James, Chair Commissioner Jason S. Maxey, Pro-Tern Commissioner Perry L. Buck Commissioner Lynette Peppier— Excused • Commissioner Kevin D. Ross Also present: Acting Clerk to the Board, Jess Reid Deputy County Attorney, Karin McDougal Department of Planning Services Representative, Angela Snyder Development Review Representative, Mike McRoberts The following business was transacted: I hereby certify that pursuant to a Notice dated January 14, 2026, and duly published January 16, 2026, in the Greeley Tribune, a public hearing was conducted to consider the request of John Scheopner and Teresa Scheopner, for Change of Zone, COZ25-0012, from the R-1 (Low Density Residential) to the A (Agricultural) Zone District. Karin McDougal, Deputy County Attorney, made this a matter of record. Angela Snyder, Department of Planning Services, presented a brief summary of the proposal, which is for a Change of Zone for three (3) non-contiguous parcels. She provided the general location and stated the parcels are located in the Weld County Opportunity Zone. She discussed the City of Greeley's referral comments, displayed the list of A (Agricultural) Zone District Uses by Right, and showed the surrounding uses. Ms. Snyder relayed the parcels are in the Historic Townsite and Airport Overlay Districts, as well as a Special Flood Hazard Area. She outlined the limiting conditions for commercial operations, entered the favorable recommendation of the Planning Commission into the record, as written, and displayed images of the site and surrounding views. Mike McRoberts, Department of Planning Services, Development Review, stated access to the parcels is on Cherry Avenue and East 24th Street and relayed, per Weld County Code Section 23-2-40.B.4, the Change of Zone does not trigger the need for any off-site road improvements. cc;fl.(DE/MN/+DA/KR/AS) 2026-0288 PL2992 03/3 1/26 Hearing Certification (COZ25-0012) — John Scheopner and Teresa Scheopner Page 2 John Scheopner, applicant, was present, and also represented his mom, Teresa Scheopner. In response to Chair James, Mr. Scheopner indicated they had not had contact with any of the Commissioners regarding this case and had no additional comments or questions. No public testimony was offered concerning this matter. The Board discussed the Resolution and made no changes. Commissioner Ross, as the • Chairman of the Airport Authority Board, made comments regarding future construction on the subject parcels, as they are located within the Airport Overlay District. In response to Chair James, Mr. Scheopner indicated they had reviewed, and agreed to abide by, the Conditions of Approval, as presented. Commissioner Ross moved to approve the request of John Scheopner and Teresa Scheopner for Change of Zone, COZ25-0012, from the R-1 (Low Density Residential) to the A (Agricultural) Zone District, based on the recommendations of Planning staff and the Planning Commission, with the Conditions of Approval, as presented. The motion was seconded by Commissioner Maxey, it carried unanimously, and the hearing was adjourned.
