The Weld County Board of Health met on January 28, 2026, at 9:00 a.m. in the second-floor hearing
room of the Weld County Department of Public Health and Environment and via Microsoft Teams.
Those present included:
Board Members:Tom Cope, Lonnie Ford, Aron Lam, Michael Wailes, Linda Kautz and Bree Lukens.
Others:Alex Clemments, Environmental Health Specialist, Nick Trautner, Environmental Health
Manager and Abby Houghton, Environmental Health Specialist, Weld County Department of Public
Health and environment.
Others: Dan Niebler and James Richardson representing McDonald Farms were also present.
APPROVAL OF AGENDA
The meeting was called to order at 9:00 AM.A motion was made by Aron Lam to approve the
agenda. Tom Cope seconded the motion, and the motion was carried unanimously.
APPROVAL OF MINUTES
The board approved the minutes of the November 25, 2025, meeting. A motion was made to
approve by Bree Lukens, Lonnie Ford seconded the motion, and the motion was carried
unanimously.
ADMINISTRATIVE REPORT: No report given.
Biosolids Renewal:
Denali Water Solutions—Alex Clemments presented 4 biosolid renewal applications.
No public comment or concerns were received. Environmental Health recommends approval.

A motion was made by Tom Cope for approval of the domestic septage renewals of McDonald
Farms Enterprises Inc. Lonnie Ford seconded the motion, and the motion was carried
unanimously.
PRESENTATIONS: Chirs McDonald, food program coordinator, Weld County Department of Public
Health and Environment. Weld County's Food Program Enforcement.
Chris presented Food Program Enforcement approach to protect public health. Food program
currently inspects& licenses 665 restaurants, 103 schools 187 grocery store & markets, 176 mobile
units, 260 limited food vendors, and 224 temporary events& farmers markets. A total of 1615
facilities are currently licensed, and 2503 inspections conducted in 2025.
Inspections frequency is risk based 5-once every other year (Meat freezer, bars), 10-once per year
(coffee shops, limited), 15-twice per year (most restaurants), 20-three times per year(healthcare
settings), Re-inspections increase your frequency.The inspection scoring points are based on risk 0-
49—pass, 50-109 -Reinspection, 110+- Closure. Failing 4/5 previous inspections Closure, Civil
Penalty and enforcement process. Imminent Health Hazards infestations, no water sewage backup,
9 out of 41 closures in 2025 were due to repeated failed inspections.
Weld County Health Department is proud to be business friendly, conducting new facility check ins,
on-site training, proctoring CFPM Tests with Refresher Course, Language Line/Pocket talk,
Handouts, rotate inspectors and civil penalty towards the business.
Quality Assurance—standard 4 inspections, report review, continuous improvement,joint
inspections continued education and standardized team. 0/5 facilities that went through
enforcement reached the $1000 civil penalty& none have reached enforcement level since.
All inspection reports are posted online and accessible to the public.
