Box 758 COUNTY, CO Greeley, CO 80632 January 23, 2026 The Honorable Secretary Duffy U.S. Department of Transportation 1200 New Jersey Ave, SE Washington, DC 20590 RE:Support for Windsor SH392 Regional Safety & Economic Corridor Project Dear Secretary Duffy, The Weld County Board of County Commissioners is pleased to express our support for the Town of Windsor's BUILD grant application for the Windsor SH 392 Regional Safety & Economic Corridor Project. As one ofithe fastest-growing counties in the nation, Weld County relies on a robust and reliable transportation network to sustain our position as a leader in Colorado's energy and agricultural production. The core of this project is the replacement of the Poudre River Bridge, a structurally deficient asset built in 1968.Now 58 years old, this bridge has outlived its design life and has become a primary bottleneck for our regional commerce. For Weld County, this isn't just a local crossing; it is a critical link that ensures our producers can get goods to market and our workforce can travel safely between the industrial hubs of Greeley,Windsor, and the I- 25 corridor. Modernizing this corridor with FHWA's Proven Safety Countermeasures and expanded roadway capacity is essential for our regional economic competitiveness. This project removes a significant structural risk to our supply chains while supporting the uninterrupted flow of private sector activity. By addressing this failing asset now,we are making a fiscally responsible investment that prevents far more costly emergency repairs or closures in the future. We strongly endorse this project as a vital component of the State of Good Repair for our region's infrastructure. We are proud to partner with the Town of Windsor to ensure that Northern Colorado remains a safe and productive environment for the American families and businesses that call our county home. Sincerely, Scott K. James Chair, Weld County Board of Commissioners COMIun CoL-t-:nn S 2026-0239 02 /0 426 Hello
