RESOLUTION
RE: AUTHORIZATION FOR CHAIRMAN TO SIGN LETTER OF AGREEMENT WITH
THE COLORADO OFFICE OF ENERGY CONSERVATION CONCERNING TECH-
NICAL ASSISTANCE GRANT.
WHEREAS, the Board of County Commissioners of Weld County,
Colorado, pursuant to Colorado statute and the Weld County Home
Rule Charter, is vested with the authority of administering the
affairs of Weld County, Colorado, and
WHEREAS, the Colorado Office of Energy Conservation has
approved Weld County' s application for a Technical Assistance
Grant concerning energy conservation, and
WHEREAS, a letter of agreement has been submitted to the
Board of County Commissioners for the Chairman' s signature, and
WHEREAS, the Board deems it advisable to authorize the
Chairman to sign said letter of agreement.
NOW, THEREFORE, BE IT RESOLVED by the Board of County Com-
missioners of Weld County, Colorado that the Chairman of the
Board is hereby authorized to sign the letter of agreement with
the Colorado Office of Energy Conservation concerning a Technical
Assistance Grant.
The above and foregoing Resolution was, on motion duly made
and seconded, adopted by the following vote on the 3rd day of
September, A.D. , 1980.

Dear Mr. Warden:
The Colorado Office of Energy Conservation (OEC) has reviewed
your application for a Technical Assistance (TA) grant under Colorado's
Institutional Buildings Grants Program (IBGP) .
We are pleased to say we have recommended that your application
be funded and have forwarded it to the U. S. Department of Energy (DOE) .
Final review and approval must be made by DOE and grant awards will be
made directly to you by DOE on or before September 30, 1980.
The attached sheet should be completed and mailed back to the
Office of Energy Conservation by September 5, 1980. This is simply
an extra check ensuring that you are able to meet the financial match
requirements of the program as well as guaranteeing to us that you will
submit extra funds for our administrative surcharge. If there is any
reason that you cannot return the form by September 5, please contact us.
Your interest in energy conservation and in the Institutional
Buildings Grants Program is greatly appreciated. We hope you will be
able to realize significant savings in your institution through this grant.

LETTER OF AGREEMENT
Weld County is willing and able
(Institution)
to participate in Phase II, Cycle 2 of the Colorado Institutional Buildings
Grants Program (IBGP) on the basis of the amounts recommended for funding
by the Colorado Office of Energy Conservation (OEC) . It is understood that
federal funds cannot be matched with federal funds.
The Colorado Office of Energy Conservation requires grantees to
pay a 5% "service charge" to serve as Colorado's match of federal funds
required to administer the Institutional Buildings Grants Program. We
agree to provide non-federal funds of an amount equal to 5% of the Federal
share of our Technical Assistance/Energy Conservation Measure grant(s) .
This 5% "service charge" is to be calculated from the Notice of Grant
Award (NGA) and will be forwarded to the Institutional Buildings _Grants
Program within 30 (thirty) days of receipt of Notice of Grant Award.
It is understood that our participation in this Program is contingent
upon receipt of these funds.

an authorized signature.
