Mileage and Condition Certification Report, and Adoption of Map to be Submitted to the Colorado Department of Transportation (CDOT) Showing the Weld County Primary and Secondary Road Systems, and Showing the Total Mileage of Public Roads in Weld County Which are Eligible for Participation in the HUTF A public hearing was conducted on January 28, 2026, at 9:00 a.m., with the following present: Commissioner Scott K. James, Chair Commissioner Jason S. Maxey, Pro-Tern Commissioner Perry L. Buck Commissioner Lynette Pepp/ler Commissioner Kevin D. Ross Also present: Acting Clerk to the Board, Houstan Aragon County Attorney, Bruce Barker Department of Public Works Representative, Evan Pinkham The following business was transacted: (Clerk's Note: The audio/video for this public hearing begins at time stamp 30:15.) I hereby certify that pursuant to a Notice dated January 8, 2026, and duly published January 10 and 17, 2026, in the Greeley Tribune, a public hearing was conducted to consider approval of the 2025 Highway User Tax Fund (HUTF) Annual Mileage and Condition Certification Report, and adoption of the Map to be submitted to the Colorado Department of Transportation (CDOT) showing the Weld County Primary and Secondary Road Systems, and showing the total mileage of public roads in Weld County which are eligible for participation in the HUTF, pursuant to the requirements of C.R.S. §43-2-110(1). Bruce Barker, County Attorney, made this a matter of record. Evan Pinkham, Department of Public Works, presented the 2025 HUTF Annual Mileage and Condition Certification Report, as well as a Map depicting the Weld County Primary and Secondary Road Systems, and showing the total mileage of public roads in Weld County which are eligible for participation in the HUTF, as of the end of 2025. He reviewed the changes to the road systems, including miles of paved and gravel roads maintained by the County, and explained the adjustments typically result from improvement projects, municipal annexations, and housekeeping to correct any errors, which he reviewed in detail for the record. Mr. Pinkham stated the map will be submitted cc:?W(CH/KH/Ep/DD/SB) GZS(se) PL(DE/MN/DA) 2026-0030 o2/tq(26 EG0084 Hearing Certification for 2025 Annual Mileage and Condition Certification Report, • and Map Page 2 to CDOT reflecting the Primary and Secondary routes to satisfy statutory requirements to document the current status of public roads, and all of the above described information will also be accessible in the GIS portal. No public testimony was offered concerning this matter. Commissioner Ross moved to approve and accept the 2025 Highway User Tax Fund (HUTF) Annual Mileage and Condition Certification Report, and adopt.the Map to be submitted to CDOT showing the Weld County Primary and Secondary Road Systems, and showing the total mileage of public roads in Weld County which are eligible for participation in the HUTF, pursuant to the requirements of C.R.S. §43-2-110(1), based on the recommendations of staff. The motion was seconded by Commissioner Peppier and it carried unanimously. There being no further discussion, the hearing was completed at 9:29 a.m. The Board of County Commissioners of Weld County, Colorado, approved the above and foregoing Hearing Certification, on motion duly made and seconded, by the following vote on the 11th day of February, A.D., 2026: Scott K.
