Western Ave Suite 200 Oklahoma City, OK 73118 Facility: Severance Compressor Station REP Processing, LLC has applied for an Operating Permit for the Severance Compressor Station in Weld County, CO. The REP Processing, LLC Severance Compressor Station receives natural gas from nearby well sites via a gathering system pipeline. Gas entering the station flows into an inlet slug catcher to prevent liquids from entering the compressors. Gas from the slug catcher is then directed to the compressors. Eight (8) Waukesha L7044 GSI S5 compressors compress the gas. Following compression, the gas is sent to a dehydration unit (SK-4100). The dried gas is then sent to the gas pipeline. TEG regeneration vapors from the dehydration unit still vent are directed to a `BTEX' condenser, and then to an enclosed combustor. Flash gas from the dehydration unit's flash tank and condensate from the TEG regeneration skid are directed back to the facility inlet slug catcher. Liquids from the inlet slug catcher are directed to a 3-phase separator vessel (V-7100). Vapors from the separator are routed to a combustor (FL-9500). Condensate from the 3-phase separator is sent to the condensate surge vessel (V-8100), with the vapors routed to the combustor (FL-9500). The condensate leaves the facility vis pipeline. Produced water from both the 3-phase separator vessel and the condensate surge tank vessel will be sent to a 400-bbl produced water is, COLORADO 2.02 1 1 Health&Environment storage tank (TK-9000). Vapors from the produced water tank and loading operations are directed to the vapor combustion unit (FL-9500). Produced water is removed from the tank via truck. Additional emissions at the facility include compressor blowdowns (BD-1) and pig launching (PG-1). A copy of the application, including supplemental information, the Division's analysis, and a draft of Operating Permit 230PWE518 are available on the Division's website. The Division has made a preliminary determination of approval of the application. Based on the information submitted by the applicant, the Division has prepared the draft operating permit for approval. Any interested person may contact the division at cdphe_apcd_title_v@state.co.us to obtain additional information. Any interested person may submit written comments to the Division concerning 1) the sufficiency of the preliminary analysis, 2) whether the permit application should be approved or denied, 3) the ability of the proposed activity to comply with applicable requirements, 4) the air quality impacts of, alternatives to, and control technology required on the source or modification, and 5) any other appropriate air quality considerations. Any interested person may submit a written request to the Division for a public comment hearing before the Colorado Air Quality Control Commission (Commission) to receive comments regarding the concerns listed above as well as the sufficiency of the preliminary analysis and whether the Division should approve or deny the permit application. If requested, the hearing will be held before the Commission within 60 days of its receipt of the request for a hearing unless a longer time period is agreed upon by the Division and the applicant. The hearing request must: 1) identify the individual or group requesting the hearing, 2) state his or her address and phone number, and 3) state the reason(s) for the request, the manner in which the person is affected by the proceedings, and an explanation of why the person's interests are not already adequately represented. The Division will receive and consider the written public comments and requests for any hearing for thirty calendar days after the date of this Notice.
