for Economic Development Initiatives (EDI)."This is because the project contains construction (making it ineligible for education related LHHS accounts), is not in a rural community(ineligible for USDA RD), and is not a healthcare facility (ineligible for HRSA). 48. This intersection has experienced growing operational and safety concerns as traffic volumes increase in the rapidly developing area northwest of Johnstown. The current geometry creates sight-distance challenges and awkward turning movements, making this location a priority for safety and mobility improvements. The proposed realignment and modern roundabout will significantly improve safety by replacing the existing offset,stop-controlled intersection with a low-speed,free-flow configuration that reduces conflict points and virtually eliminates the severe broadside and angle crashes common at rural high-speed intersections. By improving visibility, simplifying vehicle movements, and naturally slowing traffic, the project will create a safer environment for all roadway users, including agricultural equipment, freight, commuters, and residents. This improvement is also critical for maintaining reliable mobility along the WCR 13 corridor, which serves as an important north-south connection supporting agricultural, industrial, and community growth in the region. Enhancing traffic flow and reducing delays will improve travel time reliability and support the movement of goods and people across the surrounding communities. Weld County urges federal support to help deliver this long-needed safety and mobility project, ensuring that the WCR 13 and WCR 50 corridors can continue to serve the region safely and effectively as growth accelerates. FY27 Congressionally Directed Spending Official Request Form for U.S. Senators Michael Bennet and John Hickenlooper Please submit your Congressionally Directed Spending (CDS) request for fiscal year 2027 (FY27) by Friday, March 27th at 5pm MT. If you are also submitting your request to your House member in the Community Project Funding process. please ensure the information is IDENTICAL for both applications. Note:Eligibility is subject to change based on Appropriations Committee guidance. Please ensure your submission is consistent with the guidelines set by the Senate Committee on Appropriations (see FAQ doc below). Our staff will carefully review all requests. Please note the submission of requests does not guarantee funding. 2 Helpful Documents: Below are several documents to help answer any questions you might have about your organization's application for funding. • Guidance on eligible funding accounts the Senate Committee on Appropriations (please note that this guidance is from FY26, and this link will be updated when the Committee releases guidance for FY27). • FY27 FAQ document. Example #1: "This project will support the construction of a regional first responder training facility that will provide fire, emergency medical, and law enforcement training opportunities. * The intersection of Weld County Road (WCR) 13 and WCR 50 northwest of Johnstown is a critical rural junction that currently experiences operational inefficiencies and safety concerns. The roundabout/roadway realignment project will address these issues. Summary 8 In 1-3 paragraphs, please provide a brief description of the project, including the specific activities that it will fund (e.g., equipment, construction, salaries, etc.) and the benefits it will provide to your local community and/or Colorado. * The intersection of Weld County Road (WCR) 13 and WCR 50 northwest of Johnstown is a critical rural junction that currently experiences operational inefficiencies and safety concerns due to its geometry, traffic growth, and limited control. The proposed project will realign WCR 13 and construct a modern single-lane roundabout at its intersection with WCR 50. Realignment will remove geometric inconsistencies and create a more intuitive north—south corridor, enhancing predictability for drivers and reducing the likelihood of crashes. The roundabout will transform the current stop-controlled intersection into a lowspeed,free-flow control environment that naturally calms traffic, reduces conflict points, and significantly lowers the severity of collisions. This treatment is especially well-suited for rural high-speed corridors like WCR 13,where roundabouts have demonstrated substantial reductions in injury and fatal crash rates. Overall, the realignment of WCR 13 and construction of the roundabout at WCR 13 and WCR 50 is a cost-effective,forward- looking investment that improves safety, supports economic growth, and enhances multimodal mobility for the region. This project addresses a clear transportation need today while ensuring the corridor can meet future demands as the surrounding area continues to expand. Residents have shared concerns about safety and visibility at this intersection for years, especially as traffic has grown with new neighborhoods, farms, and local businesses relying on these roads every day. Realigning WCR 13 and adding a modern roundabout will make this intersection safer and easier to navigate for everyone-families,commuters, school traffic, agricultural operators, and visitors traveling through the area. The roundabout will slow vehicles to safer speeds, reduce crash risks, and create a more predictable, community- friendly roadway. This project will also improve daily travel for Johnstown residents by reducing delays and strengthening a key connection that many people depend on for work, school, and essential services. Johnstown respectfully asks for federal support to help bring this important safety improvement to our community.
