Resolution Approve Memorandum of Understanding for Weld County Early Childhood Executive Council Membership and Authorize Department of Human Services to Sign — United Way of Weld County Whereas, the Board of County Commissioners of Weld County, Colorado, pursuant to Colorado statute and the Weld County Home Rule Charter, is vested with the authority of administering the affairs of Weld County, Colorado, and Whereas, the Board has been presented with a Memorandum of Understanding for Weld County Early Childhood Executive Council Membership between the County of Weld, State of Colorado, by and through the Board of County Commissioners of Weld County, on behalf of the Department of Human Services, and United Way of Weld County, commencing upon full execution of signatures, with further terms and conditions being as stated in said memorandum of understanding, and Whereas, after review, the Board deems it advisable to approve said memorandum of understanding, a copy of which is attached hereto and incorporated herein by reference. Now, therefore, be it resolved by the Board of County Commissioners of Weld County, Colorado, that the Memorandum of Understanding for Weld County Early Childhood Executive Council Membership between the County of Weld, State of Colorado, by and through the Board of County Commissioners of Weld County, on behalf of the Department of Human Services, and United Way of Weld County, be, and hereby is, approved. Be it further resolved by the Board that Sherry McCary, Department of Human Services, be, and hereby is, authorized to sign said memorandum of understanding. The WCECC is a community partnership focused on increasing awareness of the importance of early childhood development and facilitating accessible pathways of service that promote lifelong well-being for all children prenatal to eight (8) years old. Membership will be two (2) year term, effective upon execution of the MOU. What options exist for the Board? • Approval of the Weld County Early Childhood Executive Council Member MOU. • Deny approval of the Weld County Early Childhood Executive Council Member MOU. Consequences: Weld County DHS will not have a representative serving on the Weld County Early Childhood Executive Council. Impacts: The Weld County Early Childhood Executive Council will not be in compliance with the Colorado Department of Human Services rule 07-1062, Rule Making #16.10.27.1 regarding required mandatory stakeholders. Benefits • Council members will have the opportunity to address Colorado's Early Childhood Domains of early learning&development,family support&education and health &well-being • To help facilitate collaboration among county wide organizations,community advocates, parents, and early childhood providers to build an entire system where children 0-8, their families, and their providers will have comprehensive support, resources,and become advocates ensuring that every child is VALUED, HEALTHY, and THRIVING! • You will help make decisions that will increase the effectiveness of overall programs critical to pre-birth through age 8. In addition you will be given monthly opportunities to network with other Council, committee or community members. • Receive training and be kept up to date on early childhood issues. Work Location United Way of Weld County or another specified meeting location, virtual options are available. • UNITED WAY WELD COUNTY'S EARLY CHILDHOOD Weld County COUNCIL Responsibilities and Duties • Designate one decision maker (or designee) from the organization who will attend Weld County Early Childhood Council (WCECC) monthly meetings. Attendance can be counted via phone, webinar or face to face; four missed meetings constitutes inactivity. • Supports the efforts of the Early Childhood Council in our community, including but not limited to sharing early childhood and council information with colleagues, speaking or writing articles on behalf of the Early Childhood Council and/or serving on a Committee. • Represents members' agency, organization, collaboration with a commitment to bring and take back important communications related to the work of the Council. • Encouraged to be part of one of the committees under the Council. • Participate in WCECC and Reading Great By 8 community events and activities including but not limited to: Children's Festival, Professional Development trainings, or other United Way events. Qualifications • Represents a key community constituent within one of the 3 domains of Colorado's Early Childhood Framework. • Committed to improving the well-being of young children in our community. • Willing to provide expertise and experience to this endeavor. • Be willing to "Champion" for the Weld County Early Childhood Council and what is best for young children and families. Commitment Expected Two years minimum commitment expected, approximately 2 hours per month. The Early Childhood Council meets a once a month, 10 times a year. Training/Orientation All volunteers receive the WCECC and United Way of Weld County volunteer orientation. Supplemental training given as necessary. Dress Code Business attire is suggested unless otherwise noted.
