HomeMy WebLinkAbout841074 AR196L 3:3 B 1025 RE-- 01961233 04/02/84 09 : 58 $0 . 00 1/001 F 0798 MA _ ANN FEUERSTEIN CLERK & Ri iRDER WELD CO, CO RESOLUTION RE: APPROVAL OF SERVICE PLAN OF NEW RAYMER-STONEHAM FIRE PRO- TECTION DISTRICT WHEREAS, the Board of County Commissioners of Weld County, Colorado, pursuant to Colorado statute and the Weld County Home Rule Charter, is vested with the authority of administering the affairs of Weld County, Colorado, and WHEREAS, proponents of the New Raymer-Stoneham Fire Pro- tection District filed a service plan with the Board of County Commissioners of Weld County, Colorado, on January 26 , 1984 , and WHEREAS, the Board of County Commissioners of Weld County, Colorado, did, on February 1 , 1984 , set a hearing date to con- sider said New Raymer-Stoneham Fire Protection District Service Plan, which hearing was held, pursuant to notice, on February 29, 1984, at the hour of 2 : 00 o ' clock p.m. , and WHEREAS , at said public hearing, the Board of County Com- missioners heard the testimony and statements of those present, heard the recommendations of the Weld County Planning Commission, and being fully informed, finds that said service plan meets the criteria set forth in Section 32-1-203 , CRS 1973, as amended, and that said service plan should be approved. NOW, THEREFORE, BE IT RESOLVED by the Board of County Com- missioners of Weld County, Colorado, that the New Raymer-Stoneham Fire Protection District Service Plan be, and hereby is , approved as set forth herein. Martin PROP: Special Dist. .S COO 76 030584 HEARING CERTIFICATION DOCKET NO. 84-7 RE: NEW RAYMER-SIUNEHAM FIRE PROTECTION DISTRICT - SERVICE PLAN A public hearing was conducted on February 29 , 1984, at 2:00 P.M. , with the following present: Commissioner Norman Carlson, Chairman Commissioner Jacqueline Johnson, Pro-Tem Commissioner gene Brantner Commissioner Chuck Carlson Commissioner John Martin Also present: Acting Clerk to the Board, Tonr'iie Antuna Assistant County Attorney, Lee D. Morrison Planning Department Representative, Michael Mullen The following business was transacted: I hereby certify that pursuant to a notice dated February 1, 1984, and duly published in the La Salle Leader on February 2, 1984, a public hearing was held for the purpose of considering the Service Plan for the New Raymer- Stoneham Fire Protection District. Lee Morrison, Assistant County Attorney, made this item of record. Mike Mullen, representing the Planning Department, read the favorable recommendation from the Planning Commission into the record. Robert Burroughs, Attorney representing the petitioners, came forward to answer questions of the Board. Louis Bornhoft, Stoneham resident, offered comments in favor of this matter. He said Stoneham residents had bought a used fire truck from Brush and New Raymer has an older pump. He explained how they intend to purchase a better truck. He said they are trying to locate two more used trucks, fix them up and then in five or six years they hope to have saved enough money to purchase better equipment. After discussion, Mr. Morrison said the consideration today is for the Service Plan, the matter then has to he heard by the District Court, who would certify an election, so the people within the District will have the final vote as to the forma- tion. Commissioner C. Carlson moved to approve the Service Plan for the New_Raymer-Stoneham Fire Protection District, based upon the recommendation of the Planning Commission. Commissioner Brantner seconded the motion and it carried unanimously. Be it Resolved by the Weld County Planning Commission that the application for: NAME: Louis Bornhoft and Cary Lambert ADDRESS: Stoneham, CO 80654 and New Raymer, CO 80742 REQUEST: Petition for the creation of the New Raymer-Stoneham Fire Protection District LOCATION: The proposed area comprises the total Weld County RE-11J Praire School District, approximately 670 square miles and includes the town of New Raymer and the unincorporated areas of Stoneham, Vim and Liberty. The proposed service area extends to the east on the Morgan County line, north on the Logan County line to the Nebraska state line, west to the boundary of Pawnee School District RE-12 and south to and along Briggsdale School District RE-10J. be recommended favorably to the Board of County Commissioners for the following reasons: Section 32-1-203 et seq. CRS as amended sets forth eight (8) criteria for review of special district service plans. The following criteria have been satisfied: 1. There is sufficient existing and projected need for an organized fire district in the area; 2. The existing service in the proposed district area is not adequate for present and projected needs; 3. Adequate service is not, nor is it anticipated to be, available to the area through municipal annexation by other existing municipal or quasi-municipal corporations within a reasonable time and on a comparable basis; 4. The facility and service standards of the proposed fire protection district are compatible with the facility and service standards of adjacent fire districts and adjacent towns; 5. The proposal is in compliance with the master plan (Weld County Comprehensive Plan) adopted pursuant to Section 30-28-108 CRS 1973; 6. The proposal is in compliance with the duly adopted water quality management plan; 7. The petitioners have demonstrated that the proposed special district is capable of providing economical and sufficient service to the proposed service area; and 8. The petitioners have demonstrated that the proposed special district does have the ability to discharge the proposed indebtedness on a reasonable basis. I have been asked to comment on whether or not it appears to be financially feasible. Upon review of the information presented it would appear that the Fire District and level of service as proposed is financially feasible, and falls within the statutory mill levy limitations. Justification for the study is based upon the need for fire protection in this very large area , in which fire protection is completely insufficient at the present time . The findings of this report establish a firm basis from which to project needed facilities and costs thereof . DESCRIPTION OF AREA The proposed area comprises the total Weld County RE-11J Prairie School District approximately 670 square miles , and includes the incorporated area of :few Raymer and the unincorporated areas of Stoneham, Vim , and Liberty . The proposed service area extends to the East on the Morgan County line , North en the Logan County line to Nebraska ,;state line , West to the boundary of Pawnee School District RE-12, South to and along Briggsdale School District RE-10J. The proposed district boundaries are shown on the large Weld County map , Exhibit 1 . POPULATION AND ASSESSED VALUE The current estimated population of the proposed district is approxi- mately 5`10 . Based on current records of the Weld County Assessor' s office , the assessed valuation of the proposed district is $14, 396,300. JUSTIFICATION The present fire protection in the propo3ed district consists of the following: The New Raymer fire truck is a 19% Giv:C . It is an old gas delivery truck with power takePoff pump and can run only about 35-40 mph when full. This truck is housed in a building owned by the town of New Raymer and is adequate to house a fire truck. The truck and building expense is presently paid for by the town of New Raymer . The Stoneham fire truck iS a 1950 International and is quite adequate for fighting fires ; however , is lacking proper Bunker suits , Air packs etc . This truck is housed in a well-insulated building in the town of Stoneham and is maintained by donations from members of the community . Both ,New Raymer and Stoneham fire departments lack the necessary funds to properly equip the Volunteer fire fighters with adequate protection and better equipment . The area of Vim and Liberty communities are a long way from New Raymer or Stoneham and are without any fire protection, whatsoever . Kimball Fire Department has informed us they cannot come into Colorado , until we become a district . At that time , they will sign a mutual aid agreement with us, as will the Pawnee Hire Protection District , Sterling Fire District and Hi.11rose-Snyder District . 15-2r volunteers help with fire calls , but there has been no training and no structured organization . It is very obvious that the necessary protection of life and property is needed due to stability of resider.*' areas , farming and ranching areas , mil business , air force sites , and grassland areas . • FACILITIES Truck #1: The Stoneham truck and building are adequate and will be sold to the Fire Protection District . It is located in the town of Stoneham on property belonging to the Stoneham Co -operative Telephone Corporation of which a lease on the land has been obtained for a period of ninety- nine years . Truck # 2: The truck at New Raymer is to be replaced with a later model fire truck, hopefully , to be purchased from some other Fire Dept . that is updating their equipment . The plan is to possibly keep their present truck for a tanker or nurse truck. It will he housed in the e rrse by present building , which is in good condition. The building the District from the town of New Raymer . Truck # 3: A truck to^locnted north of Stoneham and New Raymer . This truck will be a ton truck with a slip-in unit unless another used truck is available from another Fire . Dept . It will he housed on the private property of John Toedtli; in his insulated shop of which the District will provide the fuel to heat it . This locnticn will give the north portion of the district better fire protection . CAL_ AND ALA'W SYSTEP,'. A telephone system sot up through the Wiggins Telephone Association and The Stoneham Co-operative Telephone Corporation will ri^r' into 15-20 homes at each fire station. Staff- The fire fighting volunteers will be required to be adequately trained to operate equipment . provide immediate response to fire alarms , and properly protect life and property . The initial staff will consist of approximately 15 volunteer fire fighters in Stoneham and 15 volunteer fire fighters in New Raymer . A five person fire hoard shall be elected . It is assumed that more volunteers will help in .the surrounding areas when they have a small unit in close proximity. Recruitment will follow the initial state . This outlines a plan to borrow $55,000.00 from a local bank (See attached letter) with interest to be negotiated at the time of loan. Repayment to be at 1. 5 mils with a maximum maturity of 5 years . All of these studies take into ecndideration that the incopporated town of New Raymer is to be included in the district . WATER SUPPLY The water supply for the proposed district will consist of the New Rayer water system, fill up well sites in Stoneham, and various wells strategically located in various areas around the district' s private property . ORGANIZATION The total number of volunteers will include a fire chief and two assistant fire chiefs . TRAINING Sterling Fire Dept . of Sterling, Colo. has agreed to give us our training on all phases of fire fighting . Some sessions to be held at Prairie School, others with our own equipment and still more training at the Sterling Fire Department . Training will be held once a month and it will be required that each volunteer attend at least six times a year. Training in C.P.R. and First Aid will be given to us by a licensed E.M.T , or the State Patrol.
