Dear Commissioners and Planning Commissioners,
My name is Thomas Donkle, and I am a Weld County based business owner who has worked on
development and infrastructure projects throughout the County for many years. I am writing to express my
support for the proposed Battery Energy Storage System by Jupiter Power.
Weld County has long demonstrated a balanced approach to growth—protecting agricultural heritage
while supporting responsible infrastructure and energy development. In my view, this project reflects that
balance.
One of the most important aspects of this proposal is its proximity to the existing substation. Locating
energy facilities adjacent to established utility assets represents sound planning practice. It minimizes the
need for extended transmission corridors, reduces land disturbance, and consolidates infrastructure in
areas already dedicated to energy uses. This type of siting decision aligns with Weld County's land use
principles by directing intended energy development to appropriate locations rather than dispersing it
across productive farmland. This site actually will serve and benefit from the seven solar facilities that are
located in the immediate vicinity.
Equally important is the preservation of agricultural land. By concentrating this project next to existing
energy infrastructure, the overall agricultural footprint is minimized. Weld County's economy and identity
are rooted in agriculture, and responsible projects should respect that foundation. This proposal
demonstrates that energy development and agricultural preservation do not need to be competing
priorities when thoughtful siting and planning are applied.
As someone who supports continued, responsible growth in Greeley and throughout Weld County, I
believe projects that align with all adopted policies, respect agricultural land, and utilize existing
infrastructure corridors are the types of projects the County should encourage. I appreciate that the
proposed developer reached out to me to understand my perspective and history of appropriate energy
and development in Weld County. I respectfully encourage you to approve the Jupiter Power Battery
Energy Storage System.

in Weld County. As an experienced project manager and project director for projects across Colorado, I
have extensive experience and opportunities working alongside local landowners, businesses, and public
agencies. Through that experience, I have seen firsthand Weld County's longstanding commitment to
responsible energy development and infrastructure investment. Projects that are thoughtfully planned and
strategically located strengthen both the local economy and the broader regional energy system.
Battery energy storage represents a smart and practical advancement in that tradition. These systems
store electricity when it is plentiful—such as during periods of strong wind generation—and discharge it
when demand increases. By releasing energy at the right times, storage facilities help stabilize the grid,
reduce peak strain, and ensure more efficient use of existing power generation resources.
From a business and infrastructure standpoint, energy storage enhances reliability and resiliency. It
maximizes the value of energy already being produced in Weld County and helps reduce inefficiencies
associated with oversupply or peak demand spikes. In doing so, it supports a more sustainable energy
framework while maintaining the County's leadership role in Colorado's energy sector.
Projects like this also signal that Weld County remains forward-thinking and competitive. Strategic
investments in grid stability and storage technology help position the County for long-term economic
growth while supporting responsible resource management. The economic development from this project
is profound with incredibly limited impact to the surrounding environment.
Based on my experience working extensively in Weld County and across Colorado—I believe this project
represents a well aligned and beneficial addition to the County's energy landscape. I respectfully
encourage you to approve the Jupiter Power Battery Energy Storage System.
