(Burris & McDonnell) was retained by Colorado Liberty Pipeline, LLC to conduct a sound assessment study for the Liberty Facilities, Platteville Terminal Project in Weld County, Colorado (Project). The Project will consist of four (4) 200 thousand-barrel tanks, two (2) vertical can booster pumps, three (3 ) mainline pumps , transformers, and various meter skids and valves . There were several objectives for the proposed Project sound study, which included: • Identification of applicable county, city, state, or federal noise regulations • Estimation of the operational sound levels from the Project using the three-dimensional sound modeling program Computer Aided Noise Abatement (CadnaA) • Determination of whether the proposed Project, as designed, can operate in compliance with the identified, applicable regulatory standards There are no federal noise regulations applicable to this Project. The State of Colorado and Weld County both have noise regulations that are similar in their requirements. The Weld County ordinance takes precedence over the State statute and limits the average daytime and nighttime decibel (dB) level attributable to Project at the property lines of adjacent landowners . A-weighted decibels (dBA) are used, and the limits are 55 dBA during daytime hours and 50 dBA during nighttime hours at adjacent residential or non-specified properties, which are located on multiple sides of the Project. The Project was modeled using specified overall equipment sound levels , and sound pressure levels were predicted at adjacent property lines . The two transformers were specified to a NEMA 68 -dBA rating, the vertical can booster pumps were specified to 82 dBA at 3 feet, and the mainline pumps and motors were specified to 80 dBA at 3 feet from the edge of the skid. The sound level requirements for equipment will be met by coordinating equipment design with equipment manufacturers . The use of low-noise equipment, piping/pump acoustic insulation, or acoustic barriers will be coordinated with final equipment design to comply with the Weld County property line limit of 50 dBA during nighttime hours. Although worst-case equipment sound levels were used in the model, daily operating levels may be less. Project sound levels will be verified through field measurements once the Project is operational. Should any Project equipment exceed the sound level specifications, action will be taken to limit noise at the property line to comply with the Weld County limits . Colorado Liberty Pipeline , LLC 1 -2 Burns & McDonnell Sound Study Revision 0 Acoustical Terminology 2 . 0 ACOUSTICAL TERMINOLOGY The term "sound level" is often used to describe two different sound characteristics : sound power and sound pressure. Every source that produces sound has a sound power level . The sound power level is the acoustical energy emitted by a sound source and is an absolute number that is not affected by the surrounding environment. The acoustical energy produced by a source propagates through media as pressure fluctuations . These pressure fluctuations, also called sound pressure, are what human ears hear and microphones measure. Sound is physically characterized by amplitude and frequency. The amplitude of sound is measured in decibels as the logarithmic ratio of a sound pressure to a reference sound pressure (20 microPascals) . The reference sound pressure corresponds to the typical threshold of human hearing. To the average listener, a 3 -dB change in a continuous broadband sound is generally considered "just barely perceptible"; a 5 -dB change is generally considered "clearly noticeable"; and a 10-dB change is generally considered a doubling (or halving, if the sound is decreasing) of the apparent loudness. Sound waves can occur at many different wavelengths , also known as the frequency. Frequency is measured in hertz ("Hz") and is the number of wave cycles per second that occur. The typical human ear can hear frequencies ranging from approximately 20 to 20 ,000 Hz . Normally, the human ear is most sensitive to sounds in the middle frequencies ( 1 , 000 to 8 , 000 Hz) and is less sensitive to sounds in the lower and higher frequencies . As such, the A-weighting scale was developed to simulate the frequency response of the human ear to sounds at typical environmental levels . The A-weighting scale emphasizes sounds in the middle frequencies and de-emphasizes sounds in the low and high frequencies . Any sound level to which the A-weighting scale has been applied is expressed in A-weighted decibels, or dBA. For reference, the A-weighted sound pressure level and subjective loudness associated with some common sound sources are listed in Table 2- 1 . Sound in the environment is constantly fluctuating (e .g. , when a car drives by, a dog barks, or a plane passes overhead) . Therefore, sound metrics have been developed to quantify fluctuating environmental sound levels . These metrics include the exceedance sound level. The exceedance sound level, Lx, is the sound level exceeded during "x" percent of the sampling period and is also referred to as a statistical sound level. The arithmetic average of the varying sound over a given time period is called the equivalent-continuous sound level and is noted as Leg and is used in this report. (a) dBA = A-weighted decibels ; mph = miles per hour Colorado Liberty Pipeline , LLC 2-2 Burns & McDonnell Sound Study Revision 0 Applicable Regulations 3 . 0 APPLICABLE REGULATIONS Federal, state, and county regulations were reviewed to determine the applicable overall sound level limits for the Project. 3 . 1 Federal Regulations The Noise Control Act of 1972 (the Act) mandated a national policy: " . . . to promote an environment for all Americans free from noise that.jeopardizes their health or welfare, to establish a means for effective coordination of Federal research activities in noise control, to authorize the establishment of Federal noise emission standards for products distributed in commerce, and to provide information to the public respecting the noise emission and noise reduction characteristics of such products. " (U. S . C. 4901 ) As required by the Act, the Environmental Protection Agency (EPA) established criteria for protecting the public health and wellbeing. However, these criteria do not constitute enforceable Federal regulations or standards . The EPA has since delegated regulatory authority to local entities. Therefore, no Federal noise regulations apply to this Project. 3 . 2 State Regulations The State of Colorado has established sound level limits for stationary sound sources in the State to protect, "serenity and quality of life in the state of Colorado ." The noise limits are provided in the Colorado Revised Statues, Title 25 — Public Health and Environment, Article 12 — Noise Abatement, Section 103 — Maximum Permissible Noise Levels. This section provides sound level limits for sources emitting noise to residential, commercial and industrial zoned properties. The maximum permissible noise levels provided in the section are presented below in Table 3 - 1 . Stat. § 25-12-103 Section 108 — Preemption of the statute provides, "Except as provided in sections 25- 12- 103 ( 12) and 25 - 12- 110 , this article shall not be construed to preempt or limit the authority of any municipality or county to adopt standards that are no less restrictive than the provisions of this article. " Colorado Liberty Pipeline , LLC 3-1 Burns & McDonnell Sound Study Revision 0 Applicable Regulations 3 . 3 Weld County Regulations The Weld County Colorado Charter and County Code, Section 14, Article IX — Noise, provides noise limits for general sources located within unincorporated territories of Weld County. Section 14-9-60(L ) exempts "oil and gas exploration, drilling and production" from the limits contained within the article due to the oil and gas exploration, drilling and production regulations being contained in a different section of the code [ Section 21 -5-435 Guidelines and Regulations for Oil and Gas Exploration and Extraction] . As this Project is a terminal facility, it would not be classified as oil and gas exploration or extraction. Therefore, it is anticipated that the Section 14-9 governs the maximum allowable noise levels from the Project. Section 14-9 provides sound level limits for sources emitting noise to residential, commercial and industrial land use properties . It also specifies that any land use not specifically addressed by the regulation is subject to the same limits as residential and commercial properties. This would include agricultural lands. The term "land use" is slightly different than zoning, where the specific use of the property determines the noise limits rather than the zoning classification. The maximum permissible noise levels provided in Section 14-9-40 are presented below in Table 3-2 . Weld County has an established noise ordinance that is as stringent as the State ' s. Therefore , the Weld County Section 14-9-40 limits are applicable to the Project. Based on the County Code , the Project should be limited to 50 dBA during nighttime hours at all adjacent residential, commercial, or non-specified property boundaries (i . e . all locations that are not industrial land use) . Colorado Liberty Pipeline , LLC 3-2 Burns & McDonnell Sound Study Revision 0 Ambient Sound Monitoring 4. 0 AMBIENT SOUND MONITORING Bums & McDonnell personnel conducted an ambient sound level survey on March 12 and 13 , 2020 . The sound survey consisted of short-term measurements to establish the existing ambient sound levels in the area of the Project. The survey was conducted based on the instrumentation requirements and the measurement techniques outlined in Section 14-9-50 of the Weld County Code . Measurements were taken using American National Standards Institute (ANSI) S1 .4 type 1 sound level meter (Larson Davis Model 831 ) . The sound level meter was calibrated at the beginning and end of each set of measurements. None of the calibration level changes exceeded ± 0. 5 dB. A windscreen was used at all times on the microphone, and the meter was mounted on a tripod. The microphone was located approximately 5 feet above ground level. All measurements were taken when meteorological conditions were favorable for conducting sound level measurements per ANSI standards . Meteorological conditions were measured with a Kestrel 5000 handheld anemometer. Ambient measurements were taken during three (3 ) time periods over a 24-hour span on March 12 and 13 , 2020. Measurements were made at four (4) measurement locations labeled measurement point (MP) MP01 to MP04 . The measured sound levels and extraneous noise sources observed for each measurement are presented in Appendix A. The measurement locations are shown in Figure B- 1 of Appendix B . The measurement locations were selected because they were accessible and representative of existing sound levels in the direction of noise-sensitive receivers on all sides of the Project. Measurements were 10 minutes in duration, and measured values were logged by the sound level meter at each measurement point. The A-weighted Leg and Lo sound levels collected during the measurements are shown below in Table 4- 1 . These large pumps can generate a significant amount of noise when designed without acoustic considerations . In addition to the mainline pumps , smaller pumps and electrical equipment (transformers) will generate noise to a lesser extent. 5 . 1 Model Inputs and Settings Predicted sound levels were modeled using industry-accepted sound modeling software, CadnaA, Version 2020, published by DataKustik, Ltd. , Munich, Germany. The CadnaA program is a scaled, three- dimensional program that accounts for air absorption, terrain, ground absorption, and ground reflection for each piece of sound-emitting equipment and predicts downwind sound pressure levels . The model calculates sound propagation based on International Organization for Standardization (ISO) 9613 -2 : 1996, General Method of Calculation. ISO 9613 , and therefore CadnaA, assesses the sound pressure levels based on the octave band center frequency range from 31 . 5 to 8 ,000 Hz. Maximum sound levels were modeled for all equipment at all times. 5 . 1 . 1 Project Layout Predictive modeling was conducted to determine the sound level impacts at the adjacent property lines . The mainline pumps, booster pumps, and electric transformers are expected to be the major sources of noise for the Project. The equipment locations are shown in the Project layout figure included as Figure B-2 of Appendix B. 5 . 1 .2 Terrain and Vegetation Terrain and attenuation from ground absorption can have a significant impact on sound transmission. U. S . Geological Survey (USG ) Digital Elevation Model (DEM) contours were imported into the model to account for topographic variations around the Project. The terrain around the proposed Project is mostly rural with few minor changes in elevation. Vegetation is mostly low-lying . Therefore, vegetation was excluded from the analysis . Ground attenuation is expected to be fairly high, due to the "soft ground" of the surrounding areas; however, a conservative value of 0. 5 was used in the model to account for a semi- reflective surface . 5 . 1 . 3 Sound Propagation and Directivity CadnaA calculates downwind sound propagation using ISO 9613 -2 Acoustics — Sound Attenuation during Propagation Outdoors (ISO, 1996) standards, which use omnidirectional downwind sound Colorado Liberty Pipeline , LLC 5-1 Burns & McDonnell Sound Study Revision 0 Sound Modeling propagation and worst-case directivity factors . In other words, the model assumes that each piece of equipment propagates its maximum sound level in all directions. While this may seem to over-predict upwind sound levels, this approach has been validated by field measurements . Under most normal circumstances, pump noise is not significantly directional, but tends to radiate uniformly in all directions. 5 . 1 .4 Atmospheric Conditions Atmospheric conditions were based on program defaults. Layers in the atmosphere often form where temperature increases with height (temperature inversions ) . Sound waves can reflect off the temperature inversion layer and return to the surface of the earth. This process can increase sound levels at the surface, especially if the height of the inversion begins near the surface of the earth. Temperature inversions tend to occur mainly at night when winds are light or calm. CadnaA calculates the downwind sound in a manner which is favorable for propagation (worst-case scenario) by assuming a well-developed moderate ground-based temperature inversion. Therefore, predicted sound level results tend to be slightly higher than would actually occur. The acoustical model assumes laminar air flow, which minimizes sound attenuation that would occur in a realistic inhomogeneous atmosphere. This assumption also causes the predicted sound levels to be higher than would typically occur. 5 . 1 . 5 Sound Emission Data Acoustical modeling was conducted for the Project, with acoustical emissions from individual sources input into the model. The mainline pumps, booster pumps, and electric transformers are expected to be the major sources of noise for the Project. The mainline pumps will tie-in downstream of the delivery meters . Three (3 ) mainline pumps will be installed in series for the Project and sized for delivery of crude product through the 24-inch Liberty Pipeline . The pump system will be designed to accommodate a flow rate of up to 580 thousand barrel per day with 6, 000 horsepower electric motors driving each pump . The mainline pump skids are specified to emit an average sound level of 80 dBA at 3 feet from the edge of the pump skid. The 24-inch pipeline downstream of the mainline pumps will generate some noise due to vibrations generated by the turbulent flow in the pipe . From past field testing, the pipe noise generated is typically lower than the noise generated by the pumps themselves . Therefore , the piping near the mainline pumps was set to 75 dBA at 3 feet from the pipe in the model. The booster pumps are specified to 82 dBA at 3 feet from the pump . These pumps are smaller than the mainline pumps, but still emit a significant amount of noise. The pump manufacturer has confirmed the pumps will be designed to the specified sound level . Colorado Liberty Pipeline , LLC 5-2 Burns & McDonnell Sound Study Revision 0 Sound Modeling Two (2) , 20 megavolt-ampere (MVA) transformers will be installed as part of the Project and will emit noise which may be measurable at the property line. One transformer will be installed at the substation on the southwest side of the Project property. The other transformer will be installed next to the power distribution center on the west side of the booster pumps. According to Institute of Electrical and Electronics Engineers (IEEE) Standards O57 . 12 .90 and O57 . 136 , the principal sources of sound in transformers are the core sound and sound from cooling equipment. The core sound is caused by magnetostriction effects and inter-laminar magnetic forces, and the cooling equipment sound is generally caused by the cooling fans . Transformer sound levels are specified based on the sound level averaged around the unit measured per IEEE guidelines. Based on the load rating and voltage , the National Electrical Manufacturers Association (NEMA) provides estimated equipment sound levels for transformers in Table 1 of the NEMA TR- 1 -2013 Transformers , Step Voltage Regulators and Reactors document. These sound levels are conservative estimates based on unit size and rating . Transformers can be designed by the equipment manufacturers to be significantly quieter than the NEMA standard sound levels . Each transformer has been specified to meet. 68 dBA sound pressure level, per NEMA. The expected sound pressure levels and calculated sound power levels for each piece of equipment modeled are displayed in Table 5 - 1 . Colorado Liberty Pipeline , LLC 5-3 Burns & McDonnell Sound Study Revision 0 Sound Modeling 5 . 2 Acoustical Modeling Results Sound pressure levels were predicted at the Project property line in the CadnaA noise modeling software using the provided sound levels and the assumptions listed above . CadnaA modeling results have been demonstrated in previous studies to conservatively approximate real-life measured sound from a source when extraneous sounds are not present. As previously mentioned, decibels are a logarithmic ratio of a sound pressure to a reference sound pressure . Therefore, they must be logarithmically added to determine a cumulative impact (i. e . , logarithmically adding 50 dBA and 50 dBA results in 53 dBA) . Logarithmically adding each of the individual equipment ' s impacts together at each receiver provides an overall Project impact at each receiver. Transformer vendors typically have low-noise options that could meet the NEMA 68-dBA rating for units of this size . The mainline and booster pump/motor vendors will meet the sound level requirements through the use of low-noise equipment, piping/pump acoustic insulation, or an acoustic enclosure surrounding the respective units. It would be up to the pump and motor vendors to determine the best option to mitigate the respective sources . The use of low-noise equipment, piping/pump acoustic insulation, or acoustic barriers will be coordinated with final equipment design to comply with the Weld County property line limit of 50 dBA. Figure B-3 of Appendix B shows the sound contours, including the 50-dBA limiting sound contour for the Project. The modeled sound levels are compared to the existing measured sound levels in Table 5 -2 . It can be seen in the table that the new Project would be slightly louder than the measured existing nighttime sound levels at three of the measurement points, but below the measured daytime sound levels at each of the measurement points. The study included identification of applicable sound regulations , existing ambient monitoring, and predictive modeling to estimate Project-generated sound levels in the surrounding community. The Project was modeled using specified worst-case overall equipment sound levels, and sound pressure levels were predicted at adjacent property lines. A number of conservative assumptions were applied to predict worst-case predicted sound pressure levels . Those results were then compared to the identified applicable regulations . Using the specified equipment sound levels , the Project is predicted to meet the 50-dBA property-line limit. The two transformers were specified to a NEI IA 68-dBA rating, the vertical can booster pumps were specified to 82 dBA. at 3 feet, and the mainline pumps and motors were specified to 80 dBA at 3 feet from the edge of the skid. The equipment designs used to achieve each of the sound level specifications will be coordinated with the manufacturer design information. The use of low-noise equipment, piping/pump acoustic insulation, or acoustic barriers will be coordinated with final equipment design to comply with the Weld County property line limit of 50 dBA during nighttime hours . Although worst-case equipment sound levels were used in the model, daily operating levels may be less . Project sound levels will be verified through field measurements once the Project is operational. Should any Project equipment exceed the sound level specifications, action will be taken to limit noise at the property line to comply with the Weld County limits .
