public comment period for PDC Energy, Inc - California 14 Sec HZ. A copy of this
public notice is enclosed.
Thank you for assisting the division by posting a copy of this notice in your office. A
public copy of this notice is required by Colorado Air Quality Control Commission
regulations. The notice must be available for public inspection for a period of thirty
(30) days from the beginning of the public comment period. Please reference the
public notice for instructions on submitting comments.

Notice of a Proposed Construction Permit Warranting Public Comment

Notice is hereby given that an application for a proposed project or activity has been submitted to
the Colorado Air Pollution Control Division for the following source of air pollution:
Applicant: PDC Energy, Inc
Facility: California 14 Sec HZ
Well Production Facility
SWSE quadrant of Section 14, Township 7N, Range 66W
Weld County
The proposed project or activity is as follows:
Process Description:
A commingled liquid stream (containing natural gas, condensate and produced water) flows from
eight (8) wells, through one (1) of eight (8) heated separators, each with a 0.500 MMBtu/hr burner.
In the separators the fluids are separated into individual phases (natural gas, produced water,
hydrocarbon liquid). The fluid phase then exits the separators as follows: The hydrocarbon liquid
(condensate) flows from the separators to one surge vessel which further separate the fluid phase.
The hydrocarbon liquid then flows to a third party pipeline to be sold via a Lease Automatic
Custody Transfer (LACT) unit. At times when a surge vessel is not operational, the condensate flows
to four (4) 538 bbl condensate storage tanks. This facility utilizes two (2) different kinds of
emission control devices for the condensate storage tanks; enclosed combustors and a vapor
recovery unit (VRU). Tank vapors are routed to a VRU which compresses the gas before it is sold
into a pipeline or sent to the gas lift compressor. Any vapors not recaptured by the VRU are routed
to the enclosed combustors. Once adequate volumes are accumulated, the condensate is loaded
into a tank truck and sold. Any produced water that may be generated is sent to eight (8) 400 bbl
produced water storage tanks. The tank vapors are sent to the enclosed combustors. When an
adequate volume of water is accumulated, it is trucked off-site to an appropriate treatment

facility. The natural gas phase exits the separators and can flow to engine-driven compressors,
which compress the gas before it is sold into a pipeline, or flow directly to a pipeline. Natural gas
exiting the separators can also be compressed and sent back to the wells to stimulate production in
gas lift service. Tank truck loading emissions also occur during the condensate loading of the tank
trucks for sales. The condensate is submerge-filled as it is loaded into the truck. As the condensate
is pumped into the truck, the fluid displaces the vapors. The displaced truck vapors are sent to the
condensate tanks via a vapor balance, and then to an enclosed combustor.
Public Notice Requirements: The owner or operator is requesting syn minor limits on the PTE of
VOC and NOx is order to avoid major source requirements. As a result, project is subject to a 30
days public notice period.
The division has determined that this permitting action is subject to public comment requirements
under Colorado Air Quality Control Commission Regulation Number 3, Part B, Section III.0 due to
the following reason(s):
• This source is requesting a federally-enforceable limit on the potential to emit to avoid
other requirements. (Regulation Number 3, Part B, Section III.C.1.d.)
The division has made a preliminary determination of approval of the application.

The division hereby solicits submission of public comments from any interested person concerning
the ability of the proposed project or activity to comply with the applicable standards and
regulations of the commission. The division will receive and consider written public comments for
thirty (30) calendar days after the date of this notice. Comments may be submitted using the
