July 5, 1984 G Tape 84/136-137 GREELEY, COLO, The Weld County Council met in regular session in full conformity with the Weld County Home Rule Charter at 915 Tenth Street, Greeley, Colorado, July 5, 1984, at 2:05 p.m. Calling the meeting to order was delayed due to a lack of a quorum. ROLL CALL The following members were present in person: President Ralph Waldo, Vice President DeAnn Emerson, and Patricia Anderson. Bill Rupp arrived at 2:20 p.m. Don Elliott was absent. Also present at the meeting were two members of the press and George Meyers, and the Council secretary. E. Lawrence Hyland of Hyland Associates was present for an executive session with the Council and the remainder of the meeting. MINUTES DeAnn Emerson made a motion that the minutes of June 7, 1984, be approved as written. Bill Rupp seconded the motion and it passed unanimously. Patricia Anderson abstained from voting as she was absent from that meeting. ADDITIONS AND/OR DELETIONS Approval of the 1985 Council budget was deleted. It will be discussed in the next Council meeting. APPOINTMENTS The President reminded the Council of their upcoming appointments. CORRESPONDENCE The President made the Correspondence File available for the individual review of Council members. Included in the file was a memo from Don Warden advising the Council of .a reference book they might be interested in purchasing. Bill Rupp made a motion that Performance Auditing in Local Government be ordered by the Council . Patricia Anderson seconded the motion and it passed unanimously. The price of the book is $28.50. REPORTS Information had been submitted by the Finance Office documenting the June repayment of Commissioner salaries. DeAnn Emerson made a motion that a Report to the People be made indicating the new balance due for each Commissioner. Patricia Anderson seconded the motion and it passed unanimously. Following the June Council meeting, the Weld County Insurers was asked to explore the possibilities of conducting a review of insurance programs of the county. As of this date, no response has been received. NEW BUSINESS The June 20, 1984, minutes of the Board of Commissioners indicated that Ordinance 129 had been approved by the Board on an emergency basis. This ordinance pertains to Weld County's role in securing a loan for Colorado Counties, Inc. The Council had invited the Board to have a representative present to answer questions, but the Board declined to do so until Don Warden could also be present. This will appear on a later agenda. �_ 841345 MINUTES, WELD COUNTY COUNCIL PAGE TWO JULY 5, 1984 DeAnn Emerson moved that the June bills be paid. Attorney Ron Lambden's bill was corrected to read $37.50, not $30.00. The motion was seconded by Patricia Anderson and carried unanimously. Through the pages of the Greeley Tribune, it has come to the attention of the Council that the Personnel Department is no longer using the Council 's questionnaires for exiting employees. The Council will decide if it wants to continue the interview process and, if so, present the matter to the Commissioners. This may be the subject of a future report to the people. The President called a 10 minute recess at 2:40 p.m. EXECUTIVE SESSION An executive session was called at 2:50 p.m. with E. Lawrence Hyland of Hyland Associates to discuss the audit of the Road and Bridge Department. The executive session continued with additional personnel matters being considered. Let the record reflect that DeAnn Emerson was dismissed from the meeting at 5:00 p.m. MEETING RECONVENED The regular meeting reconvened at 5:20 p.m. Bill Rupp made a motion that the Council make it known to the press that it is sending a memorandum to the Commissioners relative to its preliminary audit of the County Engineer' s office. Patricia Anderson seconded the motion and it passed unanimously. Bill Rupp moved that the Council authorize Mr. Hyland to secure signatures on the statements made by those people he interviewed in his preliminary audit of the County Engineer's office. Patricia Anderson seconded the motion and it passed unanimously. ADJOURNMENT There being no further business, the meeting was adjourned. The time of adjournment was 5:35 p.m. , on July 5, 1984. BOX 758 GREELEY, CO 80632 July 6, 1984 356-4000, extension 4780 • The Weld County Council would like to report the status of the salary repayment of the Weld County Commissioners. Commissioners Chuck Carlson and Norm Carlson have each paid their June installment of $384.72, leaving a balance for each commissioner of $2,308.31 . Commissioners Gene Brantner and Jacqueline Johnson have each paid their June installment of $370.21 , leaving a balance of $2,221 .27 each. Commissioner John Martin repaid his overage in full on May 9, 1984. We will make another Report to the People on this matter in our August Council meeting. THE WELD COUNTY COUNCIL Ralph E.
