BASIS FOR TESTIMONY I am submitting this statement as a matter of public record in opposition to the character and fitness of Scott and Marianne Purcell to operate a commercial animal care facility serving the public. i I am a United States Army veteran with a background in intelligence analysis, having served at the National Security Agency, Colorado, stationed at Buckley Air Force Base. My professional training required me to observe, assess, and document behavioral patterns with precision and objectivity. I do not make this statement lightly, nor do I make it without a sustained basis of personal observation spanning several years. I have had direct, repeated, and prolonged personal dealings with Scott and Marianne Purcell. That relationship has afforded me an unobstructed view of their private conduct, their communication patterns, and the gap that exists between the public image they project and the character they demonstrate in private. II. PATTERN OF DECEPTIVE CONDUCT It is my considered testimony that Scott and Marianne Purcell present a carefully maintained public image of respectability, warmth, and community standing. However, my sustained personal experience with this family reveals a consistent and deliberate pattern of evasion, selective dishonesty, and manipulation when their personal interests are at stake. Specifically, I have observed and experienced the following: 1. Deliberate evasion of direct communication.* On multiple occasions spanning several years, the Purcells have employed indirect, anonymous, or obstructed means of communication rather than engaging transparently and in good faith. This is not an isolated occurrence but a practiced pattern. 1. Selective presentation of facts. The Purcells demonstrate a capacity to present themselves publicly as cooperative, reasonable, and forthcoming while simultaneously withholding material information from parties who have a legitimate interest in receiving it. This selective honesty is, in my assessment, more calculated than accidental. 1. Use of social standing to deflect accountability. Their standing in the community appears to function not merely as a reflection of genuine character, but as a shield against scrutiny. Reputable appearance has, in my direct experience, been leveraged to avoid accountability rather than to demonstrate it. III. RELEVANCE TO THIS APPLICATION A commercial kennel housing sixty animals is not simply a business — it is a public trust. Families will leave animals they love in the care of these operators, trusting them to be transparent about conditions, incidents, and the wellbeing of animals in their custody. The fitness to hold that public trust requires more than a pleasant public demeanor. It requires integrity in private conduct, honest communication under pressure, and accountability when things go wrong. Based on my direct personal knowledge of Scott and Marianne Purcell over an extended period, I do not believe their private conduct reflects the integrity required to responsibly operate a facility of this nature and scale. The same patterns of evasion and selective accountability I have personally witnessed are precisely the traits that become consequential when an animal is injured, when a customer is misled, or when a regulatory inquiry arises. 2 IV. REQUEST I respectfully request that this statement be entered into the official public record in its entirety and that the reviewing Board give appropriate weight to the testimony of a private citizen with direct, sustained personal knowledge of the applicants' character. The public deserves operators whose private conduct matches their public presentation. Based on everything I have personally witnessed, I do not believe the Purcells meet that standard.
