as S-511) to expand the building envelope on Lot 3 of the Peaks at Mtn View PUD —
Terra Paul and Noelle Moyers
A public hearing was conducted on March 18, 2026, at 10:00 a.m., with the following
present:
Commissioner Scott K. James, Chair
Commissioner Jason S. Maxey, Pro-Tem
Commissioner Perry L. Buck
Commissioner Lynette Peppler
Commissioner Kevin D. Ross
Also present:
Acting Clerk to the Board, Jess Reid
Deputy County Attorney, Karin McDougal
Department of Planning Services Representative, Matthew VanEyll
The following business was transacted:
I hereby certify that pursuant to a Notice dated February 26, 2026, and duly published
February 28, 2026, in the Greeley Tribune, a public hearing was conducted to consider
the request of Terra Paul and Noelle Moyers, for Planned Unit Development Final Plan
Amendment, PUDF25-0001 , (formerly known as S-511) to expand the building envelope
on Lot 3 of the Peaks at Mtn View PUD. Karin McDougal, Deputy County Attorney, made
this a matter of record.
Matthew VanEyll, Department of Planning Services, presented a brief summary of the
proposal to expand the existing building envelope, in order to build an agricultural
building. He relayed there was no correspondence received from surrounding property
owners (SPOs) and described the surrounding zoning. Mr. VanEyll displayed images of
the site and surrounding views and recommended approval of the application.
Noelle Moyers, applicant, in response to Chair James, indicated she had not had contact
with any of the Commissioners regarding this case and stated she had nothing additional
to add.
The Board discussed the Conditions of Approval and made no changes.
No public testimony was offered concerning this matter.

In response to Chair James, Ms. Moyers indicated she had reviewed, and agreed to abide
by, the Conditions of Approval, as presented.
Commissioner Maxey moved to approve the request of Terra Paul and Noelle Moyers for
Planned Unit Development Final Plan Amendment, PUDF25-0001, (formerly known as
S-511) to expand the building envelope on Lot 3 of the Peaks at Mtn View PUD, based
on the recommendations of Planning staff, with the Conditions of Approval, as presented.
The motion was seconded by Commissioner Buck, it carried unanimously, and the
hearing was adjourned. (Clerk's Note: Teams recording start timestamp 6:54, end

The Board of County Commissioners of Weld County, Colorado, approved the above
and foregoing Hearing Certification, on motion duly made and seconded, by the following
vote on the 1st day of April, A.D., 2026:
