Dear Mr. Martin:
As the Commissioner representing the southwest portion of 'geld
County, and consequently the Town of Erie, we wish to bring to
your attention the Town's concern. over Colorado Landfill 's appli—
cation to expand its landfill operations one mile east of Erie.
The Town of Erie is opposed to a regional. landfill site in this
proximity to the Town. The Town ac_c.nowredges that a landfill
can be an appropriate use in an agricultural area, but so too
are commercial feedlots. Both must be carefully sited; neither
is appropriate in close proximity to a community. A community
landfill is distinctly different from a regional landfill just
as a farmer's barnyard is different from a commercial feedlot.
Regional disposal sites in Arapahoe, Boulder, and Adams Counties
have been rejected because of potential adverse effects on com-
munities in those counties, yet they are seeking to use this
site in Weld County for their refuse.
The Town of Erie contends that the proposal is for a regional
facility which will expand to an operation in which over 80%
of the disposed trash comes from the Denver metro area. This
may be exacerbated in the near future when the Marshall Landfill
serving Boulder and the Longmont Landfill are closed. Recogni-
zing that the County apparently cannot restrict a landfill site
to only county use, its size becomes an obvious determinant of
how it is used, and how it is used should determine the location.
If it is a community landfill, then close proximity to the com—
munity served becomes important. If, however, it is to be a re-
gional facility, then a different set of criteria becomes neces-
sary.
Before accepting metro Denver, Boulder, and Longmont 's solid
waste, and potentially hazardous material in western Weld County,
we suggest the County, in conjunction with interested Denver and
Boulder communities, prepare an analysis on what constitutes good
location. Instead of reaction, we believe a proactive approach
is in the interest of not only the communities and County, but
also the potential operators of a landfill operation. In essence,
treat a regional. landfill as a special review use, but establish
criteria for size, method of operation and location. Locations
should be in areas where the operation will not inhibit commun.i—
ties, either directly or indirectly. There is considerable area

in eastern Weld County, away from any community, that could
probably be used if the County feels the need for a regional
l.nd fi l l in the county.
Erie is trying very hard to create a positive atmosphere for
revitalization and growth. It is difficult to achieve this
without County support. We have been. pleased with Boulder
County's concern and response on rezoning and development
decisions. How do we achieve such support in Weld County,
where the majority of Erie 's citizens reside?
