This project includes the construction of six (6) new engines (application submitted on 1/8/2025) and one (1) new TEG gas dehydration unit (application submitted on 7/2/2025). All engines are covered under GP02 and are not addressed in this public notice package. Process description: Ren Compressor Station is a field gas gathering and compression station in Weld County, CO. This new facility serves wellpads in the area via gas gathering pipelines. Gas entering the station is compressed through 3 natural gas engine-driven compressors. The gas is then dried to sales pipeline requirements via a glycol dehydration unit. Entrained liquids and compressor drip liquids are collected under pressure and routed to a condensate treating vessel where it is separated into condensate and water. Vapors leaving the treater are routed through the vapor recovery compressor and returned to the gas inlet to the station. Vapors from compressor and equipment blowdowns, as well as the dehy BTEX unit, are collected via vapor recovery blow and routed to the vapor recovery compressor and returned to the gas inlet to the station. If all vapor recovery units are down, vapor from the dehydrator compressor system is routed to an enclosed combustion device. Condensate is routed to 2 pressurized condensate storage vessels. Condensate leaves the site via LACT with a Coriolis flow meter via a third-party oil sales line. Water is routed to two (2) 500 bbl produced water tanks. Produced water leaves the site via produced water transfer pump with a magnetic or Coriolis flow meter and goes to a third-party gathering pipeline. Initially generator power will be utilized but once electrical grid power is available, it will be used on the site to power the control system, oil LACT, produced water pump, VRUs, blowers, heat travel and lighting. Major stationary source considerations: Zen is requesting emission limitations on the PTE of VOC in order to avoid major stationary source requirements. As a result, the dehydration unit is subject to a public notice period of 30 days. The division has determined that this permitting action is subject to public comment requirements under Colorado Air Quality Control Commission Regulation Number 3, Part B, Section III.0 due to the following reason(s): • This source is requesting a federally-enforceable limit on the potential to emit to avoid other requirements. (Regulation Number 3, Part B, Section III.C.1.d.) The division has made a preliminary determination of approval of the application.
