Approve Application for 2027 Community Project Funding for Realignment and
Roundabout Construction Project at Intersection of County Roads 13 and 50, and
Authorize Department of Public Works to Submit
Whereas, the Board of County Commissioners of Weld County, Colorado, pursuant to
Colorado statute and the Weld County Home Rule Charter, is vested with the authority of
administering the affairs of Weld County, Colorado, and
Whereas, the Board has been presented with an Application for 2027 Community Project
Funding for the Realignment and Roundabout Construction Project at the Intersection of
County Roads 13 and 50 from the County of Weld, State of Colorado, by and through the
Board of County Commissioners of Weld County, on behalf of the Department of Public
Works, to the U.S. House of Representatives, Office of Gabe Evans, 8th Congressional
District of Colorado, with further terms and conditions being as stated in said application,
and
Whereas, after review, the Board deems it advisable to approve said application, a copy
of which is attached hereto and incorporated herein by reference.
Now, therefore, be it resolved by the Board of County Commissioners of Weld County,
Colorado, that the Application for 2027 Community Project Funding for the Realignment
and Roundabout Construction Project at the Intersection of County Roads 13 and 50 from
the County of Weld, State of Colorado, by and through the Board of County
Commissioners of Weld County, on behalf of the Department of Public Works, to the U.S.
House of Representatives, Office of Gabe Evans, 8th Congressional District of Colorado,
be, and hereby is, approved.
Be it further resolved by the Board that Evan Pinkham, Department of Public Works,
be, and hereby is, authorized to submit said application.

Brief description of the problem/issue:
Staff is requesting to submit the attached application for Community Project Funding through Congressman
Evans' office. The request is for $5,000,000.00 in funding for the WCR 13 and WCR 50 Roundabout project.
What options exist for the Board?
The board may choose to allow staff to submit the application for funding or not.
Consequences:
Additional local funding will be required to fully fund the project.
Impacts:
If successful, this funding request will fully fund the remainder of the project.
Costs (Current Fiscal Year/Ongoing or Subsequent Fiscal Years):
There is no additional cost related to getting this funding, however if we are not successful, we will need to
determine how to fund the rest of the realignment/roundabout project.
Recommendation:
Staff recommends to submit for funding through Congressman Evans' office.

Project Description *
The intersection of Weld County Road (WCR) 13 and WCR 50 northwest of Johnstown is a
critical rural junction that currently experiences operational inefficiencies and safety
concerns due to its geometry,traffic growth, and limited control. The proposed project will
realign WCR 13 and construct a modern single-lane roundabout at its intersection with
WCR 50. Realignment will remove geometric inconsistencies and create a more intuitive
north—south corridor, enhancing predictability for drivers and reducing the likelihood of
crashes. The roundabout will transform the current stop-controlled intersection into a
low-speed,free-flow control environment that naturally calms traffic, reduces conflict
points, and significantly lowers the severity of collisions. This treatment is especially
well-suited for rural high-speed corridors like WCR 13, where roundabouts have
demonstrated substantial reductions in injury and fatal crash rates.
Beyond safety,the project will deliver meaningful operational benefits. A roundabout
reduces delays associated with stop-and-go traffic, provides continuous movement even
during peak travel periods, and efficiently accommodates agricultural and freight traffic
common in the area. These improvements will support long-term regional mobility by
enhancing access to surrounding communities, supporting ongoing development, and
improving route reliability for both local and through travelers. The project also provides
resiliency benefits by reducing the likelihood of crash-related closures that can disrupt
connectivity on the WCR 13 corridor.
Overall,the realignment of WCR 13 and construction of the roundabout at WCR 13 and
WCR 50 is a cost-effective,forward-looking investment that improves safety, supports
economic growth, and enhances multimodal mobility for the region. This project addresses
a clear transportation need today while ensuring the corridor can meet future demands as
the surrounding area continues to expand.

This project is eligible under 23 USC 133 as a roundabout intersection improvement.

Dear US Congressman Evans,
The Town of Johnstown is proud to support the request for Congressionally Directed Spending
to help construct the WCR 13 Realignment and the WCR 13/WCR 50 Roundabout Project.
Residents have shared concerns about safety and visibility at this intersection for years,
especially as traffic has grown with new neighborhoods, farms, and local businesses relying on
these roads every day.
Realigning WCR 13 and adding a modem roundabout will make this intersection safer and easier
to navigate for everyone—families,commuters, school traffic, agricultural operators,and visitors
traveling through the area. The roundabout will slow vehicles to safer speeds, reduce crash risks,
and create a more predictable, community-friendly roadway.
This project will also improve daily travel for Johnstown residents by reducing delays and
strengthening a key connection that many people depend on for work, school, and essential
services. Johnstown respectfully asks for federal support to help bring this important safety
improvement to our community.

Dear Congressman Evans,
The Board of Weld County Commissioners strongly supports the request for Congressionally
Directed Spending to complete construction of the WCR 13 Realignment and the WCR 1 3/WCR
50 Roundabout Project. This intersection has experienced growing operational and safety
concerns as traffic volumes increase in the rapidly developing area northwest of Johnstown.
The current geometry creates sight-distance challenges and awkward turning movements.
making this location a priority for safety and mobility improvements.
The proposed realignment and modern roundabout will significantly improve safety by
replacing the existing offset, stop-controlled intersection with a low-speed, free-flow
configuration that reduces conflict points and virtually eliminates the severe broadside and
angle crashes common at rural high-speed intersections. By improving visibility, simplifying
vehicle movements,and naturally slowing traffic,the project will create a safer environment for
all roadway users, including agricultural equipment,freight, commuters, and residents.
This improvement is also critical for maintaining reliable mobility along the WCR 13 corridor,
which serves as an important north-south connection supporting agricultural, industrial, and
community growth in the region.Enhancing traffic flow and reducing delays will improve travel
time reliability and support the movement of goods and people across the surrounding
communities.
Weld County urges federal support to help deliver this long-needed safety and mobility project,
ensuring that the WCR 13 and WCR 50 corridor can continue to serve the region safely and
effectively as growth accelerates.
