The project involves the installation of two (2) vapor recovery towers (VRTs) and the removal of the previously approved Steffes SHP-6 open flare, which changes the status and control scenarios for three separate points at the facility. With this project, the operator is requesting to cancel the flaring of natural gas vented from two (2) two-phase inlet separators and two (2) three-phase heater treaters during gas gathering system downtime (point 001), modify twelve (12) 400 barrel fixed roof crude oil storage vessels connected via liquid manifold (point 003), and add new flaring of natural �as vented from two (2) vapor recovery towers (VRTs) during vapor recovery unit (VRU) downtime (point 010). The VRTs receive separator liquid, which captures flash emissions, then sends the crude oil to the crude oil storage vessels while the VRTs are operational. While VRTs are not operational, separator liquid bypasses the VRTs and flash emissions are routed to five (5) LEED L30- 001-000 enclosed combustion devices (ECDs). During VRU downtime, emissions from the VRTs are routed to the same ECDs. Point 003 is currently covered under permit 15WE1401 and point 010 will be newly covered by permit 25WE0268. The facility is considered a synthetic minor source of VOC under NANSR and Title V programs. This permit is being sent to public comment because new synthetic minor limits are being requested. The division has determined that this permitting action is subject to public comment requirements under Colorado Air Quality Control Commission Regulation Number 3, Part B, Section III.0 due to the following reason(s): • This source is requesting a federally-enforceable limit on the potential to emit to avoid other requirements. (Regulation Number 3, Part B, Section III.C.1.d.) The division has made a preliminary determination of approval of the application.
