The following business was transacted:
I hereby certify that pursuant to a notice dated September 14, 1983, and
duly published September 22 and 29, 1983 and October 6 and 13, 1983 in the
LaSalle reader, a public hearing was held for the purpose of considering
the adoption by Ordinance of a revised Weld County Building Code. The
existing Building Code has been completely revised to facilitate its administration,
delete obsolete sections, clarify existing sections, and incorporate by reference
the 1982 International Conference of Building Officials and International
Association of Plumbing and Mechanical Officials' Uniform Codes. Lee Morrison,
Assistant County Attorney, read the notice into the record. Chuck Cunliffe,
Planning Director, stated that the Weld County Planning Commission has
recommended approval of the adoption of the Weld County Building Code. Jim
Mayerl, representing the Planning Department, read Ordinance #119, "Weld
County Building Code Ordinance," into the record. After the reading, Commissioner
Martin moved to approve the first reading of Ordinance #119 and direct the publication
forthwith. Commissioner Johnson seconded the motion and it carried unanimously.
Sections pertaining to the Energy Code (Section 20.2.1.1) for commercial and
industrial buildings and the proposed requirement to change the maximum height
of escape windows were discussed. The last sentence of the third paragraph of
Section 1204 of said Code concerning exit facilities was amended to read:
"Where windows are provided as a means of escape or rescue, they shall have a
finished sill height not more than forty-eight (48) inches above the floor."
Commissioner N. Carlson moved to approve said proposed amendment regarding the
48 inches above the floor. Commissioner Johnson seconded the motion and it
carried unanimously. Commissioner N. Carlson moved to delete Section 20.2.1.1,
contained in the Energy Code. Commissioner Brantner seconded the motion
and it carried unanimously.

County Attorney, read the notice into the record. Chuck Cunliffe, Director
of Planning, stated that the Weld County Planning Commission recommended approval
of this item because the extraction of the fee schedule from the Building Code
text will facilitate the administration of the Building Code and any future
amendments to the existing fee schedule. Let the record reflect that Commissioner
Brantner is now present. After review, Commissioner N. Carlsqn moved to approve
the proposal to delete all reference to fees in the Weld County Building Code
and establish a separate procedure to implement a fee schedule by resolution
of the Board of County Commissioners. Commissioner Johnson seconded the motion
and it carried unanimously.
