Gentlemen:
On July 19, July 24 and September 4, 1984, Wes Potter of the Weld County
Health Department and I performed inspections of the Road 54 E Vap, Park brine
waste disposal facility in Weld County, Colorado. The purpose of these
inspections were to assess the conditions of the excavated ponds prior to
placement of the individual ponds liners.
At the time of the first inspection the northwest pond had been completed
and the southwest pond excavation was just being finished. The northwest pond
had been over excavated in the southeast corner to remove a sandy zone, prior
to liner placement. According to Mr. Jim Pankonin, an inspector for the firm
of Norton, Underwood and Lamm, the overexcavated area would be backfilled to
grade with clayey material prior to installation of the 18" liner.
On July 24 I revisited the site with Mr. Potter to inspect the southwest
pond. From this inspection of the pond it appeared that no sandy zones had
been encountered during the excavation of this impoundment.
On August 30 I received a call from Mr. Pankonin regarding a possible date
and time we could arrange for inspection of the southeastern pond. Also at
this time I was informed that around August 3rd Mr. Pankonin had been called
away from the project and Mr. Tom Norton had temporarily assumed the site
inspection duties. During this time period the northeast pond had been
excavated and the liner placed without a visual inspection from either the
Weld County Health Department or the Colorado Department of Health.

Mr. Pankonin Indicated that from his onsite visits and during his absence ,
Mr. Norton's visits, it was their opinion that the northeast pond was
appropriately excavated and that sandy zones were not encountered . Therefore .
they felt that this pond would perform as designed and had instructed the
construction personnel to install the liner.
Wes Potter and I conducted a site inspection of the southeast pond on
September 4 and found that this impoundment was acceptable to both agencies.
During this visit additional discussions were held regarding the northeast
pond in question and liner integrity prior to start up of operations. Mr.
Pankonin indicated that the operator might flood the finished ponds with fresh
water until brine wastes were received by the facility. One other method
discussed was to placement of a soil blanket over the liner to help retain the
appropriate moisture content. No final decisions were reached at this time
regarding the final method to be utilized in maintaining the liner's
integrity. Therefore, I have requested that Mr. Pankonin submit a letter to
this Division outlining the selected method .
Based upon these visual inspections it is my opinion that the excavation.
of the inspected ponds was complete and acceptable and that placement of the
liner material was appropriate.
