I added the working copy with our notes between Bruce and I, a clean copy for you, and the work session request as well. The Work Session was Held Oct. 7th. For dates for the BOCC meeting,the only thing I see as a conflict for me is I'm at a conference Feb 10th-12thth Bruce, a couple of questions for you, reference the comment for the Willd Fire Code, let me know if you are good with it as written in the clean copy. For the purposes of this Article,certain terms or words used herein shall be interpreted as defined in this Section.The following specific words and phrases,when appearing in this Chapter in uppercase letters,shall have the meanings stated in this Section: DIRECTOR means the Director of the Weld County Office of Emergency Management appointed by the Board of Weld County Commissioners or person designated by the Board of Weld County Commissioners to act in place of the Director of the Weld County Office of Emergency Management. DISASTER means a severe or prolonged incident which threatens life,property,environment,or critical systems. EMERGENCY means an incident,natural or human caused,that requires responsive actions to protect life,property,environment,or critical systems. EMERGENCY EPIDEMIC means cases of an illness or condition,communicable or noncommunicable, caused by bioterrorism,pandemic influenza,or novel and highly fatal infectious agents or biological toxins. EOC means the designated Weld County Emergency Operations Center. MITIGATION means the sustained action to reduce or eliminate risk to people and property from hazards and their effects. OEM means the Weld County Office of Emergency Management. PANDEMIC INFLUENZA means a widespread epidemic of influenza caused by a highly virulent strain of the influenza virus. RECOVERY means the short,intermediate,and long-term actions taken to restore community functions,services,vital resources,facilities,programs,continuity of local government services and functions, and infrastructure to the affected area. PREPAREDNESS means a continuous cycle of planning,organizing.,training,equipping,exercising, evaluating,and taking corrective action. RESPONSE means the actions taken directly following the onset of an EMERGENCY c -==oe#or DISASTER to provide immediate assistance to maintain life,improve health,protect property. PREVENTION means preventing human-caused-hazards,from potential natural DISASTERS or terrorist attacks. PIO means the Public Information Officer designated by the Board of Weld County Commissioners. Sec.2-16-20.Statement of purpose and authorization. EMERGENCIES and DISASTERS can occur at any time within-u-Rineerperated Weld County and any of its municipalities.Local government has the primary responsibility for managing EMERGENCY and DISASTER management activities that reduce or eliminate or reduce hazardous events-.This includes PREPAREDNESS for,RESPONSE-te,and RECOVERY from,efforts for significant EMERGENCY EMERGENCIES and DISASTERS-eveats4-hat-c--a-R-and-cle-9EELK.All areas of Weld County are at risk for three(3)types of DISASTERS: Weld County,Colorado,Charter and County Code Created: 2824-06-14 09:57:28[EST] (Supp.No.87) Page 1 of 5 A. Natural DISASTERS.Weld County is at risk from tornadoes,floods,severe storms(e.g.,snow,rainrain, and hail),EMERGENCY EPIDEMIC,PANDEMIC INFLUENZA,urban and wildland firesfires,and drought. B. Technological DISASTERS.Weld County is at risk for technological DISASTERS such as power failures, dam failures,hazardous materials incidents along transportation routes or industrial areas,civil unrest, major air and ground transportation accidents and attacks by a foreign enemy or terrorist organization in the form of chemical,bielegicalbiological,or nuclear weapons. C. Man-made DISASTERS.Possible man-made DISASTERS which could create an emergency response include transportation incidents involving hazardous substances,major air and ground transportation accidents,civil disturbances,terroriststerrorists,or bomb threats and conventional,nuclear,biological, or chemical attacks. In recognition of the risks such as DISASTERS pose to life and property,the Board of Weld County Commissioners had established the Office of Emergency Management(OEM),in accordance with Sec.24-33.5-707,C.R.S.,and has appointed a DIRECTOR. In accordance with the Emergency Planning and Community Right-to-Know Act(EPCRA).42 U.S.C.§11022 (Section 301-304,312),the DIRECTOR,acting as Chair of the Local Emergency Planning Committee(LEPC),shall ensure the collection,maintenance,and availability of Tier II hazardous chemical inventory reports submitted by facilities within Weld County.These reports shall be used to support emergency planning,response,and public information consistent with federal and state law. David Burns and I have worked for several months researching and identifying best practices for Emergency Management Programs. The purpose of these updates is to provide clear direction of our roles and responsibilities as directed by the Board. Several additions are as follows; • Coordination of the Local Emergency Planning Committee (LEPC) • Responsibilities under the Community Right to Know Act. (EPCRA) • Designation as the Emergency Response Authority (DERA) for unincorporated Weld (Hazmat) • Authorization to order an Incident Management Team (IMT) during disasters. • And adding the New State Wildland Fire Resilience Code. These updates bring us in line with State statutes, best practices and what we do on a routine basis. Some of the changes provide clarity and supports some of the changes to procurement and contracts process.
