The Weld County Board of Health met on January 28, 2026, at 9:00 a.m. in the second-floor hearing
room of the Weld County Department of Public Health and Environment and via Microsoft Teams.
Those present included:
Board Members:Joyce Smock, Anthony Gallardo, Lonnie Ford, Michael Wailes, and Linda Kautz.
Others:Jackie Langmo, Consumer Protection Program Coordinator, Dan Joseph Environmental
Health Director, Greg Prahl, Epidemiologist II, Gabri Vergara, Programs Manager, and Dan Parkos,
Program Coordinator, Weld County Department of Public Health and environment.
APPROVAL OF AGENDA
The meeting was called to order at 9:00 AM. A motion was made by Lonnie Ford to approve the
agenda. Joyce Smock seconded the motion, and the motion was carried unanimously.
APPROVAL OF MINUTES
The board approved the minutes of the January 28, 2026, meeting. A motion was made to approve
by Joyce Smock, Lonnie Ford seconded the motion, and the motion was carried unanimously.
ADMINISTRATIVE REPORT: No report given.
Biosolids Renewal:
Denali Water Solutions—Jackie Langmo presented 12 biosolid renewal applications.
No public comment or concerns were received. Environmental Health recommends approval.

A motion was made by Lonnie Ford for approval of the biosolids renewals of Denali Water
Solutions.Joyce Smock seconded the motion, and the motion was carried unanimously.
PRESENTATIONS: Greg Prahl, Epidemiologist II, Weld County Department of Public Health and
Environment. Communicable Disease in Weld County.
Some of the programs we work with include:
Zoonosis,STI, Tuberculosis, and Emergency Preparedness.
The communicable disease team monitors, investigates, and works to prevent transmission of
communicable disease within Weld County through detailed case interviews, data monitoring,
contact investigations, partnering with healthcare resources, and working with local stakeholders.
113 reportable conditions—outbreaks of any condition
17 school districts
2 major hospital systems
Hundreds of clinics, skilled nursing facilities, long-term care facilities, and rehabilitation clinics.
1,358 cases per year—3-year average, includes CD/TB/ZOONOSIS.
80 reported outbreaks in 2025
The team reviews medical records provided by facilities, conducts detail interviews with doctors,
cases and close contacts, they also follow-up with facilities, restaurants, school districts, infection
preventionists, etc.
The 6 major "seasons"for communicable diseases are: Respiratory—January-March, HPAI—March-
October, Enteric-May-August, Zoonosis-May-August, School Staring-September-November,the
close the year with Respiratory-November-December.
HPAI—Highly Pathogenic Avian Influenza is a group of influenza A viruses known to be very
infectious to birds (we Currently see H5N1 in the US), migratory water birds are natural hosts
(spillover into domestic poultry, cows, humans and other mammals.
Influenza—communicable disease team does not investigate individual cases of influenza unless
they are hospitalized. 168 in 2024 to 515 in 2025 cases, highly infectious, evading immunity from
prior flu infections.
PRESENTATIONS: Dan Joseph, Environmental Health Director, Weld County Department of Public
Health and Environment.
Dan mentioned to board members that he wants to look into ways to make meetings more
effective in learning and to make sure their volunteer time is being utilized more efficiently.
He mentioned that he appreciates members showing up to meetings but also want them to have a
good learning experience and is open for ideas if scheduling frequency of meetings needs to
change, tasks, field trips of places members would like to learn about, he said he will follow up later
on to get more information of ideas, changes or if meeting stays the way it is now.
